The public works office of Maluku province is one of the public bodies that has the task of carrying out the affairs of the local government. The purpose of the research is to find out the extent of contribution and utilization through IT applications in supporting employee performance needs. This study uses IT Balanced Scorecard method as a means of measuring clearly, monitoring and optimizing the realization of business values or benefits and benefits of Information Technology where IT Balanced Scorecard has 4 perspectives (Organizational Contribution Perspective, User Orientation Perspective, Operational Excellence Perspective, and Future Orientation Perspective). The research method that will be used in The Measurement of Performance of Public Works Service Employees is mixed methods. In this study, data collection was obtained through interviews, observations, and dissemination of questionnaires to a selected number of respondents based on their abilities and relevant to their work. This study showed the measurement value of Organizational Contribution by 23 percent, User Orientation by 19 percent, Operations by 21 percent, and Future Orientation by 20 percent and for the average result of the IT Balanced Scorecard value is 85 percent. In the employee measurement results, the highest perspective is organization contribution by 23 percent, and the lowest perspective is User Orientation by 19 percent. Thus, it indicates that the employee as a user is not adequate in the activities for the future. The ability and expertise of employees still have limitations with a number of obstacles in organizing the system appropriately. Therefore, it is necessary to improve the competence and expertise in the training provided. And also satisfaction in using information system applications need to be improved again so as to be able to face the changes to come.

This study aims to the influence of employee discipline, learning and supervision on the service performance of public works in Bina Marga office of Ponorogo Regency. The results showed the simultaneous influence of discipline and organizational learning behavior on the performance. The results empirically prove that discipline and organizational learning behavior is highly relevant as a measuring tool with sufficient accuracy to determine the service performance of service employees in the Public Works and Bina Marga Office of Ponorogo Regency. The simultaneous influence of employee discipline with learning behavior of organization on employees in the licensing sector at PU in Ponorogo Regency which has an impact on the performance or performance of public services can be illustrated that Public Works Department employees as a learning organization are not far from the mindset that only senior management can and do all the thinking for the whole institution. The learning behavior of organization challenges all employees to utilize their mental resources and potential, with the hope that every employee in the PU office can build their own community based on the principles of freedom, humanity, and a collective desire to learn. As a managerial implication, it can be said that discipline in the work process at the Ponorogo District Public Works office goes hand in hand with the willingness of employees to increas discipline and organizational learning behavior which are correlated to form service performance

Bina Darma University (UBD) as one of the university based information technology currently has been assisted by the use of IT in implementing its strategy. University 4.0 is a university that makes students as a learning center and assisted by the use of IT.  UBD in conducting learning has been assisted by e-learning which is one of the benchmarks of 4.0 University perspectives. E-Learning implementation assists the learning process by students and lecturers. The performance of the e-learning system has not been measured. Measurements are performed to improve the quality of e-learning systems in the 4.0 university perspective. To perform analysis used the IT framework Balanced Scorecard consisting of four perspectives namely Corporate Contribution/Business Contribution, User Orientation, Operational Excellence and Future Orientation. The result of this research is an improved analysis of quality and strategies to improve the quality of e-learning systems in the 4.0 university perspective.

Hampir semua organisasi telah memanfaatkan dan mengembangkan teknologi informasi dan sistem informasi untuk mendukung proses bisnisnya, baik organisasi profit maupun non-profit. Terutama organisasi Pemerintahan terus menggalahkan penerapan aplikasi Sistem Informasi untuk mewujudkan transparansi, akuntabilitas, efisiensi, dan efektifitas. Proses bisnis kepemerintahan dan layanan publik. Salah satu organisasi Pemerintahan yang langsung melayani publik adalah Perpustakaan Daerah Kota Salatiga. Tujuan dengan adanya penelitian ini adalah melakukan evaluasi kinerja Tata Kelola Teknologi Informasi Perpustakaan Daerah Kota Salatiga dan dapat memberikan manfaat bagi perpustakaan daerah seperti, dalam memberikan rekomendasi kepada manajemen pihak perpustakaan terhadap kinerja SI dan membantu mengoptimalkan sumber daya teknologi informasi. Penelitian ini menggunakan metode kualitatif, teknik pengumpulan data yang digunakan ialah wawancara dan observasi. Hasil dari penelitian di Perpustakaan Daerah Kota Salatiga mendapatkan hasil bahwa perspektif operational execellence dan business contribution telah berjalan dengan baik. Namun pada bagian user orientation mempunyai masalah yaitu buku dan e-book tidak tersedia, pada sistem SKD bermasalah pada jaringannya dan future orientation mempunyai masalah terhadap kapasitas bandwith. Dengan menggunakan IT balanced scorecard peneliti dapat dengan mudah mengklasifikasikan masalah yang ada di Perpustakaan Daerah Kota Salatiga.

