AbstrakPengembangan pembelajaran dengan melibatkan teknologi menjadi salah satu dampak pesatnya perkembangan teknologi. Blended learning menjadi salah satu opsi yang dapat diadaptasi, namun upaya pengembangan pembelajaran menggunakan blended learning masih belum masif. Penelitian ini mencoba untuk mengembangkan salah satu model desain pembelajaran menggunakan metode penelitian Design and Development (DnD). Hasil dari penelitian ini yaitu model GALE yang dapat digunakan untuk mengembangkan pembelajaran menggunakan strategi blended learning. Model GALE merupakan turunan yang dikembangkan dari model instruksional ADDIE, memiliki empat tahapan yaitu Goal Analysis, Activity Plan, Learning Resources Development, dan Evaluate and Reflection. Dalam penerapannya, blended ini dilakukan di mata kuliah penelitian dan pengembangan teknologi pendidikan pada semester tujuh di program studi teknologi pendidikan. Sekaligus smemanfaatkan fasilitas learning management system yang dimiliki oleh UPI yaitu spot.upi.edu. Hasil dari pengembangan pembelajaran ini dapat menunjang pembelajaran sesuai dengan kebutuhan blended learning yang telah dikembangkan. Selain itu, penelitian ini diharapkan mampu memberikan best practice pengembangan blended learning, selain juga menyajikan model GALE sebagai alternatif model pengembangannya. AbstractThe development of instruction involving technology is one of the effects of the technology rapid development. Blended learning strategy is an option that can be adapted for instructions. However, efforts to develop instruction using blended learning are still not massive enough. This study tries to develop one of the learning design models using the Design and Development (DnD) research method. The results of this study are GALE models that can be used to develop learning using the blended learning strategy. The GALE model is a derivative developed from the ADDIE instructional model. It has four stages, start with the Goal Analysis, Activity Plan, Learning Resources Development, and Evaluate and Reflection. In its implementation, this instructional design model for blended learning strategy is carried out in the research and development of educational technology courses in the seventh semester in Educational Technology program. While at the same time utilizing the Learning Management System (LMS) facility owned by UPI, namely spot.upi.edu. The results of developing this instructional design model can support learning appropriately match to the blended learning needs that have been developed. In addition, this research is expected to be able to provide best practice for the development and implementation of blended learning strategy, and also to presenting the GALE model as an alternative development model.

Background: The importance of using modern electronic and virtual education in medical sciences, which can be used without any time limit, is increasingly increasing. Objectives: The current study aimed to provide a framework for distance education based on the Electronic Learning Management System for the staff of the Deputy for Public Health. Methods: This study had three phases. First, the level of preparedness of the staff of the health department (trainers and learners) was assessed through a descriptive-survey using a questionnaire. In the second phase, the analysis of the educational programs that were implemented during the last year was carried out. Finally, in the third phase, to manage the e-learning process based on the selected Instructional design model, considering the newness, a structure was proposed, guaranteeing quality while taking into consideration the deputy’s current facilities and staff. Results: According to the results, 84.4% of the trainers and 87.4% of the learners were agreed with E-learning. 72.2% of trainers noted that their educational programs could be held electronically, and 84.4% of trainers and 64.4% of learners believed that moving toward E-learning is necessary. 82.6% of the goals of the curriculum were cognitive, and 92.4% were theoretical. The design of the structure of E-learning was carried out in the areas of planning, content creation, course implementation, evaluation, and electronic loading. Besides, the tasks of each area were tailored to the Instructional Design Model of Gagne and were based on the capabilities of the Deputy for Public Health. Conclusions: The present study showed that trainers and learners are ready to conduct E-learning and that educational programs also can be held electronically, and a structure that incorporates the quality and proper management of this department is designed based on the potential and personnel resources of the department.

Abstract. Learning is a process of education conducted by the teacher to the learner, the learning will be more effective when utilizing media. The development of information and communication technologies have an important role in learning. In addition to media, instructional design is also influential in the learning process. In this study, researchers are interested in researching the development of ICT-assisted with learning design to improve the effectiveness of learning. This research aims to find hipotetik model of instructional design development ICARE assisted learning management system to improve the learning process, in addition to knowing their effectiveness. This type of research is research and development. Defined by the Borg and Gall (2003), that "educational research and development is a process used to develop and validate educational products". Further they also suggested 10 measures of research and development, which can be simplified into the following five main steps: (1) conduct an analysis of the product to be developed; (2) develop the initial product; (3) expert validation and revision; (4) small scale field trial and revision products; (5) large scale field tests and the final product. Researchers recommend that (1) the application of instructional design ICARE-assisted Learning Management System should need to be developed to became a blended learning are more effective, (2) the findings in this research so that it can be used more broadly.Keywords: Instructional Design ICARE, Learning Management System, Learning ProcessAbstrak. Pembelajaran merupakan proses pendidikan yang dilakukan oleh pengajar kepada peserta didik, pembelajaran akan lebih efektif apabila memanfaatkan media. Perkembangan Teknologi Informasi dan Komunikasi memiliki peran penting dalam pembelajaran. Selain media, desain pembelajaranpun akan berpengaruh dalam proses pembelajaran. Dalam penelitian ini, peneliti tertarik untuk meneliti pengembangan desain pembelajaran dengan berbantuan TIK untuk meningkatkan keefektifan pembelajaran. Penelitian ini bertujuan untuk menemukan model hipotetik tentang pengembangan desain pembelajaran ICARE berbantuan learning management system untuk meningkatkan proses pembelajaran, selain itu untuk mengetahui keefektifannya. Jenis penelitian ini adalah penelitian dan pengembangan. Ditegaskan oleh Borg dan Gall (2003), bahwa “educational research and development is a process used to develop and validate educational products”. Lebih lanjut mereka pun mengemukakan 10 langkah penelitian dan pengembangan, yang dapat disederhanakan menjadi lima langkah utama berikut: (1) melakukan analisis produk yang akan dikembangkan; (2) mengembangkan produk awal; (3) validasi ahli dan revisi; (4) ujicoba lapangan skala kecil dan revisi produk; (5) ujicoba lapangan skala besar dan produk akhir. Peneliti menyarankan (1) penerapan desain pembelajaran ICARE ber-bantuan Learning Management System hendaknya perlu dikembangkan agar tercipta pembelajaran blended (blended learning) yang lebih efektif, (2) temuan dalam penelitian ini agar dapat diakomodir secara lebih luas.Kata Kunci : Desain Pembelajaran ICARE, Learning Management System, Proses Pembela-jaran
