The main issue working with migrant construction labor: a case study in Thailand

PurposeThe purpose of this paper is to study and prioritize the problems impacted on construction work together migrant laborers, by using the Delphi technique. The case study is construction work in Bangkok and metropolitan zones, Thailand.Design/methodology/approachThe framework of the perceived issues caused by working with migrant construction labors especially migrant construction laborers from neighboring countries were identified from literature reviews. The issue list was sent to 162 experts seeking for their opinions. Subsequently, a questionnaire was created from 58 items of suitable issue lists according to expert's opinions. The questionnaires were then submitted to 147 respondents from construction contractor companies. Their responses were calculated and prioritized by means of the Delphi techniqueFindingsThe polling data showed its constancy on the second round of survey. There were 34 out of 58 items passed consensus criteria. The issue “Foreman obtained incompetent or inadequate trained migrant labors when relocate them from/to other site or job” ranked 1st in priority ranking with the average score of 4.56. Subproblems were appropriately prioritized according to their mean scores.Practical implicationsThe results of this research were expected to facilitate construction operators in making appropriate decisions and primary solution concerning main issue factors in working with migrant labors, in order to help even more increasing competition efficiency in Thai construction industries.Originality/valueThe research provides a list of main issue occurred in the case study. These outcomes are also expected to provide important information for other case studies on the issue working with migrant construction labor.

Purpose – The purpose of this paper is to suggest a lean, agile, resilient, and green (LARG) index as a benchmarking tool to assess the leanness, agility, resilience and the greenness of the automotive companies and corresponding supply chain (SC). Design/methodology/approach – The proposed index incorporates LARG supply chain management paradigms and corresponding practices being both weighted according to their importance for the automotive SC sustainability. The Delphi technique is used to obtain the weights for each SC paradigm and a linear aggregated method is proposed. A case study approach related to the automotive SC is chosen to illustrate the LARG index application. Findings – The case study results confirmed the usefulness and ease of application of LARG index in a real world SC. The application of the suggested index to a set of companies, and consequently to their SC, makes possible to identify: the better and worst performer company in each paradigm, the LARG practices with higher levels of application among the companies, the LARG index for each company and also for the corresponding SC. This becomes an important benchmarking tool since comparative analysis regarding the LARG behaviours are possible to perform with the suggested index. Research limitations/implications – More LARG practices could be considered to improve the robustness of the index. Future studies should be conducted across more companies for improving the effectiveness of the approach, and more members should be included in the panel of Delphi technique for enhancing the validity of the suggested approach. Practical implications – SC companies will be able to assess their performance in terms of leanness, agility, resilience and greenness. A study like this could encourage all automotive companies to benchmark their organizations as regards their competitors, the best in class, and also the industry average. Originality/value – This paper contributes to the literature by introducing a new index for measuring the leanness, agility, resilience and greenness of companies and SCs. This index can be used by managers as a benchmarking tool to identify their LARG behaviour and compare it with their SC partners and seek for improvement.

Purpose – The purpose of this paper is to contribute to the literature about the commercial involvement in open source software, levels of this involvement and consequences of attempting to mix various logics of action. Design/methodology/approach – This paper uses the case study approach based on mixed methods: literature reviews and news searches, electronic surveys, qualitative interviews and observations. It combines discussions from several research projects as well as previous publications to present the scope of commercial choices within open source software and their consequences. Findings – The findings show that higher levels of involvement in open source software communities poses important questions about the balance between economic, technological, and social logics as well as the benefits of being autonomous, having access to collaborative networks and minimizing risks related to free-riding. There are six levels of commercial involvement in open source communities, and each of them is characterized by a different dilemma. Originality/value – The paper sheds light on the various level of involvement of business in open source movement and emphasize that the popularized “open innovation” concept is only the first step in real involvement and paradigm shift.

