With the United States’ welfare state coming to rely on market-based policies, the notion of choice has come to the forefront of public housing policy. This study investigated choice within a Chicago public housing community slated for redevelopment. In theory, the utilization of the private market creates broader options, empowering citizens to exercise greater autonomy in major life decisions. The housing authority emphasized the choices available to tenants, including the choice to remain on-site during redevelopment. Yet relocatees reported experiencing pressure to relocate, through either explicit actions from housing authority officials or nuanced channels including steering and coercion tactics. The incongruence between the narratives presented by the housing authority and those presented by the public housing residents demonstrates that the distinction between “voluntary” and “involuntary” relocation is not always clear. We offer several areas for consideration moving forward, including substantive inclusion of residents in planning processes, development of a more effective incentive structure to reward public housing agencies for relocating residents into higher quality neighborhoods, and shifting the overall framing of subsidized housing residents from consumers to civic agents who hold the potential to shape the future directions of their communities.

Pruitt-Igoe, in St Louis, Missouri, United States, was one of the most notorious social housing projects of the twentieth century. Charles Jencks argued opening his book The Language of Post-Modern Architecture, ‘Modern Architecture died in St Louis, Missouri on July 15, 1972 at 3.32 pm (or thereabouts) when the infamous Pruitt-Igoe scheme, or rather several of its slab blocks, were given the final coup de grâce by dynamite.’ However, the magazine Architectural Forum had heralded the project as ‘the best high apartment’ of the year in 1951. Indeed, one of its first residents in 1957 described Pruitt-Igoe as ‘like an oasis in a desert, all of this newness’. But a later resident derided the housing project as ‘Hell on Earth’ in 1967. Only eighteen years after opening, the St Louis Public Housing Authority (PHA) began demolishing Pruitt-Igoe in 1972 [1]. It remains commonly cited for the failures of modernist design and planning.

Much contemporary policy seeking to address the problems of urban poverty and the failures of public housing focuses on deconcentrating poverty through the relocation of public housing residents to less-poor neighborhoods or by replacing large public housing complexes with mixed-income developments. Lying behind these efforts is a set of generally integrationist goals, aiming to remove public housing residents from contexts of isolation and concentrated disadvantage and settle them in safer, healthier, and more supportive environments that better connect them to resources, relationships, and opportunities. Although some of the goals of these efforts are being met, the broader integrationist goals are proving elusive. Focusing on the mixed-income component of Chicago’s Plan for Transformation—the most ambitious effort to remake public housing in the country—this article argues that a range of institutional actors (including developers, property management, community-based organizations, and the housing authority) and organizational behaviors (around design, service provision, intervention, deliberation, and representation) shape dynamics that reproduce exclusion and work against the integrationist goals of these policies.

ABSTRACTBackground:Anxiety and depression are common in older adult public housing residents and frequently co-occur. To understand anxiety and depression more fully in this socioeconomically disadvantaged population, this study relies on the Social Antecedent Model of Psychopathology to characterize anxiety and depression symptoms concurrently.Methods:190 public housing residents aged 60 years and older in Rochester, New York, participated in a research interview during which they reported on variables across the six stages of the Social Antecedent Model. GAD-7 and PHQ-9 assessed anxiety and depression symptoms, respectively.Results:In these older adult residents, anxiety and depression symptom severity scores were correlated (r = 0.61; p < 0.001). Correlates of anxiety and depression symptom severity were similar for both outcomes and spanned the six stages of the Social Antecedent Model. Multivariate linear regression models identified age, medical comorbidity, mobility, social support, maladaptive coping, and recent life events severity as statistically significant correlates. The regression models accounted for 43% of anxiety and 48% of depression symptom variability.Conclusions:In public housing residents, late-life anxiety and depression symptoms were moderately correlated. Anxiety symptom severity correlates were largely consistent with those found for depression symptom severity. The broad distribution of correlates across demographic, social, medical, and behavioral domains suggests that the context of late-life anxiety and depression symptomatology in public housing is complex and that multidisciplinary collaborative care approaches may be warranted in future interventions.

Chapter 7 describes the harrowing decline of Orchard Park during the late 1980s and early 1990s and then traces the resident-centered successful effort to transform Orchard Park into Orchard Gardens using the HOPE VI program. When HOPE VI funds became available in the 1990s, activist Boston citizens—prominently including Orchard Park Tenants Association chairwoman Edna Bynoe—had every reason to assume that public housing transformation would overwhelmingly serve those with the lowest incomes. HOPE VI, Boston-style, was co-led by a neighborhood-based not-for-profit developer and featured prominent resident input. Orchard Gardens allocated 85 percent of dwellings to public housing residents, while enabling 70 percent of former Orchard Park households to return. The new community, under well-regarded private management, also positively impacted the surrounding neighborhood by providing infill housing, as well as community facilities, including a new school. Boston continued to emphasize housing for very low-income households in subsequent HOPE VI initiatives.

Chapters 3–5 focus on New Orleans to illustrate one dominant strand of HOPE VI practice—the confluence of a weak housing authority and a Big Developer governance constellation in a city without a robust tradition of coordinated tenant empowerment. Chapter 3 traces the rise and fall of the St. Thomas development, completed in 1941 and later extended in 1952. This replaced a mixed-race “slum” area with public housing for white tenants, an act entailing a substantial neighborhood purge. The fifteen-hundred-unit development shifted to primarily black occupancy following desegregation in the 1960s and subsequently underwent disinvestment that led to a protracted decline. Meanwhile, the Louisiana legislature rescinded the state enabling legislation for urban renewal, thereby limiting its impact on both slum clearance while also curtailing the rise of community organizing. White preservationists stopped the Riverfront Expressway, but no one stopped Interstate 10 from devastating a black neighborhood.
