The research appears to be of relevance due to the ongoing modernization of the system of military training. One of its directions is to establish the compatibility of personal and professional qualities of cadets with the model of a modern military specialist. The aim of the research is to carry out a qualitative analysis of the requirements imposed on the modern military by society and the state in order to reveal the essence of the professional development training of cadets. The study hypothesizes that the collective and co-operational nature of professional development training implemented on the basis of a culturological approach to education creates optimal conditions for the professional and personal growth of cadets in the process of their introduction to military culture. The difference between professional training and military training is analyzed. The culturological approach to cadet professional development training is justified as the methodological basis of professional development training. The author proposes an axiological interpretation of the process of professional development training within the framework of the culturological approach. The main aspects of professional development training are briefly described: intellectual, moral, physical, labor. The key principles of professional development training based on the culturological approach are identified: purposefulness, consistency, continuity, professional orientation, patriotic orientation, humanism, and collectivism. The article emphasizes the collective and co-operational nature (polysubjectivity) of professional development training. The author suggests the definition of the “subject of professional development training”. The subjects of professional development training are cadets, officers, teachers, and university cultural organizations. Apparently, the structure of professional development training (its organizational, content and procedural aspects) varies depending on the subject of professional development training. The article concludes that introduction of practices of psychological and pedagogical support of the prospective military into their professional development training can be seen as the way to modernize the system of professional development training at military universities.

The present article discusses the problem of development of students’ professional orientation. The article presents an author’s complex of pedagogical conditions that facilitate students’ professional development in institution of higher learning. The complex embraces the following: revelation and formation of students’ values; creation of an educational environment in an institute of higher education that promotes self-realization of an individual; consideration of the subject experience of students; development of pedagogical abilities of future teachers; development of professional skills of university teachers as the basis for formation of professional orientation. Moreover, the article describes the results of experimental work which has confirmed the effectiveness of the developed complex of pedagogical conditions that ensure the development of students’ professional orientation in an institute of higher education based on personality orientation of academic work.

The article is devoted to the results of the research “Personnel of Methodologists of the Central Libraries of the Subjects of the Russian Federation”, conducted by the Center for Research on the Development of Libraries in the Information Society of the Russian State Library in 2017. The article presents the results of one of the aspects of the study related to the problems of education and professional development training of employees of methodical services of the Central Libraries of the Russian Federation. 97,9% employees of the methodical divisions have higher education that demonstrates high educational status of the methodical personnel. At the same time, almost one third of the staff does not have the specialized library training. Non-core education is represented by various disciplines, mainly of humanitarian area. Participants of the research also noted the discrepancy between the education of graduates of library qualification and modern requirements of methodical activities and the great need for continuous professional development training of staff of specialized methodical units. The author studied participation of methodologists in the activities of the professional development system, as well as the topics of these activities. There were almost no training events organized specifically for methodologists, and their participation in the numerous training events was not systematic. The analysis of educational needs of methodologists showed the greatest deficiency of events on legal subjects and organization of methodical activities. The results of the study are important for the subsequent development of the professional training strategy and system of professional development training of the personnel of methodical services.

