Abstract The development of financial technology services has experienced extraordinary growth and can alter as source of fund for the community, especially start-up business or small scale entrepreneur. This development has also followed by negative aspect, namely the growth in the percentage of bad credit or the default rate of loan repayments of more than 90 days (TWP90). This is exacerbated by the absence of a sufficient regulation regarding the settlement of non-performing loans or defaults where this will cause high risk for fin-tech operators and financiers (investors). In fin-tech services, there are 3 legal relationships arise: 1) namely between loan recipients and loan service providers; 2) between service providers and lenders, and 3) between loan recipients and lenders. In addition, the validity of electronic agreements made in fin-tech services does not in conflict with the norms according to article 1320 BW concerning validity of agreement. Legal action that can be taken by fin-tech operators and investors are through litigation or non-litigation procedure respectively mediation, adjudication and arbitration.Keywords: Financial Technology; Fintech; Loans; Debt;Litigation; Non-Litigation.Abstrak Perkembangan layanan teknologi finansial atau yang lebih dikenal dengan financial technology di Indonesia telah mengalami pertumbuhan yang luar biasa dan bisa menjadi alternatif pembiayaan bagi masyarakat khususnya UMKM. Perkembangan ini juga dibarengi aspek negatif yaitu mulai tumbuhnya presentase kredit macet atau tingkat wanprestasi pengembalian pinjaman lebih dari 90 hari (TWP90). Hal ini diperparah belum adanya payung hukum dari regulator terkait penyelesaian pinjaman bermasalah atau gagal bayar dimana hal ini akan menyebabkan resiko yang tinggi bagi penyelenggara tekfin dan pemberi dana (investor). Dalam layanan tekfin terdapat 3 hubungan hukum yang timbul yaitu antara penerima pinjaman dengan penyelenggara layanan pinjaman, antara penyelenggara layanan dengan pemberi pinjaman, dan antara penerima pinjaman dengan pemberi pinjaman. Selain itu keabsahan perjanjian elektronik yang dibuat dalam layanan tekfin tidak bertentangan dengan syarat sah perjanjian menurut pasal 1320 BW. Upaya hukum yang bisa dilakukan oleh penyelenggara tekfin dan investor adalah melalui jalur litigasi atau non litigasi yaitu mediasi, ajudikasi dan arbitrase.Kata Kunci:Tekfin; Pinjaman Bermasalah; Gagal Bayar; Ligitasi; Non Ligitasi.

AbstractSmall-scale commercial rollouts of Cellular-IoT (C-IoT) networks have started globally since last year. However, among the plethora of low power wide area network (LPWAN) technologies, the cost-effectiveness of C-IoT is not certain for IoT service providers, small and greenfield operators. Today, there is no known public framework for the feasibility analysis of IoT communication technologies. Hence, this paper first presents a generic framework to assess the cost structure of cellular and non-cellular LPWAN technologies. Then, we applied the framework in eight deployment scenarios to analyze the prospect of LPWAN technologies like Sigfox, LoRaWAN, NB-IoT, LTE-M, and EC-GSM. We consider the inter-technology interference impact on LoRaWAN and Sigfox scalability. Our results validate that a large rollout with a single technology is not cost-efficient. Also, our analysis suggests the rollout possibility of an IoT communication Technology may not be linear to cost-efficiency.

Abstract The existing methods of predicting the oscillations in a closed surge tank are very lengthy unless drastic simplifications are made. In this paper a new and quick procedure is explained for calculating the maximum pressure and expansion of the air, which result from a sudden shutdown of the plant. Friction is taken into account, both in the pipe and also in any arrangement placed between the pipe and the tank to damp the oscillations, but the compression and expansion of the air must be assumed isothermal. Small-scale experiments confirmed the expectation that the observed maximum pressures would be greater than the theoretical. The shutdown of a big plant is, however, not instantaneous, and the theory may be expected to yield results sufficiently accurate for the purpose in view.

The barren hill-tops of Malta are scored in many places by ancient ruts cut deeply into the rock. They can be seen also on the slopes and on the lower plains, but less frequently because these areas are normally under agricultural soil. They always occur in pairs from 52 to 58 inches apart and were quite clearly used by vehicles. They have been discussed in print for 300 years but no agreement has been reached on how, when or why they were made or what vehicles used them. In fact, there are as many theories as there are authors. Of these writers only Captain E. G. Fenton and Professor Sir T. Zammit appear to have done any serious field work, and none has published a map. The present writer, therefore, decided to attempt the laborious task of plotting them, making such other observations and measurements as he could. Zammit, in the paper cited, reproduced some excellent photographs from both the ground and the air, to which the reader is referred.Time did not permit an examination of the whole island and few observations were made in the low-lying south-eastern part. A fairly intensive survey was made of the high ground as far north as the Baida Ridge, which joins the northern shores of Ghain Tuffieha Bay and St. Paul’s Bay. Two portions of the map are reproduced here. Where there are a number of parallel tracks in close proximity they are shown on the map as one on account of the necessarily small scale used. The gaps in the routes are mainly due to cultivated patches, and no attempt has been made to bridge them by conjecture.

