Unwanted actions in Swedish compulsory schools, such as violent and threatening behaviour, occur among children, and school-related reports to the police concerning children under the age of criminal responsibility have increased. There are no specific regulations stating that the police must be contacted when a child hits or threatens other children in school. However, school staff are obliged to report concerns about children’s well-being to social services. In Swedish compul- sory schools, it is usually the school principal who decides whether an incident should be reported to the police. In this article seventeen interviews with principals about their attitudes to school- related reports to the police are analysed, focusing on children aged 7–14 who subject other child- ren to violent and threatening acts in school. If children under the age of 15 are alleged to have committed crimes, they are diverted from the justice system to the welfare system, i.e. the social services. In most cases a report to the police of a child under 15 suspected of crime leads to a referral by the police to the social services with concern for a child at risk. Results demonstrate that principals differ considerably in assessing which acts are to be regarded as suspected crimes and at what minimum age a report should be made to the police. This suggests that the same unwanted action can be met with completely different reactions from the adult world in different schools. Some principals said that they report incidents among minors to highlight their concern about the welfare of the suspected child, having previously repeatedly expressed concerns to social services and sometimes to parents, without seeing any measures taken to prevent the child from continuing to commit unwanted actions in school.

Social Capital is the most crucial asset which significantly influence the efficacy and resilience of any community. Social capital is a dependent variable that depends upon the competence and coherence of the individuals in the community and mode of social relationships, trust and networks they maintain. It is one of the most sustainable social resources that originate from human relations and results on the mutual support of people. Utilization of Social capital has a wide applicability in the process of social inclusion, especially in dealing with the vulnerable and disadvantaged sections in the community itself. Voluntary organizations are very keen to utilize the social capital for community/social services and community development in a sustainable manner. Community based de-institutionalized Palliative Care is one of the foremost among such organizations that made social capital in a strategic way for social inclusion and community well being. This paper analyses the extent to which different elements of social capital helps in initiating the sustainable community based palliative care movement by assessing the unique intervention strategies carried out by the palliative care. This paper explores conceptual questions of how social capital and voluntary community based services are correlated. A case study method was adopted for the study in which ten palliative care units were analyzed. The results show that a number of social capital elements are playing a vital role in the sustainability of community palliative care movement in Kerala.

The article analyses the main sources of financial provision for the social protection of persons with disabilities in Ukraine, including their own resources, budget resources at all levels and resources of enterprises of all forms of ownership; social trust funds, funds of charitable and social organizations and other sources. It is justified that socially oriented objects of expenditure are growing and account for a significant share in the structure of expenditure of the state budget. An analysis of the expenditure of local budgets on the social protection of persons with disabilities showed that expenditure in this area has been increasing since 2015, owing to the reform of decentralization. An evaluation of the activities of civil society organizations of persons with disabilities showed a decrease in the number of persons with disabilities who are employed and in the proportion of expenditures allocated to the social needs of persons with disabilities. Measures to improve the social protection and welfare of persons with disabilities in Ukraine are also financed from social welfare funds. Analysis of the provision of medical and social services by the Social Insurance Fund of Ukraine shows an increase in the number of persons with disabilities as a result of an industrial accident and an increase in the cost of medical and social services. It has been established that financial provision for the social protection of persons with disabilities from charitable organizations is provided in most cases in the form of targeted charitable assistance. The structure of the recipients of charitable assistance by category showed that the proportion of people with special needs among the recipients of charitable assistance was about 10 per cent. On the basis of the study, a number of problems affecting the well-being of persons with disabilities have been identified. Priorities have been set for the development of financial provision for the social protection of persons with disabilities. These include improving the targeting of social assistance, development of locally funded social protection programs, enhancing the social and labour integration of persons with disabilities, gender mainstreaming in the financial provision of social protection for persons with disabilities.

This study attempted to determine the factors militating against effective social services administration and its unfolding empirical manifestations on the well-being of the rural dwellers in Gwagwalada Area Council in Abuja, Nigeria as well as its attendant effects on rural development. Based on the data generated from 200 respondents (rural residents and staff of the area council) using questionnaire, interview and personal observation, it was discovered that lack of involvement of the rural dwellers in decisions regarding the design and implementation of the social service programmes by the Council is one of the key factors. The paper recommends accordingly among others, that effective social services administration should reflect the wishes and aspirations of beneficiaries.

