This article briefly reviews American and British literature on welfare dynamics and examines the concepts of welfare dependency and ‘dependency culture’ with particular reference to lone parents. Using UK benefit data sets, the welfare dynamics of lone mothers are examined to explore the extent to which they inform the debates. Evidence from Housing Benefits data show that even over a relatively short time period, there is significant turnover in the benefits-dependent lone parent population with movement in and out of income support as well as movement into other family structures. Younger lone parents and owner-occupiers tend to leave the data set while older lone parents and council tenants are most likely to stay. Some owner-occupier lone parents may be relatively well off and on income support for a relatively short time between separation and a financial settlement being reached. They may also represent a more highly educated and highly skilled group with easier access to the labour market than renters. Any policy moves paralleling those in the United States to time limit benefit will disproportionately affect older lone parents.

Abstract. Consistent and accurate long-term data sets of global atmospheric concentrations of carbon dioxide (CO2) are required for carbon cycle and climate related research. However, global data sets based on satellite observations may suffer from inconsistencies originating from the use of products derived from different satellites as needed to cover a long enough time period. One reason for inconsistencies can be the use of different retrieval algorithms. We address this potential issue by applying the same algorithm, the Bremen Optimal Estimation DOAS (BESD) algorithm, to different satellite instruments, SCIAMACHY onboard ENVISAT (March 2002–April 2012) and TANSO-FTS onboard GOSAT (launched in January 2009), to retrieve XCO2, the column-averaged dry-air mole fraction of CO2. BESD has been initially developed for SCIAMACHY XCO2 retrievals. Here, we present the first detailed assessment of the new GOSAT BESD XCO2 product. GOSAT BESD XCO2 is a product generated and delivered to the MACC project for assimilation into ECMWF's Integrated Forecasting System (IFS). We describe the modifications of the BESD algorithm needed in order to retrieve XCO2 from GOSAT and present detailed comparisons with ground-based observations of XCO2 from the Total Carbon Column Observing Network (TCCON). We discuss detailed comparison results between all three XCO2 data sets (SCIAMACHY, GOSAT and TCCON). The comparison results demonstrate the good consistency between the SCIAMACHY and the GOSAT XCO2. For example, we found a mean difference for daily averages of −0.60 ± 1.56 ppm (mean difference ± standard deviation) for GOSAT-SCIAMACHY (linear correlation coefficient r = 0.82), −0.34 ± 1.37 ppm (r = 0.86) for GOSAT-TCCON and 0.10 ± 1.79 ppm (r = 0.75) for SCIAMACHY-TCCON. The remaining differences between GOSAT and SCIAMACHY are likely due to non-perfect collocation (±2 h, 10° × 10° around TCCON sites), i.e., the observed air masses are not exactly identical, but likely also due to a still non-perfect BESD retrieval algorithm, which will be continuously improved in the future. Our overarching goal is to generate a satellite-derived XCO2 data set appropriate for climate and carbon cycle research covering the longest possible time period. We therefore also plan to extend the existing SCIAMACHY and GOSAT data set discussed here by using also data from other missions (e.g., OCO-2, GOSAT-2, CarbonSat) in the future.

AbstractThis article investigates the ethnic patterning of exit from means-tested benefits in a UK town. Lone parents in the UK face high risks of poverty and high rates of receipt of means-tested, out-of-work benefits. There has been extensive policy concern with lone parents' poverty and with potential ‘welfare dependency’. Investigation of welfare dynamics has unpacked the notion of welfare dependency, and has stimulated policy to better understand the factors associated with longer rather than shorter durations. However, within this analysis, there has been little attention paid to ethnicity. This is despite the fact that the extensive literature on the UK's minority ethnic groups has emphasised diversity in both rates of lone parenthood and risks of poverty. To date we have little understanding of ethnic variation in lone parents' welfare dynamics. Using a data set drawn from administrative records, this article analyses the chances of leaving means-tested benefit for a set of lone mothers in a single town, exploring whether there is variation by ethnic group. We find that, controlling for basic demographic characteristics, there is little evidence to suggest that ethnicity affects the chances of benefit exit, even between groups where rates of lone parenthood are very different.

