There is an urgent need to solve the problem of workplace bullying in both private and government sectors. Bullying at work creates serious negative consequences to the victims and the organization affecting their productivity. The magnitude of the problem necessitates state intervention to correct market and government failures. This policy paper studies office bullying and the need to legislate to realize efficient and effective allocation of government and private resources. It is guided by the Constitutional mandate that maintenance of peace, harmony, health and safety at work is an inherent duty of the State because of its inherent power to issue orders and command obedience to mitigate its effects. Using Cost Benefit Analysis, Institutional Analysis to policy making, and Rational-Decision making as tools for analysis, crafting and passing upon a statute is the most feasible means to address the problem of workplace bullying. The need to legislate a national policy on workplace bullying is necessary to mitigate its negative consequences both to employees and organizational productivity. Office bullying as a public issue also requires strict monitoring and evaluation of the implementation of similar or related laws may also address the problems cause by the same destructive behaviors but are inadequately explored in many researches.

Abstract Custodial grandmothers (CGMs) and adolescent custodial grandchildren (ACG) face risk of poorer social skills and competencies due to early life adversities which have downstream negative consequences for mental and physical health. We describe an RCT examining the efficacy of an online social intelligence intervention (SII) at improving the emotional, interpersonal, and physical well-being of CGM-ACG dyads through mutual enhancement of their social competencies. Our SII is particularly valuable for these dyads because it enhances their social competencies and relationships, thereby leading to positive outcomes. Additionally, adolescence is a critical period for developing social competencies, largely through interactions with female caregivers. Our longitudinal mixed-methods approach addresses four aims: (1) Investigating if SII improves social competencies and overall well-being through both actor and partner effects; (2) Exploring moderators of SII efficacy; (3) Studying qualitatively how dyads view SII as changing their lives; and (4) Conducting a SII cost-benefit analysis. Abstract Background To identify the most cost-beneficial model as a national policy of screening and diagnosis of fetal Down syndrome (DS) in developing countries. Methods Cost-benefit analysis (CBA) was performed based on the effectiveness and probabilities derived from a large prospective study on MSS (maternal serum screening) among Thai population. Various models including maternal age alone, STS (second trimester screen), I-S (independent screen: first or second trimester screen depending on the time of first visit), C-S (contingent serum screen) plus STS, maternal age with NIPS (non-invasive prenatal test), STS alone with NIPS, I-S with NIPS, C-S plus STS with NIPS, and Universal NIPS were compared. Results I-S with NIPS as a secondary screening was most cost-beneficial (Benefit/Cost ratio 4.28). Cost-benefit is directly related to the costs of NIPS. Conclusion In addition to simplicity and feasibility, I-S with expensive NIPS as a secondary screening is the most cost-beneficial method for low resource settings and should be included in universal healthcare coverage as a national policy. This study could be a model for developing countries or a guideline for international health organizations to help low resource countries, probably leading to a paradigm shift in prenatal diagnosis of fetal DS in the developing world.

A key principle for achieving Tolerable Risk under the UK Health and Safety Executive’s (HSE) approach is the reduction of risks to “As Low As Reasonably Practicable” or ALARP. This principle is founded on the ideal of reducing risks to a point of diminishing returns where additional risk reduction would cost “disproportionally” more than the risk reduction benefit achieved. The HSE approach of estimating the degree of disproportionality between the cost and benefits associated with a potential risk reduction measure is a variation of the Cost Effectiveness approach to ALARP Evaluation. A probabilistic cost-benefit analysis method is outlined for evaluating design options and establishing whether the conditions of ALARP are met. This paper demonstrates the value of probabilistic cost-benefit analysis for the selection of a target safety level and also presents an example of its practical application by way of a case history.

This paper examines the application of the techniques of economic analysis to occupational health and safety regulations using occupational noise as an example. The paper explores the extent to which economic impact studies are practically feasible and useful in relation to occupational health and safety legislation. Six studies of the same regulatory change, from four countries were analysed. The results of these studies ranged from a strongly negative to a significantly positive net present value, depending on the assumptions made. The factor which had the greatest influence on these differences was the way in which benefits are costed. It is shown that in the field of Occupational Health and Safety, economic analysis does not produce a single valid net present value or benefit to cost ratio on which a decision to legislate can sensibly be based. However the analysis can, if properly directed provide useful information on factors which will enable organisations to optimise their response to the regulation and authorities to introduce regulations in a way which does not bear with unreasonable weight on specific sectors of the community.

Migration is one of the top debate topics in terms of the national policy agendas of middle-income countries, and Thailand is no exception. The segmentation of its labour market explains why Thailand is experiencing large-scale immigration and a simultaneous emigration of low-skilled workers. Immigration inflows from its less-developed neighbour countries -namely, Laos, Cambodia and Myanmar – pose a challenge for Thailand. Wage differentials between Thailand and other migrant-receiving countries, which are mostly more economically developed than Thailand, also stimulate emigration from there. Due to regional disparities within the country and to a lack of employment and educational opportunities in rural areas, internal migration is also common and encouraged. In this paper I first analyse the economic pros and cons of migration both to and within Thailand before formulating labour migration policies that aim to maximize beneficial outcomes while minimizing economic costs. The cost–benefit analysis of labour migration is key to addressing relevant gaps in formulating and implementing effective policies.