Purpose The purpose of this paper is to examine the role of organisational climate in readiness for change (RFC) with particular focus on Lean Six Sigma (LSS) and to develop and operationalise an instrument to measure organisational climate to determine the organisational readiness of the Kenya Institute of Management (KIM) to progress to the next stage of the LSS implementation lifecycle. Design/methodology/approach A case study outlining the KIM journey to LSS is described. A quantitative survey was developed based on the ten organisational climate dimensions discovered by Ekvall (1983) and redefined by Lauer (1994). This was then used to measure the climate of the case study organisation. Data were analysed to determine individual perceptions of the climate dimensions within KIM. The average score for each dimension was used to determine overall organisational performance and hence RFC. Findings The generally positive scores across each dimension of the survey indicate that the KIM climate is ready for the next stage of its LSS implementation lifecycle although there may be some isolated pockets (individuals or groups) of resistance to change. However, the range of scores on each dimension indicates that there is disagreement within the survey group about the overall organisational climate. Research limitations/implications The response rate to the climate survey questionnaire was only two-thirds of the total staff at KIM Headquarters and approximately one-fifth of all staff. The views of non-respondents are therefore not known and this may bias the results. Practical implications Since climate influences RFC it is essential that an organisation can measure it to ensure its environment is conducive to the implementation of change generally and LSS particularly. The developed questionnaire is easy to use, easy to analyse and easy to interpret making it an ideal climate measurement instrument. Originality/value Previous papers on LSS concentrate on organisational culture rather that climate as a success factor for LSS implementation. This paper addresses that omission.

Purpose The purpose of this paper is to examine the research design, issues and considerations in the application of the Delphi technique to identify, refine and rate the critical success factors and performance measures in maintenance-associated infections. Design/methodology/approach In-depth literature review through the application of open and axial coding were applied to formulate the interview and research questions. These were used to conduct an exploratory case study of two healthcare maintenance managers, randomly selected from two National Health Service Foundation Trusts in England. The results of exploratory case study provided the rationale for the application of the Delphi technique in this research. The different processes in the application of the Delphi technique in healthcare research are examined thoroughly. Findings This research demonstrates the need to apply and integrate different research methods to enhance the validity of the Delphi technique. The rationale for the application of the Delphi technique in this research is because some healthcare maintenance managers lack knowledge about basic infection control (IC) principles to make hospitals safe for patient care. The result of first round of the Delphi exercise is a useful contribution in its own rights. It identified a number of salient issues and differences in the opinions of the Delphi participants, noticeably between healthcare maintenance managers and members of the infection control team. It also resulted in useful suggestions and comments to improve the quality and presentation of the second- and third-round Delphi instruments. Practical implications This research provides a research methodology that can be adopted by researchers investigating new and emerging issues in the healthcare sector. As this research demonstrates, the Delphi technique is relevant in soliciting expert knowledge and opinion to identify performance measures to control maintenance-associated infections in hospitals. The methodology provided here could be applied by other researchers elsewhere to probe, investigate and generate rich information about new and emerging healthcare research topics. Originality/value The authors demonstrate how different research methods can be integrated to enhance the validity of the Delphi technique. For example, the results of an exploratory case study provided the rationale for the application of the Delphi technique investigating the key performance measures in maintenance-associated infections. The different processes involved in the application of the Delphi technique are also carefully explored and discussed in depth.

Purpose There are latent fears that in a Delphi exercise, the opinions of participants might be impaired due to the proximity of other participants. However, the thoughtful selection of participants and effective communication during the process can guarantee the independence of the participants’ opinions. The paper aims to discuss these issues. Design/methodology/approach The single site case study method was adopted and the participants for the Delphi exercise were chosen from the strategic and tactical levels of leadership. The professional, positional experience and responsibilities of the participants guaranteed the quality of their opinions. Findings Although some of the facilities management participants are from the same division, the data collected demonstrate the opinions of independent minds, thus guaranteeing that consensus was achieved without complicity. Originality/value The research shows that it is possible to achieve consensus of opinion in a Delphi exercise without complicity, even when the participants know each other. This can be achieved through the painstaking selection of appropriate participants, the skills of the research coordinator and transparent communication between the rounds and in the final report.

Purpose – The purpose of this paper is to suggest the usage of the project finance (PF) scheme as a suitable mechanism to fund energy efficiency projects at the urban scale and present its advantages and adoption barriers. Design/methodology/approach – A case study is developed to renew the traffic lighting system of an Italian town via replacement of the old lamps with new light-emitting diode (LED) technology. Several partners are involved in the case project to construct a viable PF arrangement. Findings – The case study presents the viability of the proposed PF scheme that provides for acceptable financial returns and bankability. However, it also shows that the need for short concession periods may call for a public contribution to the initial funding to make the project more attractive to private investors. Practical implications – This case study is a useful guideline for governments and promoters to using the PF arrangement to fund energy efficiency investments in urban settings. It helps designing an appropriate PF scheme and understanding the advantages of PF to reduce risk and, consequently, increase the debt leverage and profitability of energy efficiency projects. Originality/value – This paper contributes to bridging the gap about the lack of works addressing the implementation of the PF mechanism in the energy efficiency sector in urban areas. The importance of this paper is also associated with the shortage of traditional public finance faced by many cities that forces to seek for alternate forms of financing.