The article deals with scientific and theoretical understanding and the provision of the definition of the category "actors of administrative and legal support of information security in the customs area". The author has disclosed and analyzed the provisions of the administrative and legal doctrine of the above questio, besides, the problematic issues of the definition of "subjects of administrative and legal support of information security in the customs sphere" are identified, andthe necessity of distinguishing this concept from other related concepts and categories is defined. Disclosing issues of actors of administrative and legal support of information security in the cus-toms sphere, it is necessary to avoid substitution of concepts and clearly understand the difference between the concepts of "institutional mechanism of administrative and legal support of information security in customs" and "state mechanism of administrative and legal support of information security in the customs sphere "from the concept of" subjects of administrative and legal support of information security in the customs sphere ". After all, the concept that is the subject of our study, of all the above, has the most comprehensive and broad scope and meaning. That is why, disclosing a set of subjects of administrative and legal support of information security in the customs sphere, it is advisable to apply a broad approach to understanding this category, given that among such subjects must be considered non-state subjects. objects - local governments, public organizations, etc. Because without their activities such a list will not be complete, and the mechanism of administrative and legal support of information security in the customs sphere will not be such that covers all possible spheres of public life and methods of information security. The current general information and administrative legislation, as well as special legislation gov-erning the procedure of customs, is considered in order to more clearly disclose the features and legal status of the actors of administrative and legal support of information security in the customs area. Each of these entities plays an appropriate role and occupies the necessary place in the system of national security of Ukraine, information security of Ukraine in general and information security in the customs area in particular. This role can be described as the implementation of general control over information security in the customs area, as well as taking measures to respond to violations of information legislation and the emergence of threats to information in the customs area within the powers defined by law. At the same time, the administrative and legal provision of information security is carried out directly by the customs authorities.

Cadets’ weapons practice is one of the important components of professional training. Its success is in the training hours’ distribution and mastering the main tasks at the early stages of military training. The correct distribution of weapon practice means and methods is very important. Planning of all weapon practice means begins with the definition of conditions and logistics. It is important to implement the principles of sports training. The implementation of the sports training basic principles during the school year allows expanding the cadets ’ body adaptation mechanisms to daily physical and mental stress. The development of innovative technologies for planning hours and the implementation of weapon practice tools allows to optimize and improve the effectiveness of cadets’ military training from the first year. Methodological aspects of planning and calculating hours by types of cadets’ weapon practice are presented, taking into account the tasks and direction of the training tools implementation. Difficulties are analyzed and ways to eliminate them in the process of improving the cadets weapon practice are found. The key tasks in the structure of weapon practice and the direction of their implementation are defined. The author’s version of cadets’ weapon practice planning allows to control and adjust both physical and mental loads.

The responsibility of an insurance company for damages caused by an insurance agent The subject of this article is the responsibility of an insurance company for damages caused by an insurance agent in connection with the performance of agency activities. The Act on Insurance Intermediation of 22 May 2003 lays down a liability regime based on the principle of risk. It also contains the definition of an insurance agent and performed agency activities. In the next part of the article there is analysed the jurisprudence of the Supreme Court concerning the interpretation of article 11 1 of the abovementioned Act. It discusses an attempt at defining the difference between activities performed “in connection with” and “at the occasion of” other activities. Finally there is analysed an issue of the contribution of the injured party to the occurrence of the damage in this type of cases article 362 of the Civil Code.

Abstract The expressions tack, tackiness, and stickiness have been in use since the beginning of the rubber industry. During the years their meaning has changed considerably. The first occasion where tackiness was mentioned was in the case of crude natural rubber. The surface of the rubber became tacky or sticky during storage. This phenomenon has been thoroughly discussed in the literature. As a general conclusion it was accepted that both oxidation and depolymerisation occurred. Three factors were reported to be the cause of these processes: light, traces of copper, and manganese. From our point of view we would call this effect stickiness, as we are only interested in the building tack of rubber. In the period when the only rubber was natural rubber and high loadings of highly active fillers were not generally used in compounds, building tack was no problem. Building tack was first mentioned in a publication by Griffith and Jones in 1928. They started their experiments by measuring tack in their search for methods to prevent cotton liners from sticking to unvulcanized rubber. One would have expected much work on the measurement and improvement of tack in Germany and Russia during the development of synthetic rubbers. However, this only proved to be the case in Russia. The first publication available was the translation of an article by Voyutskii and Margolina in 1957. From Voyutskii's work we were able to trace the first article in 1935 by Zhukov and Talmud, who studied the adhesive power of synthetic rubber. In the USA the first theoretical approach to the subject was by Josefowitz and Mark in 1942, who at that time did not realize the difference between stickiness and tack. This difference became clear when lack of tack became the big problem in the use of synthetic rubber. In many cases it was found that addition of resins and softeners gave a very sticky compound which had no building tack at all. The tack problem was first discussed at the ASTM symposium on the application of synthetic rubbers in 1944 by Juve who gave a definition of building tack. From that time, the problem has been studied regularly, especially from the practical side, to find ways and means to improve the building tack of synthetic rubbers.