ABSTRACT Performance measurement is very essential for universities that want to stay superior and compete in national and global. With the lack of research and community service carried out by STMIK Primakara lecturers, institutionally, these problems have an impact on achieving the campus vision and mission, especially in STMIK Primakara lecturers' quality assurance. Strategic planning of information systems for measuring lecturer performance is carried out using the IT Balanced Scorecard perspective approach, namely company contribution, operational perfection, user orientation and future orientation. The results of this study in the perspective of organizational contributions have 3 strategic objectives, namely lecturer honorarium, research budget, community service, lecturer development, publications, internal / external grants. In the orientation perspective the user has 2 strategic goals, namely increasing service to students, increasing service to the community. In the perspective of operational excellence, there are 2 strategic objectives, namely the improvement of the teaching and learning process by lecturers, the present learning content by the lecturers. In the perspective of future orientation, it has 5 strategic objectives, namely research, community service, scientific publications, further study of lecturers, development of lecturer competencies. In addition to producing 12 strategic objectives, in this study also produced 27 key performance indicators that will be used as lecturer performance at STMIK Primakara Keywords : Strategic Plan, Information System, Lecturer Performance, IT Balanced Scorecard<br />ABSTRAK<br />Pengukuran kinerja merupakan hal yang sangat essensial bagi perguruan tinggi yang ingin tetap unggul dan bersaing dalam kancah nasional maupun global. Dengan minimnya jumlah penelitian dan pengabdian kepada masyarakat yang dilakukan oleh dosen STMIK Primakara, secara kelembagaan, permasalahan tersebut berdampak pada pencapaian visi dan misi kampus khususnya pada penjaminan mutu dosen STMIK Primakara. Perencanaan strategis sistem informasi pengukuran kinerja dosen ini dilakukan dengan pendekatan perspektif IT Balanced Scorecard, yaitu kontribusi perusahaan, kesempurnaan operasional, orientasi pengguna dan orientasi masa depan. Hasil dari penelitian ini dalam perspektif kontribusi organisasi memiliki 3 sasaran strategis, yaitu honorarium dosen, anggaran untuk penelitian, pengmas, pengembangan dosen, publikasi, dana hibah internal/eksternal. Dalam perspektif orientasi pengguna memiliki 2 sasaran startegis, yaitu peningkatan pelayanan kepada mahasiswa, peningkatan pelayanan kepada masyarakat. Dalam perspektif keunggulan operasional memiliki 2 sasaran startegis, yaitu peningkatan proses belajar mengajar oleh dosen, konten pembelajaran yang kekinian oleh dosen. Dalam perspektif orientasi dimasa depan memiliki memiliki 5 sasaran startegis, yaitu penelitian, pengabdian masyarakat, publikasi ilmiah, studi lanjut dosen, pengembangan kompetensi dosen. Selain menghasilan 12 sasaran strategis, dalam penelitian ini pula menghasilkan 27 key performance indicator yang akan digunakan sebagai kinerja dosen di STMIK Primakara<br />Kata Kunci: Renstra, Sistem Informasi, Kinerja Dosen, IT Balanced Scorecar

This research aims to determine the effect of work motivation on employee performance at Public Works, Spatial Planning and Land Office of South Solok. The influence of work discipline on the performance of employees in the Public Works, Spatial and Land Office of South Solok Regency, Effect of Leadership on Employee Performance at the Department of Public Works, Spatial Planning and Land of South Solok and the influence of work motivation, work discipline and leadership on performance at the Department of Employment General, Spatial and Land Affairs of South Solok Regency. The sample used was 51 people against employees of the Public Works, Spatial and Land Office of South Solok Regency. The analysis used in this study is multiple linear regression which measures the effect of independent variables on the dependent variable. The results of this research indicate that motivation has a significant effect on the performance of employees of the Public Works, Spatial Planning and Land Office of South Solok, Work discipline does not have a significant effect on Performance at the Public Works, Spatial and Land Office of South Solok Regency, Leadership has a significant effect on employee performance Public Works, Spatial Planning and Land Office of South Solok Regency and Motivation, Work Discipline and Leadership influence the performance of employees of the Public Works, Spatial and Land Office of South Solok Regency.

This study is to examine the effect of Job Redesign and Job Description on Employee Performance in the Public Works and Spatial Planning Office of Serang Regency. The method used is a quantitative method. The population is 55 employees and the sample is 35 employees. Data were collected using a questionnaire. To test the model and hypothesis, the SPSS version 25 program was used. Based on the results of this study indicate: Job Redesign partially has no effect on employee performance. Job description partially positive and significant effect on employee performance. Job redesign and job description simultaneously have a positive and significant effect on employee performance.