<p>The provision of rural broadband infrastructure is a challenge for network operators across the globe, irrespective of their size. Wireless Internet Service Providers (WISPs) have shown that the small-scale deployment of wireless broadband infrastructure is a viable alternative to relying on cellular network providers for remote coverage. However, WISPs must often resort to using off-grid renewable energy sources such as solar energy for powering network sites, often resulting in undesirable, low-performance backhaul radios being used between sites out of concern for excessive energy consumption.  The challenges of managing performant wireless backhaul networks in respect to energy constraints at remote, off-grid sites informs the need for energy-proportional design. Backhaul radios typically used by WISPs are not energy-proportional, meaning they use a consistent amount of energy, irrespective of wireless link utilisation. Using data from a real WISP network, diurnal traffic patterns show that WISP networks could benefit from energy-proportional design, without having to sacrifice performance.  To encourage the development of high-performance, energy-proportional WISP backhaul networks, ElasticWISP, an optimisation architecture that reduces network-wide backhaul energy consumption while satisfying the user-demand for traffic, is introduced. ElasticWISP dynamically controls the configuration of backhaul radios based on bandwidth demands and the network-wide energy consumption of these radios. Through simulations driven by real WISP topology and data traffic, results show that ElasticWISP can offer energy savings of approximately 65% when WISP operators follow the proposed backhaul design methodology.  Finally, a lightweight Multiprotocol Label Switching (MPLS)-based traffic engineering scheme, based on Segment Routing, is proposed. The implementation, named Segment Routing over MPLS (SR-MPLS), keeps traffic engineering path-state within each packet, meaning per-flow state is only held at SR-MPLS ingress routers. The lightweight approach of SR-MPLS also eliminates the otherwise necessary network-wide label flooding of traditional Segment Routing, making it ideal for bandwidth-sensitive wireless backhaul networks. Evaluation of SR-MPLS shows that it can perform as well as – and sometimes better than – competitor schemes.</p>

This study aims to describe the application of sharia principles in the implementation of fintech-based lending services. The method used in this study is descriptive qualitative research and literature. The data used is secondary data from various relevant and up to date literature. Based on the results of the analysis it can be concluded that accounts payable is an agreement between two parties giving money or goods to a second party to be utilized. In terms of engagement in accordance with Islamic law or according to sharia, contracts through information technology media still have to fulfill harmony and terms of contract. The contract scheme implemented by service providers includes the Wakalah bil Ujrah contract and the Musyarakah contract. In the field of muamalah known as the principle of Islamic law, namely the principle of skill or change. The terms of Ijab Qobul must describe the agreement of the parties to enter into the online debt agreement. To achieve this, it is necessary to apply the principles of Islamic engagement, sharia, into financial transactions and other businesses that are consistently related.Keywords: financial technology, sharia, principle

Industrial Era 4.0 changed the entire chain and management of all branches of industry with various technologies. All financial-based services are developing rapidly in Indonesia marked by the emergence of many start-up companies. Rapid changes to digital banking and financial technology show that technology can play a strategic role in providing financial services that can be accessed quickly. The availability of digital banking services and products is highly valued by customers, both individuals and business people, especially in Micro, Small and Medium Enterprises (MSME). The large selection of digital banking products is certainly intended to motivate customers to love and be loyal customers and become part of the modern lifestyle. The presence of the digital economy is a new opportunity as well as a serious threat to the banking industry that is churning into digital banking in order to retain customers and attract new customers from millennials.

Mobile money is an electronic wallet service that allows users to store, send and receive money using their mobile phone. This research is an effort to find out the adoption and utilization of mobile money services in small sized enterprises located in Gaborone, Botswana. Inevitably, other aspects such as different types of transactions carried out using mobile money services in small business, customer’s perception on quality of mobile money service providers, impeding factors of mobile money adoption are also studied for wider understanding of the subject. The findings of the study show that small enterprises use mobile money services to carryout transactions but the level of adoption is not significant. The study revealed that transactional costs and connectivity issues are major barriers of adoption of mobile money services. In conclusion the study recommended that the service providers must improve the connectivity issues and reduce transaction charges in order to increase the utilization of mobile money services

