This article aimed to analyzed and compared on fragile people of a local government strategics between Malaysia and Thailand in time of Covid-19 pandemic. The methodology of this article was a qualitative approach based on the secondary data from case of Malaysia and Thailand. The finding of this article was Malaysia’s local government has more independent and design different business and social strategies to help fragile people consist of community care initiative, homeless people assistance and business scheme opportunity for petty traders and hawkers rather than Thai’s government that local government did not have fully autonomous authorities and independent from Thai government. Therefore, the contribution of this article up to enlighten the roles and functions of the local government as fundamental institution to assist and support the local fragile and vulnerable people in facing the pandemic crisis of COVID-19..

The purpose of this study is first, analyzing the authority of the Tanjungpinang City Food and Fisheries Department in conducting fishery development and coastal marine supervision after the enacting of Law No. 23 of 2014 on Local Government. Second, identify about the obstacles faced by the Food and Fisheries Department of Tanjungpinang City in conducting fishery development and coastal marine supervision after the enacting of Law No. 23 of 2014. Third, find the right solution for Tanjungpinang City Food and Fisheries Department. This study uses empirical juridical methods with a qualitative approach and the data used is secondary data From the results of the research conducted, it was obtained that in order to ensure the optimal protection of fishermen, the central government should still provide a small portion for the regency / city government to conduct surveillance in the marine sector, because most of the fishing community still considers that the Department of Agriculture, Food and Fisheries Tanjungpinang City has the authority to solve problems that are generally faced by fishermen when they go fishing.

This paper discusses the process of organizational restructuring that occurred at the Regional Secretariat of Ende District as a result of the policy of regional apparatus arrangement in Ende District, East Nusa Tenggara Province. Although it has gone through various changes, a number of regulatory tools have been replaced with the consequences of changing the concept of organizational restructuring from downsizing to rightsizing, but have not been able to significantly improve the performance of the Regional Secretariat of Ende District. In this study the author uses the concept of restructuring derived from the 4R theory (Gouilarrt & Kelly, 1995) with the indicators namely building an organizational model, integrating physical infrastructure, and redesigning the work architecture. The research method used is descriptive with a qualitative approach that is carried out through observation and interviews and reinforced secondary data studies from relevant agency documents and the results of previous competent research. The results show that indicators build economic models, integration of physical infrastructure, and redesign the work architecture have not run optimally. The restructuring was apparently not balanced with the availability of human resources and pre-facility facilities as well as good financial management . Keywords: Regional Secretariat of Ende District, Restructuring, Local Government Organization

Based on Law Number 23 of 2014, the potential for improving community welfare is an optional affair by the government. This encourages every local government to develop a tourist village. Therefore, this study provides an overview of the application of the rules in order to develop the Kepuharjo Tourism Village in Cangkringan District, Sleman Regency. Furthermore, this study uses the type of rule application from George C. Edward III. In the preparation of this research, the researcher used a descriptive qualitative approach. This means that the types of data sources used are primary and secondary data. Based on the results of interviews and observations, it can be concluded that the implementation of the policy for developing the Tourism Village of Kepuharjo Village is not optimal. The implementation of the program is not optimal because there are several factors that influence the development of tourism villages, namely from the resources and bureaucratic structures. Meanwhile, the driving factors for the development of the tourism village are aspects of communication and disposition.

This research was conducted at the Department of Tourism, Youth and Sports Tanah Datar District. The authors conducted this study to analyze the role of local government in the management of tourist objects Istano Basa Pagaruyung Tanah Datar regency. The purpose of this study is to determine whether the implementation of the role of local government in the management of Istano Basa Pagaruyung attractions in Tanah Datar regency. To analyze this problem, research is done by using qualitative approach by using descriptive method. Data collection techniques that the authors use are observation, interview, literature study. The data used are primary data and secondary data. Informants in this study were determined by purposive sampling technique. Purposive sampling is a purposive sampling technique. From the results of this study can be concluded that the role of Tourism, Youth, and Sport on the management of Istano Basa Pagaruyuang Tourism Object is to manage, assist, and improve facilities and infrastructure through the making of planning programs to be implemented by the UPT. Analysis of the role of local government towards the management of Istano Basa Pagaruyuang tourist object in Tanah Datar regency has been carried out very well but not yet optimal, since there is still planning since 2013 until now has not been done due to limited land. One such plan is the construction of parking lots for visitors Istano Basa Pagaruyung as well as souvenirs selling place.

