The major focus of this paper is a gender-based analysis of school superintendent decision-making and problem-solving as well as an investigation of contemporary leadership dilemmas. The findings are based on responses from 258 superintendents of K-12 school districts in Delaware, Maryland, New Jersey, New York, and Pennsylvania collected over a period of three years (2009-2011). The researchers also conducted 18 comprehensive qualitative “face-to-face” interviews with self-selected superintendents who responded to the quantitative survey. The intended outcome of this article is for education policy makers, professors, and practitioners to comprehensively examine the extent and degree of various dilemmas confronting the Mid-Atlantic Region school superintendent sample and to evaluate the decision-making and problem-solving approaches used by them. The study results that are presented will serve as valuable references to not only individual superintendents but also to university administrator preparation professors and to state administrator licensure agencies because it is important for all aspiring superintendents to know the various issues associated with education leadership and the personal and professional dilemmas that they need to be prepared to face as they embark on a career to improve schooling in the United States.

“Technology Spurs Decentralization Across the Country.” So reads a 1984 New York Times article on real-estate trends in the United States. The contemporary revolution in information processing and transmittal now allows large businesses and other institutions to disperse their offices and other facilities across the country, even across the world, without loss of the policy- and decision-making abilities formerly requiring regular physical proximity. Thanks to computers, word processors, and the like, decentralization has become a fact of life in America and other highly technological societies.

BACKGROUND Mobile health (mHealth) apps have the potential to be a useful mode of delivering HIV prevention information, particularly for young men (13-24 years) who account for 21% of new HIV diagnoses in the United States. We translated an existing evidence-based, face-to-face HIV prevention curriculum into a portable platform and developed a mobile Web app: MyPEEPS Mobile. OBJECTIVE The purpose of this study was to assess the usability of MyPEEPS Mobile from both expert and end user perspectives. METHODS We conducted a heuristic evaluation with five experts in informatics to identify violations of usability principles and end user usability testing with 20 young men aged 15 to 18 years in New York, NY, Birmingham, AL, and Chicago, IL to identify potential obstacles to their use of the app. RESULTS Mean scores of the overall severity of the identified heuristic violations rated by experts ranged from 0.4 and 2.6 (0=no usability problem to 4=usability catastrophe). Overall, our end users successfully completed the tasks associated with use case scenarios and provided comments/recommendations on improving usability of MyPEEPS Mobile. The mean of the overall Post-Study System Usability Questionnaire scores rated by the end users was 1.63 (SD 0.65), reflecting strong user acceptance of the app. CONCLUSIONS The comments made by experts and end users will be used to refine MyPEEPS Mobile prior to a pilot study assessing the acceptability of the app across diverse sexual minority young men in their everyday lives.

This article identifies digital literacy as an important aspect of new media literacy at the K-12 level. Digital literacy includes developing the skills of information location and application as well understanding how to use available evidence to assist in problem solving and decision making about important questions and issues that have no clear answers. Two web-based examples of instructional strategies – WebQuests and Web Inquiry Projects—are suggested as ways to develop these and other important 21st century learning skills.

PurposeThe purpose of this viewpoint article is to understand crisis leadership during COVID-19 by examining the decision-making with respect to implementing COVID-19 mitigation measures, collaboration with stakeholders, and communication strategies of the governors of the States of California, Texas, Florida, and New York in the United States.Design/methodology/approachThis viewpoint article employs information from the extant literature on crisis leadership and secondary sources to understand the four governor's crisis leadership strategies during COVID-19.FindingsGovernors Gavin Newsom of California and Andrew Cuomo of New York made quicker decisions regarding implementing COVID-19 mitigation measures (e.g. shutting down the economy, mandating physical distancing, issuing stay-at-home orders, mandating wearing face covering in public and issuing a state of emergency) compared to Governors Greg Abbott of Texas and Ron DeSantis of Florida. In addition, all four governors collaborated with state and local governments, private entities, and nonprofits to address COVID-19. Finally, all four governors held some form of briefing on COVID-19 on a regular basis and used different media to get their information out to the public.Originality/valueThis viewpoint article uses decision-making regarding implementation of mitigation strategies, collaboration with stakeholders, and crisis communication strategy to understand governors' crisis leadership during COVID-19.

This study examined the group problem-solving process with 115 subjects in face-to-face groups responding to complex novel problems. A working theory of group problem-solving behavior in organizational settings was partially tested in a role-play task simulating top executive decision-making. Two problem-solving conditions were examined, a search condition (joint problem-solving) and a no-search condition (authority, impose and vote/mechanistic procedures). No significant differences were found between conditions with respect to (a) type of issue resolutions (integrative versus win-lose), (b) individual goal attainment, and (c) individual member's acceptance. Surprisingly, the direction of the results for completely achieved goals was opposite from that predicted. The findings may have been a result of perceived role ambiguity attributed to the confederate group leader.

The PRIDE Program is an integral part of the Comprehensive Health Education of the Dade County Schools. It affords students the opportunity to develop skills in what has become known as the “affective domain.” The PRIDE Program encompasses youngsters in grades K-12 and is designed to prevent problems rather than deal with them after the fact. The PRIDE Program involves 250,000 youngsters, teachers, parents and numerous social agencies in a comprehensive approach to problem-solving, decision making and personal growth.

The increased presence of technology into music education classrooms has coincided to some extent with the increased presence of popular music into school music spaces, especially in the United States. This study examined the integration of music technologies into K-12 (ages 5‐18) popular music programmes in New York City (NYC). One hundred sixty-eight music teachers responded to a survey, all of whom had previously participated in a modern band workshop as part of the Amp Up NYC initiative. Results of the study found that many of the challenges of incorporating music technology into modern bands, including lack of access to technology or faulty hardware, are not unique to popular music ensembles. Some of the successes mentioned by the teachers, including songwriting, beat-making and increased student agency, provide a glimpse into the benefits that integrating music technology into modern band classrooms can offer.

AbstractThe 21 August 2017 total solar eclipse was the first total eclipse on the mainland of the United States since 1979. The Atmospheric Responses of 2017 Total Solar Eclipse (ARTSE2017) project was created to observe the response of the atmosphere to the shadow of the moon. During the eclipse, 10 sites launched radiosondes in a very rapid, serial weather balloon deployment along the totality path, and high-resolution mesoscale meteorological network (mesonet) data were collected in three states. Here, we focus on the results obtained from the radiosonde field campaign in Fort Laramie, Wyoming, and the New York State Mesonet (NYSM). In Fort Laramie, 36 people from 13 institutions flew 19 radiosondes and launched 5 large balloons carrying video payloads before, during, and after the eclipse while continuously recording surface weather data. Preliminary analysis of the radiosonde data provided inconclusive evidence of eclipse-driven gravity waves but showed that the short duration of darkness during totality was enough to alter boundary layer (BL) height, the lowest layer of the atmosphere, substantially. The statewide impact of the partial eclipse in New York State (NYS) was observed for solar radiation, surface temperature, surface wind, and surface-layer lapse rate using NYSM data. Importantly, the radiosonde and mesonet data collected during the eclipse will be available for public access. ARTSE2017 also focused on education, including students from all demographics (undergraduate and K–12) and the general public. Finally, we summarize goals accomplished from leveraging resources for education, research, and workforce development on undergraduate students from a variety of fields.