Purpose The Social Services and Wellbeing (Wales) Act 2014 and the Well-being of Future Generations (Wales) Act 2015 provide a direction of travel for all public services in Wales and a framework for delivering the aspirations in the legislation. Although specifically referring to social care, both pieces of legislation are as relevant to the NHS as they are to other public bodies, providing an opportunity for NHS Wales and local government, in particular, to be equal partners in making a difference to the people and communities they serve. The paper aims to discuss these issues. Design/methodology/approach A viewpoint paper. Findings In Wales the time is right to do things differently in health and social care, so the authors will reflect on why current services are struggling and propose an approach that is rooted in communities rather than in specialities. The authors suggest developing a centre of gravity in the community through a multi-agency collaboration to achieve the greatest health, social care and economic impact. Originality/value Attention needs to be directed to supporting people, communities and frontline workers to become more resilient, rather than our current focus on specialist services.

This article presents the author’s definitions of “digitization of social service provision” and “digitization of social services” concepts and identifies the difference between them. It presents the results of an interview with 18 experts — the heads of institutions and organizations of social service provision implementing the rehabilitation of disabled people in Perm region. The research was conducted in 2019 and sought to identify problems and prospects for the digitization of the social services sphere. Interviewees rated their satisfaction regarding the convenience and time cost of automated systems that are currently being used in their organizations; characterized their needs in introducing various innovative interactive services, mobile applications, and other digital software; and expressed their attitude to various innovations. Social innovations were developed by the researchers and offered to experts by interviewers (for example, services for assessing the quality of work of specialists by service users, quick selection of the right social service, filing a complaint, referring a citizen to another organization, counseling in video mode, electronic appointment service, etc.). The research has shown how innovations can improve the performance of social service providers’ work and the quality of their interactions with citizens, which will ultimately increase the satisfaction of social service users and will positively affect the level of social well-being in society as a whole. A number of problems have been identified that currently impede the development of digitization: they are related to staff resources, the level of computerization, the lack of motivation among managers and personnel of social service organizations to implement innovative IT, and a certain distrust that such technologies can facilitate the activities of the organization and increase its effectiveness. The study investigates the changes taking place in the domestic market of social services expressed in the appearance of "new players" in the form of socially oriented non-profit organizations (SO NPO) within its field in addition to public institutions for social protection and social services of the population. The authors identify the advantages and disadvantages of SO NGO compared to government organizations and social services, describe the processes of shadow economy expansion to the social services market and formation of regional "quasi-markets". The empirical part of the article is based on the data of two studies conducted in the form of indepth interviews. First, with experts on "Practices of interaction and prospects of cooperation between NPO and government organizations of social services in the Volgograd region", N = 52 (27 representatives of the public sector, 25 representatives of NPO, January-March 2018). Then with recipients of social services from government organizations and clients of SO NPO on the theme "Availability and quality of paid and free social services provided in the Volgograd region for retiring aged women" N = 46, 60 years and older (21 people-clients of SO NPO, 25 people-recipients of social services. services, October 2017 – January 2018). The analysis of these in-depth interviews with experts allowed to draw the following conclusions. There is a duplication of functions of the organizations of public and non-public sectors providing social services to the population. The activities of modern SO NPO operating in the social services market contain innovative and commercial components. The expansion of the "platform" of the social services market does not yet lead to full competition between organizations, encouraging them to constantly improve the quality of services. The analysis of in-depth interviews with recipients of social services from government organizations and customers of SO NPO showed that the commercialization of activities of SO NPO does not make social services more accessible to those who are in need of them. There is the necessity of changes in the way social services are being provided in the Volgograd region as they do not meet the needs of women of retirement age, do not take into account their level of income and material well-being.

