With the continuous improvement of information technology, multimedia-based instruction is becoming more and more popular in Sino college English classes. However, some problems still exist in college English reading classes. On the basis of the constructivism theory and the learner autonomy theory, some suggestions are put forward to enhance the efficiency of college English reading classes in China.

This paper explains and demonstrates how to throw away “demotivation” of non-English majors with English learning difficulties. Those learners usually attend English classes with little or no motivation. Teachers need to use proper teaching contents and strategies to motivate them. With restricted class hours, applied information technology plays a very important role in their English learning goals’ setting up and maintenance and in evaluation and in the process of interation.

National legislation is in place to facilitate reform of the United States health care industry. The Health Care Information Technology and Clinical Health Act (HITECH) offers financial incentives to hospitals, physicians, and individual providers to establish an electronic health record that ultimately will link with the health information technology of other health care systems and providers. The information collected will facilitate patient safety, promote best practice, and track health trends such as smoking and childhood obesity.