ABSTRACTThe economic content of security, i.e. to what extent security is influenced by economic variables, is a difficult and widely debated one. There has been a tendency, to broaden the concept of security to include certain purely economic interests. The paper is concerned with a precise understanding of the difference between a narrow and territorial definition of security, and a broader definition of security encompassing economic interests. The first section defines security and its economic ramifications and the second discusses the subject within the context of a general equilibrium model. The policy dilemmas of security are then considered at the conceptual level, including the dilemmas in the general equilibrium model.

We discuss the most important and simple concept of basic circuit theory—the concept of the unideal source—or the Thevenin circuit. It is explained firstly how the Thevenin circuit can be interpreted in the algebraic sense. Then, we critically consider the common opinion that it is a linear circuit, showing that linearity (or nonlinearity) depends on the use of the port. The difference between the cases of a source being an input or an internal element (as it is in Thevenin’s circuit) is important here. The distinction in the definition of linear operator in algebra (here in system theory) and in geometry is also important for the subject, and we suggest the wide use of the concept of “affine nonlinearity.” This kind of nonlinearity should be relevant for the development of complicated circuitry (perhaps in a biological modeling context) with nonprescribed definition of subsystems, when the interpretation of a port as input or output can become dependent on the local intensity of a process.

This article is a theoretical study of the “reflexive competence” concept and other related notions in the context of psychological science. Reflexive competence is viewed as an important component of professional competence and a separate formation of mind that determines the resultant aspect of reflexive activity. The study is based on the analysis of non-fiction works on the subject matter written by Ukrainian and foreign authors. It shows the diversity of approaches to definition of the “reflexive competence” concept and to detailing of the aspects of its structure. The article describes the types of reflection and examines every single component of reflexive competence, including cooperative, communicative, personal and intellectual reflection. It also looks at the models of reflexive competence and its individual structural components, such as informational, instrumental, judgmental and motivational, and behavioral. The article explains why we need to study reflexive competence as a complex formation – a meta-concept, a personal meta-competence that integrates knowledge, abilities and skills acquired in the course of personal growth and associated with the realization of why people do what they do, with identification and resolution of problems that arise in the course of our primary activity, and with the setting of goals and prioritization of personal growth areas. The work also proves the importance of reflexive competence as a professional growth driver for the officers of Ukraine armed forces and an aspect that facilitates development of other kinds of personality competence.

The article analyzes the relevance of the problem of professional development of specialists of the penal system in the field of educating juvenile convicts in the conditions of the penal system; emphasis is placed on professional deficiencies and manifestations of the employee's subjective stand when working with juvenile convicts in a pre-trial detention center or an educational colony. The subject of the article is an analysis of the main documents of educational policy in the field of upbringing of juveniles, the results of a control snapshot of the organization of educational work in colo- nies, as well as a quantitative analysis of additional professional training programs for employees implemented in the penitentiary system. The purpose of the study is to substantiate the importance of updating the content of training for prison staff, showing the inadequacy of educational programs on the education and socialization of juvenile convicts. The methodological basis of the research was formed by the analysis, synthesis and formal-logical methods. The value and practical significance of the study lies in identifying a list of issues that are relevant for inclusion in additional professional training programs when training an employee of the penitentiary system; in focusing attention on ensuring the formation of universal pedagogical actions of an employee working with juveniles. The work makes a conclusion on the need to search for modern approaches to improving the qualifications of pedagogical personnel of the penal system when working with juveniles in educational colonies and pre-trial detention centers.