Abstract The living standards of the working classes during industrialization continue to be the subject of debate in European historiography. However, other factors closely related to the institutional setting, such as the role played by social economy and the institutions for collective action, are seldom considered. This study focuses on these factors, and attempts to quantify the social impact of consumer cooperatives. We argue that these institutions substantially improved the lot of the working classes from the mid-nineteenth century onwards, helping them to increase their incomes, and access food and services, such as education and social services, which the state did not provide in sufficient measure. To demonstrate this point, we analyse thirty-five consumer cooperatives in Barcelona, an industrial centre in which these organizations were more popular than anywhere else in Spain. Our main conclusion is that consumer cooperatives increased the well-being of their members, helping them to meet their substantial calorific needs, although their diets were unbalanced and low-cost; members improved their income between five and ten per cent, by simply shopping at the institution, and gained access to basic welfare services.

Resumen: Criar en colores, nuevas experiencias es un proyecto de arte y salud llevado a cabo en el distrito Villa de Vallecas, Madrid. La intervención, perteneciente al Programa de salud sexual y reproductiva, se encuadra en los programas de promoción y prevención de la salud de los Centros Municipales de Salud Comunitaria del Ayuntamiento de Madrid, en conjunto con el Centro de Servicios Sociales de la Comunidad de Madrid. Se trata de un programa desarrollado semanalmente entre los meses de enero a abril de 2018, en el Centro de Servicios Sociales de Fuentidueña de Villa de Vallecas. La intervención fue llevada a cabo por una profesional del arte y la salud, profesionales de la medicina de Madrid Salud, y los educadores sociales de familia del centro de servicios sociales . El taller se desarrolló con un grupo de mujeres, madres jóvenes de población gitana, beneficiarias de la prestación de renta mínima de inserción, RMI. El grupo denominado Aprendiendo a ser madres, se había formado hace dos años en el centro. Uno de los principales objetivos planteados fue continuar en la línea de formación de este grupo, y para ello se presentó un programa de arte (acuarela y técnicas al agua), a través del cual las mujeres desarrollarían con un lenguaje plástico y artístico, experiencias de bienestar, disfrute, encuentro con sus hijos/as y descubrimiento de nuevos espacios de salud.  Palabras clave: acuarela, bienestar, empoderamiento, gitanas, madres, mujeres  Abstract: Raising in colors, new experiences is an art and health project carried out in the Villa de Vallecas district, Madrid. The intervention is part of the Sexual and Reproductive Health Program and constitutes one of the health promotion and prevention programs implemented by Municipal Health Centers of the City of Madrid in conjunction with Madrid’s Community Social Services Center. The intervention was developed on a weekly basis between January and April 2018 in the Social Services Center of Fuentidueña, Villa de Vallecas, and was carried out by an artist and educator, medical professionals from Madrid Salud and social family educators from the social services center. The workshop was oriented to a group of young gypsy mothers, called Learning to be Mothers, who are beneficiaries of the minimum insertion income (RMI). The group was formed two years ago at the center. One of the main objectives was to continue the capacitation of this group. The article presents the results of a study of the possibilities of the social protection system to improve the quality of life of substitute families in the Republic of Mordovia. The authors conclude that a substitute family is not a legally defined term for any type of family that accepts a child (children) left without parental care. Social protection of a substitute family is a system of support provided by providing a set of social services to the family in order to preserve and strengthen the social, psychological and physical health of members of the foster family and prevent secondary abandonment of the child. Professional formation and support of substitute families is one of the most important stages in the work of specialists working with a child placed in a family and members of this family. The results of the research presented in the article suggest that in General, substitute parents in the Republic of Mordovia are satisfied with the socio-psychological and socio-legal knowledge obtained during the preparation and decision-making on the creation of a substitute family. Adaptation and upbringing of a foster child, the features of children who have a traumatic experience of breaking up with their biological parents and the features of their development in adolescence – are the topics that were most significant for the substitute parents. The authors observed that adoptive families are heterogeneous both in terms of social well-being in General, and by the presence and intensity of elements, and therefore family policies should focus not only on the institution of foster families in General, but to be differentiated in relation to different groups. The results obtained provide a scientific basis for such a differentiated policy, which corresponds to the principle of targeting, widely declared in social policy and social work.