AbstractThe aim of experimental research in the area of exterior walls and windows suitable for wooden buildings was to build special pavilion laboratories. These laboratories are ideally isolated from the surrounding environment, airtight and controlled by the constant internal climate. The principle of experimental research is measuring and recording of required physical parameters (e.g. temperature or relative humidity). This is done in layers of experimental fragment sections in the direction from exterior to interior, as well as in critical places by stable interior and real exterior climatic conditions. The outputs are evaluations of experimental structures behaviour during the specified time period, possibly during the whole year by stable interior and real exterior boundary conditions. The main aim of this experimental research is processing of long-term measurements of experimental structures and the subsequent analysis. The next part of the research consists of collecting measurements obtained with assistance of the experimental detached weather station, analysis, evaluation for later setting up of reference data set for the research locality, from the point of view of its comparison to the data sets from Slovak Hydrometeorological Institute (SHMU) and to localities with similar climate conditions. Later on, the data sets could lead to recommendations for design of wooden buildings.

PurposeThis paper explores trends over time in library staffing and staffing expenditures among two- and four-year colleges and universities in the United States.Design/methodology/approachResearchers merged and analyzed data from 1996 to 2016 from the National Center for Education Statistics for over 3,500 libraries at postsecondary institutions. This study is primarily descriptive in nature and addresses the research questions: How do staffing trends in academic libraries over this period of time relate to Carnegie classification and institution size? How do trends in library staffing expenditures over this period of time correspond to these same variables?FindingsAcross all institutions, on average, total library staff decreased from 1998 to 2012. Numbers of librarians declined at master’s and doctoral institutions between 1998 and 2016. Numbers of students per librarian increased over time in each Carnegie and size category. Average inflation-adjusted staffing expenditures have remained steady for master's, baccalaureate and associate's institutions. Salaries as a percent of library budget decreased only among doctoral institutions and institutions with 20,000 or more students.Originality/valueThis is a valuable study of trends over time, which has been difficult without downloading and merging separate data sets from multiple government sources. As a result, few studies have taken such an approach to this data. Consequently, institutions and libraries are making decisions about resource allocation based on only a fraction of the available data. Academic libraries can use this study and the resulting data set to benchmark key staffing characteristics.

The movement of bed forms (sand dunes) in large sand-bed rivers is being used to determine the transport rate of bed load. The ISSDOTv2 (Integrated Section Surface Difference Over Time version 2) methodology uses time sequenced differences of measured bathymetric surfaces to compute the bed-load transport rate. The method was verified using flume studies [1]. In general, the method provides very consistent and repeatable results, and also shows very good fidelity with most other measurement techniques. Over the last 7 years we have measured, computed and compiled what we believe to be the most extensive data set anywhere of bed-load measurements on large, sand bed rivers. Most of the measurements have been taken on the Mississippi, Missouri, Ohio and Snake Rivers in the United States. For cases where multiple measurements were made at varying flow rates, bed-load rating curves have been produced. This paper will provide references for the methodology, but is intended more to discuss the measurements, the resulting data sets, and current and potential uses for the bed-load data.

In this article the concept of never-buyers of consumer non-durables is discussed. The traditional Negative Binomial Distribution approach of Ehrenberg to the question is presented. Previously unpublished work carried out at the Graduate School of Business Administration, University of the Witwatersrand, is reviewed and hypotheses are put forward that the observed large zero cell in the purchase frequency distributions may be caused by the existence of a group of never-buyers of the product, or by the superimposition of at least two distinct buying populations, previously identified as brand-loyal and multibrand/brand-switching households. The results of the research aimed at testing the first hypothesis are presented here. Two carefully monitored data sets were modelled using zero-augmented Negative Binomial and Sichel distributions. The data were previously shown to exhibit the necessary mean households purchase/consumption stationarity. Individual brands in one data set (purchases of toilet soap) were shown to follow the predictions of the traditional theory - the proportion of non-buyers decreasing with time. In the second data set (consumption of packaged soup) the proportion of non-consumers of the brands fell towards zero as the length of the time period studied was increased, but at a rate faster than that predicted by the theory. The hypothesis of the existence of never-buyers/users of individual brands in these two product classes was therefore rejected.