The aim of this study is to determine the effect of remuneration and job satisfaction on employee performance at Public Works and Spatial Planning Agency (PUPR) of Seluma Regency.The sample in this study were all employees at the Public Works and Spatial Planning Agency (PUPR) of Seluma Regency who had become State Civil Servants (ASN) as many as 52 people. The sampling method is by means of a census. The data collectiontechnique by means of a questionnaire. The analytical method used is multiple regression analysis, hypothesis testing t and hypothesis testing f.The regression equation results are Y = 6.045 + 0.419X1 + 0.458 X2 with a positive regression direction, meaning that if there is an increase in remuneration and job satisfaction, the performance will also increase. Remuneration has a significant effect on employee performance at Public Works and Spatial Planning Agency (PUPR) of Seluma Regency. This is evidenced by the results of partial hypothesis testing (t test) that the significant value of 0.000 is smaller than 0.05. This means that if the remuneration increases, the employee performance will also increase. Job satisfaction has a significant effect on employee performance at Public Works and Spatial Planning Agency (PUPR) of Seluma Regency. This is evidenced by the results of partial hypothesis testing (t test) that the significant value of 0.000 is smaller than 0.05. This means that if organizational commitment increases, employee performance will also increase. Remuneration and job satisfaction have a significant effect together on the employees performance at Public Works and Spatial Planning Agency (PUPR) of Seluma Regency. This is evidenced by the results of simultaneous hypothesis testing (f test) that the significant value is 0.000 less than 0.05.

The focus of this study was to investigate the influence of training strategies on employee performance in public university campuses in Kericho County, Kenya. The study was motivated by concerns on employee performance in public university campuses despite the various training strategies adopted by the public institutions to enhance employee performance. The study adopted a cross-sectional survey design.  A sample of 106 employees, representing 26% of the target population, was selected from four public university campuses namely; University of Kabianga (UK), Moi University (MU), Kenyatta University (KU), and Kisii University (KSU). Stratified random sampling was utilized in selecting the respondents for the study. Data was collected through a questionnaire and analyzed using both descriptive and inferential statistics. A pilot study was conducted on the data collection instrument to pre-test its validity before the main survey, while data reliability was measured using Cronbach’s alpha coefficient. Statistical Package for Social Sciences (SPSS) version 23.0 was used to aid in coding, entry and analysis of quantitative data. Finally, there is a conclusion and recommendation based on the findings. The study found out that the relationship between training strategies and employee performance was significantly positive. The conclusion from the findings of this study is that motivated employees are the main drivers of the public institutes’ performance. Given the findings, the study recommends that public universities improve training strategies to improve the level of employee performance.

The purpose of this study was to determine the effect of the work environment andwork discipline on employee performance in the Public Works, Housing agency and ESDM DIY both partially and simultaneously (together). The population in this study amounted to 391 employees 198 samples were then taken using a sampling technique the sample is Simple Random Sampling with the Slovin formula. The type of data is data primary and data collection techniques using questionnaires that have been first tested with a test of validity and reliability. Analysis technique the data is multiple linear regression, t test, f test, and determination test. Based on the results of the analysis with statistical tools SPSS V 20 can be used it was concluded that the work environment (X1) and work discipline (X2) variables are good partially (singly) or simultaneously (together) influential significant impact on employee performance (Y) at the Department of Public Works, Housing and ESDM DIY.

Technological developments greatly influence the increasing disruption to the system and system used by the user. Therefore, it is necessary to see how optimal the system is being used by an organization. The Regional Revenue Management Unit (UPPD) of Salatiga City is also inseparable from the development of information technology. By using several information systems, they try to keep up one of the technological developments by using the Asset Management Information System (SIMASET) based website for data collection of goods in and out of the UPPD Salatiga City. In this study using the IT Balanced Scorecard method as a planning solution in terms of performance measurement and monitoring the realization of the value or business benefits and benefits of Information Technology which the IT Balanced Scorecard has four perspectives namely Company Contribution Perspective, User Orientation Perspective, Improvement Perspective Operations and Future Orientation Perspectives. Results and discussion of the 4 Perspectives on Balanced IT Scorecard in this study, it is expected that the User Orientation Perspective and the Future Perspective is doing some improvement because in the User Orientation Perspective the system used often has errors and is quite convoluted in use, the Future Orientation Perspective is almost the same as the User Orientation Perspective, where the quality of the new system still needs to be improved again.