: This article aimed to analyzed and compared good governance experiences on local government cope with Covid-19 between Indonesia and Thailand. The methodology of this article was a qualitative approach based on the secondary data from case of local government of Indonesia in Tegal City and Thailand in Chang Puak Sub-district. The finding of this article was in Indonesia case could argued that the effectiveness, openness, and transparency of the government in coping with Covid-19 are the keys to improve the people economy in Tegal City. Also, the administrators Government of Tegal should be responsive to evaluate ineffective methods in preventing the spread of Covid-19 and switch to more effective and efficient ways. In the meantime, in Thailand case, sorely local government could not cope with Covid-19 pandemic, but the cooperated between Thailand Village Health Volunteer and local government were the best operation to stop the Covid-19 outbreak. Moreover, the most foremost hinder in both Thailand and Indonesia were the central government that centralize authority. In Indonesia, the central policy was the obstacle to allow local government acted, while in Thailand the emergency decree was the main hinder for local government management. Finally, both local government in Thailand and Indonesia were struggled and tried to cope with Covid-19 in a right way of good governance track even though they had a limited authority and willing to support their community.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

This study aims to determine the description of exhibitionist behavior in women in the nude photography community and find out whether or not a diagnosis of disorderist disorder can be established. This research uses a qualitative approach. This research is prioritized by analyzing secondary data about the opinion of photographers about nude photography that will illustrate the boundaries that show nude photography, including art, and does not lead to pornography, not too vurgar, does not show genital equipment frontally, does not show pubic hair, vague in exploring curves and showing admiration for the beauty shown in the artwork. The results of this study are the subjects of the nude photography model showing the tendency of exhibitionistic behavior and having a high loneliness feeling accompanied by a high sexual drive so that when he feels stressed he will choose to do stress coping by doing nude photos.   Keywords: Nude photography, Exhibisionist Disorder. Penelitian ini bertujuan untuk untuk mengetahui gambaran perilaku eksibisionis pada perempuan di komunitas nude photography dan mengetahui dapat atau tidaknya menegakkan diagnosa eksibisionis disorder. Penelitian ini menggunakan pendekatan kualitatif. Penelitian ini didahulukan dengan menganalisa data sekunder tentang pendapat fotografer tentang nude photography yang akan menggambarkan batasan yang menunjukkan nude photography termasuk dalam karya seni dan tidak mengarah kepada pornografi, tidak terlalu vurgar, tidak menunjukkan alat genital secara frontal, tidak memperlihatkan pubic hair, samar-samar dalam mengeksplorasi lekuk tubuh dan menunjukkan kekaguman karena keindahan yang ditunjukkan pada karya seni tersebut. Hasil penelitian ini adalah subyek model nude photography menunjukkan kecenderungan perilaku ekshibisionisme dan memiliki perasaan kesepian yang tinggi disertai dengan dorongan seksual yang juga tinggi sehingga saat ia merasakan stres maka akan memilih melakukan coping stress dengan melakukan foto telanjang.   Kata Kunci: Nude photography, Exhibisionist Disorder.