ABSTRAK Tujuan penelitian pengembangan ini adalah menghasilkan sebuah rubrik penskoran pada asesmen otentikuntuk materi volume dan luas balok yang dapat digunakan oleh guru dan siswa. Rubrik ini dibuat sesuai dengan standar penilaian dalam kurikulum 2013. Penelitian pengembangan (R&D) ini menggunakan model Borg and Gall yang terdiri dari lima tahap yaitu penelitian dan pengumpulan data awal, perencanaan, pengembangan format produk, uji coba skala kecil, revisi akhir dan penyempurnaan produk. Hasil penelitian pengembangan ini berupa rubrik penyekoran holistik dan analitik dengan nilai sangat valid sebesar 94%. Analisis dari penelitian ini adalah angket kebutuhan bagi guru dan siswa sedangkan uji coba dilakukan melalui perorangan, kelompok kecil dan kelompok besar. Sedangkan kelayakan rubrik penskoran dari penilaian oleh ahli dengan menggunakan angket uji validitas materi, hasil belajar siswa, respon siswa serta tanggapan guru pengajar. Hasil penelitian ini menunjukkan bahwa rubrik penskoran ini efektif dalam membantu memperbaiki hasil ulangan dan cukup praktis serta dapat dipergunakan untuk memberikan penilaian hasil belajar yang sesuai dengan kurikulum 2013. Kata kunci: rubrik, penskoran, asesmen otentik.   ABSTRACT The purpose of this development research is to produce a scoring rubric on an authenticity assessment for the volume and area materials that can be used by teachers and students. The rubric is made in based on the assessment standards in the 2013 curriculum. This development research (R&D) uses the Borg and Gall model consisting of five stages of preliminary data research and collection, planning, product format development, small-scale trials, final revisions and product enhancements. The results of this development research include holistic and analytic scoring rubric with a very valid score of 94%. The rubric is analyzed fromquestionnaire for teachers and students, while trials are conducted through individuals, small groups and large groups. The feasibility of the scoring rubric from assessment by members by using the material validity test questionnaire, student learning results, student response and teacher responses. The results of this study show that the scoring rubric is effective in helping to improve the test results and is practical and can be used to provide assessment of learning outcomes in accordance with the 2013 curriculum. The length of National roads in Banten Province along 564 kilometers is spread in several regencies and cities in the Banten region. In managing road implementation, adequate resources are needed so that prompt and appropriate action can be taken to reduce complaints from road users / communities. Implementation of road handling carried out by service providers with a conventional contract system must be done through a procurement process that goes through procedures based on applicable laws and regulations, namely based on Circular Letter of the Director General of Highways No.9 / SE / DB 2015 Implementation of road handling carried out by service providers use the Long Segment System. In the implementation of road handling carried out by service providers with a long segment contract system, service providers must meet the level of road service conditions, so that service providers are able to meet road quality standards. Because road management in Banten Province currently uses the Long Segment System, it is necessary to analyze all aspects of handling the system. This study analyzes these aspects with the AHP (Analytical Hierarchy Process approach based on interviews and questionnaires. Based on the results of the analysis found in long segment work on the highway, the most important aspect to consider is the Drainage Aspect, and the drainage work needs to pay attention to the smooth work all types of channels made in drainage work. sepanjang 564 kilometer tersebar di beberapa kabupaten dan kota di wilayah Banten. Dalam mengelola implementasi jalan, diperlukan sumber daya yang memadai sehingga tindakan yang cepat dan tepat dapat diambil untuk mengurangi keluhan dari pengguna jalan/masyarakat. Implementasi penanganan jalan yang dilakukan oleh penyedia layanan dengan sistem kontrak konvensional harus dilakukan melalui proses pengadaan yang melewati prosedur berdasarkan hukum dan peraturan yang berlaku, yaitu berdasarkan Surat Edaran Direktur Jenderal Bina Marga No.9/SE/DB Tahun 2015 Implementasi penanganan jalan yang dilakukan oleh penyedia layanan menggunakan Sistem Segmen Panjang. Dalam pelaksanaan penanganan jalan yang dilakukan oleh penyedia jasa dengan sistem kontrak segmen panjang, penyedia jasa harus memenuhi tingkat kondisi layanan jalan, ini agar penyedia jasa mampu memenuhi standar kualitas jalan. Karena manajemen jalan di Provinsi Banten saat ini menggunakan Sistem Segmen Panjang, maka perlu analisis segala aspek dalam penanganan sistem tersebut. Penelitian ini menganalisis aspek-aspek ini dengan pendekatan AHP (Analytical Hierarchy Process yang didasarkan dari wawancara dan kuesioner. Berdasarkan hasil analisis ditemukan dalam pekerjaan long segment pada jalan raya, aspek terpenting yang harus diperhatikan adalah Aspek Drainase, dan pada pekerjaan drainase perlu memperhatikan lancaranya pekerjaan semua jenis saluran yang dibuat dalam pekerjaan drainase.
