Este artigo trata da Gestão da Educação a Distância pelas instituições de ensino superior, parceiras da Universidade Aberta do Brasil, descrevendo fatores estruturais e organizacionais essenciais para a gestão de qualidade. Através do estudo de caso, com desenvolvimento de pesquisa exploratória, no Polo de Apoio Presencial do Município de Resende, no Estado do Rio de Janeiro, foi possível observar que o polo é elemento-chave no sistema para que propicie ensino de qualidade; para tanto, enfatiza-se a importância do papel do gestor do polo nesse contexto. Palavras-chave: Gestão; Educação a distância; Polo de apoio presencial. The Public Management of Open University of Brazil: A Case Study in Resende Learning Support Center AbstractThis article reports how higher education institutions, partners of the Open University of Brazill, deals with Distance Education Management, by describing structural and organizational factors, essential for a quality management. Through the case study, with exploratory development, he Learning Support Center in the municipality of Resende in the state of Rio de Janeiro, we observed that the Polo is a key element in the system, that provides quality education, therefore, it is emphasized the important role of the manager at this Learning Center in this context. Keywords: Management; Distance Education; Learning Support Center.

Purpose When catastrophic disasters recently occurred, digital volunteer networks formed by the public emerged across the globe. They aggregated, analyzed and visualized disaster data. Those volunteer networks sometimes shared their data with formal response organizations. Such data sharing and integration increased the capacity of formal response organizations for dealing with disasters. However, despite the emergence and contributions of digital volunteer networks, the literature has been focused primarily on the role of formal response organizations such as emergency management agencies and the Red Cross. The purpose of this paper is to describe how technical and organizational factors influence collaboration between digital volunteer networks and formal response organizations. Design/methodology/approach This research employs a case study method, focusing on the 2015 Nepal earthquake. Findings This study found that information technology and a shared understanding of disaster situations and how to address disasters are key determinants of collaboration between digital volunteer networks and formal response organizations. Originality/value This research is expected to contribute to building an integrated emergency response system in the information age.

Purpose For decades, there has been a call for the public sector to be more innovative, and there is widespread agreement that managers play a crucial role in meeting this goal. Most studies of innovation management focus on top-level managers, despite the fact that most innovation activities take place on the frontlines, deeply embedded in professional practice. Meanwhile, micro-level studies of innovation tend to focus on the agency of employees, which leaves a knowledge gap regarding the mobilizing role of frontline managers. This is unfortunate because frontline managers are in a unique position to advance the state of the art of their professions, in scaling public innovation and in implementing public reform.Design/methodology/approach To explore how frontline managers approach innovation, a case study has been constructed based on in-depth interviews with 20 purposely selected frontline managers, all working within the Danish public childcare sector.Findings The article explores how frontline managers perceive their role in public innovation and finds three distinct approaches to innovation leadership: a responsive, a strategic and a facilitating approach.Originality/value This paper contributes to the research on public management by applying existing research on leadership styles in order to discuss the implications of how frontline managers perceive their role in relation to public innovation.

AbstractOrganisations are important gatekeepers in the labour market inclusion of immigrants and their children. Research has regularly documented ethnic discrimination in hiring decisions. Aiming to further our understanding of the role of organisations in influencing the professional trajectories of individuals of immigrant origin, this paper investigates the recruitment practices of public administrations. Drawing on approaches from organisational sociology and a qualitative case study of public administrations in the German state of Berlin, the article identifies three crucial elements of organisational decision-making affecting the recruitment of staff of immigrant origin: decisions regarding advertisement strategies, formal criteria, and individual candidates. Further, the article shows the underlying decision-making rationalities and the role of organisational contexts and ethnic stereotypes for recruitment-related decisions.

Hodiernamente as ciências do tempo e do clima assumem protagonismo no meio cientifico devido às questões e polêmicas atuais acerca das mudanças climáticas. Tendo em vista esse novo espaço, esse trabalho tem como objetivo trazer uma contribuição teórico-metodologica para aqueles que desejam se debruçar sobre essas novas questões que afligem o mundo moderno. Para aprofundar as discussões deste artigo, abordaremos o caso de Duque de Caxias, localizado na Baixada Fluminense do Rio de Janeiro, usando a também como caso exemplo para explicar como as dinâmicas socioeconômicas, deixando suas marcas no território intensificam os riscos naturais e aprofundam as vulnerabilidades sociais. This study examines the role of human resource management in improving the quality of educators. This research uses a qualitative approach with case study. This research site is in MTs Nu Ma'arif Kemiri, Purworejo Regency. The data collection technique used by researchers is interview observation. In this study, the object of research is the Role of Human Resources to Achieve Workforce Quality in MTs Nu Ma'arif Kemiri. Research data collection using descriptive observation, interview or qualitative methods. This interview observation study was conducted by lecturers and students of Islamic Education Management Study Program with student WK in MTs Nu Ma'arifKemiri. This activity aims to observe the Quality of Human Resources Workers conducted by MTs Nu Ma'arif Kemiri.

Education is a key area, the results of which play an important role in the development of each society. The role of education focused on the inclusion of children into school groups, to prepare students to enter the labour market or continue their studies in the context of tertiary education is a sufficient argument to enable beginning to look for answers and possible solutions to the difficult question of the quality of schools. Constant pressure from the public forces them to monitor and improve the provision of public services, and continually enhance their own performance in order to achieve long-term existential security. These facts consequently require a comprehensive measurement of their performance. This opens up opportunities for applying the concept of Value For Money based on the principles of New Public Management. The purpose of the scientific study is to show the potential uses of Value for Money on the example of education. The suggestion of methodology of VFM to measure the performance in education presented in this study shows possibilities to measure, evaluate, monitor and achieve necessary and especially relevant information about the situation of education and subsequent decision-making not only for public forces, but also, it can be the suitable tool for public grammar schools themselves.