Purpose This paper aims to review the healthcare supply chain (HSC) literature along various areas and to find out the gap in it. Design/methodology/approach In total, 143 research papers were reviewed during 1996-2017. A critical review was carried out in various dimensions such as research methodologies/data collection method (empirical, case study and literature review) and inquiry mode of research methodology (qualitative, quantitative and mixed), country-specific, targeted area, research aim and year of publication. Findings Supply chain (SC) operations, performance measurement, inventory management, lean and agile operation, and use of information technology were well studied and analyzed, however, employee and customer training, tracking and visibility of medicines, cold chain management, human resource practices, risk management and waste management are felt to be important areas but not much attention were made in this direction. Research limitations/implications Mainly drug and vaccine SC were considered in current study of HSC while SC along healthcare equipment and machine, hospitality and drug manufacturing related papers were excluded in this study. Practical implications This literature review has recognized and analyzed various issues relevant to HSC and shows the direction for future research to develop an efficient and effective HSC. Originality/value The insight of various aspects of HSC was explored in general for better and deeper understanding of it for designing of an efficient and competent HSC. The outcomes of the study may form a basis to decide direction of future research.

PurposeThe purpose of this paper is to explore the emotional dynamics of the corporate acceleration process, using the systems psychodynamics perspective.Design/methodology/approachThe study applies inductive multiple case study of embedded 10 cases of corporate acceleration, covering both incumbent and startup perspectives, occurring in the context of a corporate accelerator.FindingsWe find that (1) the process of corporate acceleration involves three phases, each of them is dominated by a different emotional state (hope, anxiety and acceptance), triggering different behavioral responses; (2) as a means to deal with negative emotions, entrepreneurs and corporate acceleration program's team members develop different mechanisms of dealing with contradictories in subsequent acceleration phases (defense and copying mechanisms), which are reflected in their behaviors. Coping mechanisms with goal reformulation (i.e. refocus from the officially declared “open innovation” goals toward mainly symbolic ones) is an effective strategy to manage negative emotions in third phase of the acceleration.Research limitations/implicationsOur sample is limited to two relatively similar accelerators established by telecom companies, and therefore, our theoretical and practical conclusions cannot be generalized.Practical implicationsWe supplement the studies of corporate accelerators that imply how to design them better and improve decision-making rules with recommendation that in order to improve their effectiveness in terms of learning and innovations, their managers need not only to learn how to manage structural and procedural differences but also how to overcome social defenses triggered by corporate–startups cooperation.Originality/valueBy documenting a multidimensional impact of acceleration process, and especially shedding light on psychodynamic aspects behind such liaisons, this paper contributes to richer understanding of corporate–startup relationships, typically examined through a rationalistic lens of strategy literature. The study contributes to interorganizational research and open innovation literature, by showing that corporate acceleration process is marked by phases based on the type of emotions intertwined with the nature and dynamism of its life cycle. It indicates how these emotions are managed depending on their type.

Purpose – In this paper, the authors present a case study of successful school leadership at County Line Middle School. The purpose of the paper is to identify how particular leadership practices and beliefs were adapted to increase student achievement in this rural, high-poverty school in the southeastern USA. Design/methodology/approach – After purposefully selecting this school, the authors adapted interview protocols, questionnaires, and analysis frameworks from the International Successful School Principalship Project to develop a multi-perspective case study of principal leadership practices at the school. Findings – The findings illustrate the practices which led to students at this school, previously the lowest-performing in the district, achieving significantly higher on state standardized tests, getting along “like a family,” and regularly participating in service learning activities and charity events. A particularly interesting finding was how the principal confronted the school's negative self-image and adapted common leadership practices to implement a school-wide reform that suited its unique context. Research limitations/implications – While the findings of the study explicate the specific ways the principal adapted leadership strategies to enhance student learning, this study also highlights the need to understand how principals become familiar with their community's needs, cultures, norms, and values, and exercise leadership in accordance with them. Practical implications – The case offers an example of the need for context-responsive leadership in schools. In particular, it illustrates how this principal enacted leadership strategies that successfully negotiated what Woods (2006) referred to as the changing politics of the rural. To realize this success, the principal utilized his understanding of this low income, rural community to guide his leadership practices. Critically, part of this understanding included the ways the community was connected to and isolated from dominant sub-urban and urban societies, and how to build enthusiasm and capacity through appeals to local values. Originality/value – While it is widely acknowledged that school leaders need to consider their school and community contexts when making leadership decisions, less research has focussed on understanding how this can be achieved. This case provides rich examples of how this was accomplished in a rural, high-poverty middle school.