ABSTRACT The annual volume of oil spilled into the marine environment by tank vessels (tank barges and tanks hips) is analyzed against the total annual volume of oil transported by tank vessels in order to determine any correlational relationship. U.S. Coast Guard data was used to provide the volume of oil (petroleum) spilled into the marine environment each year by tank vessels. Data from the U.S. Army Corps of Engineers and the U.S. Department of Transportation's (US DOT) National Transportation Statistics (NTS) were used for the annual volume of oil transported via tank vessels in the United States. This data is provided in the form of tonnage and ton-miles, respectively. Each data set has inherent benefits and weaknesses. For the analysis the volume of oil transported was used as the explanatory variable (x) and the volume of oil spilled into the marine environment as the response variable (y). Both data sets were tested for correlation. A weak relationship, r = −0.38 was found using tonnage, and no further analysis was performed. A moderately strong relationship, r = 0.79, was found using ton-miles. Further analysis using regression analysis and a plot of residuals showed the data to be satisfactory with no sign of lurking variables, but with the year 1990 being a possible outlier.

This paper presents a systematic approach for accurate short-time cloud coverage prediction based on a machine learning (ML) approach. Based on a newly built omnidirectional ground-based sky camera system, local training and evaluation data sets were created. These were used to train several state-of-the-art deep neural networks for object detection and segmentation. For this purpose, the camera-generated a full hemispherical image every 30 min over two months in daylight conditions with a fish-eye lens. From this data set, a subset of images was selected for training and evaluation according to various criteria. Deep neural networks, based on the two-stage R-CNN architecture, were trained and compared with a U-net segmentation approach implemented by CloudSegNet. All chosen deep networks were then evaluated and compared according to the local situation.

This study has two purposes. First, we assessed the reliability and factor structure of the English-language version of the Entrepreneurial Behavior Scale. Second, we measured its convergent validity. We used two data sets from previous studies exploring entrepreneurial behavior among public school teachers in the United States. Data set #1 consisted of 311 participants and data set #2 had 367. Exploratory and confirmatory factor analysis indicated adequate fit indexes. Results indicated a good Cronbach’s alpha score (0.84). Results also showed evidence of convergent validity between Entrepreneurial Behavior and Career Adaptability.

Background With restrictions on movement and stay-at-home orders in place due to the COVID-19 pandemic, social media platforms such as Twitter have become an outlet for users to express their concerns, opinions, and feelings about the pandemic. Individuals, health agencies, and governments are using Twitter to communicate about COVID-19. Objective The aims of this study were to examine key themes and topics of English-language COVID-19–related tweets posted by individuals and to explore the trends and variations in how the COVID-19–related tweets, key topics, and associated sentiments changed over a period of time from before to after the disease was declared a pandemic. Methods Building on the emergent stream of studies examining COVID-19–related tweets in English, we performed a temporal assessment covering the time period from January 1 to May 9, 2020, and examined variations in tweet topics and sentiment scores to uncover key trends. Combining data from two publicly available COVID-19 tweet data sets with those obtained in our own search, we compiled a data set of 13.9 million English-language COVID-19–related tweets posted by individuals. We use guided latent Dirichlet allocation (LDA) to infer themes and topics underlying the tweets, and we used VADER (Valence Aware Dictionary and sEntiment Reasoner) sentiment analysis to compute sentiment scores and examine weekly trends for 17 weeks. Results Topic modeling yielded 26 topics, which were grouped into 10 broader themes underlying the COVID-19–related tweets. Of the 13,937,906 examined tweets, 2,858,316 (20.51%) were about the impact of COVID-19 on the economy and markets, followed by spread and growth in cases (2,154,065, 15.45%), treatment and recovery (1,831,339, 13.14%), impact on the health care sector (1,588,499, 11.40%), and governments response (1,559,591, 11.19%). Average compound sentiment scores were found to be negative throughout the examined time period for the topics of spread and growth of cases, symptoms, racism, source of the outbreak, and political impact of COVID-19. In contrast, we saw a reversal of sentiments from negative to positive for prevention, impact on the economy and markets, government response, impact on the health care industry, and treatment and recovery. Conclusions Identification of dominant themes, topics, sentiments, and changing trends in tweets about the COVID-19 pandemic can help governments, health care agencies, and policy makers frame appropriate responses to prevent and control the spread of the pandemic.