The study focused on marketing and value of additions of timber in Ife East Local Government, Osun state Nigeria. Specifically, the study examined the market efficiency, determined the profitability of the timber business, examine the level of value addition and the constraints facing the timber industry. Data were collected with the use of primary and secondary data. Primary data needed for the study were generated from structured questionnaire. Fifteen sawmills were randomly selected and one hundred and fifty questionnaires were distributed to the timber marketer and furniture m firm. One hundred and forty eight were retrieved. The data collected were analyzed using descriptive and budgetary analyses. The result showed that males had the highest percentage (89.2%). Majority of the respondents were within the age range of 40 -50 years (83.8%) and most were married (81.8%) it was further revealed that (67.6%) had regular supply of their product and the means of transportation was lorry (44.6%). The study also revealed that benches with 42% added more value addition to the industry. It showed that the year 2013 had the highest efficiency with 2.6. The budgetary analysis showed that the average revenue for the industry for the year 2012-2018 ranged between N2, 285,108.45, 889,107.12. It also revealed that the total profit for the timber ranged between 7, 340, 54.59 and 2,304,897.47.government policy, inadequate facilities in the market, inadequate facilities in the market, inadequate credit facilities, inadequate power supply and high cost of transportation were some of the constraint faced by the timber industry in Ife East Local Government. This study uses a qualitative approach to examine what political and technical leaders of municipalities understand transparency and public information to mean, and what role they believe the different subjects involved (government, opposition, and the public) should have. The websites of 605 Spanish councils with more than 100,000 inhabitants were analysed and three focus groups were held with political and technical leaders from a selection of sample councils. The results show that the technical and political leaders of the councils do not have a clear awareness of their function of management accountability or of the need to apply journalistic criteria to the information they publish, defending with nuances the use of propaganda criteria to focus on the actions of the local government, its information, the lack of space dedicated to public debate and the opposition’s actions. In relation to accountability and citizen participation, they have a negative view of citizens, who they describe as being disengaged. However, they emphasize that internally it is essential to continue improving in terms of the culture of transparency and the public information they provide citizens.

<h1><em>Abstract</em><em></em></h1><p><em>In this articel is to discuss the bad debts in the consumer finance companies and efforts to resolve what is used and the obstacles experienced. This articel is included into law research or empirical sociological descriptive, with a qualitative approach. The data collected by the author using a structured interview techniques, literature on primary and secondary data, and content analysis of secondary data sources. The cause of the debtor in default, which is a factor in bad faith since going to do the financing agreement, can not resolve the principal and interest installments corresponding time period specified in the agreement, as well as the funds are planned to pay principal and interest debt used for other purposes. Loan resolution most ideal according to PT Arthabuana Margausaha Finance branch Surakarta can through two efforts, the efforts of non-litigation and litigation. Barriers experienced while performing loan resolution efforts due to the debtor defaults include the presence of internal resistance and external barriers.For external barriers party finance company requesting internal and external parties to resolve these obstacles. Artikel ini termasuk kedalam jenis penelitian hukum sosiologis atau empiris yang bersifat deskriptif, dengan pendekatan kualitatif. Data tersebut dikumpulkan penulis dengan menggunakan teknik wawancara terstruktur, studi literatur pada data primer dan sekunder, dan analisis isi untuk sumber data sekunder.Penyebab debitur melakukan wanprestasi, yaitu faktor itikad tidak baik sejak akan melakukan perjanjian pembiayaan, tidak dapat menyelesaikan angsuran pokok hutang dan bunga sesuai jangka waktu yang telah ditetapkan dalam perjanjian, serta dana yang direncanakan untuk membayar angsuran pokok hutang dan bunga digunakan untuk keperluan lainnya. Penyelesaiankredit macet paling ideal menurut PT Arthabuana Margausaha Finance cabang Surakarta dapat melalui dua upaya, yaitu upaya non litigasi dan litigasi. Hambatan yang dialami saat melakukan upaya penyelesaian kredit macet akibat debitur wanprestasi meliputi adanya hambatan internal dan eksternal. Untuk hambatan eksternal pihak perusahaan pembiayaan meminta pihak internal dan eksternal untuk menyelesaikan hambatan tersebut. Untuk hambatan internal pihak bagian perusahaan dikenakan teguran dan sanksi yang berlaku dari perusahaan pembiayaan konsumen.</p><p><strong>Kata kunci</strong> : perusahaan pembiayaan konsumen, kredit macet, wanprestasi</p>
