This study aims to assess the feasibility of housing type 36 which was built by PT. Toraa Graha Utama at the Perumahan Hiu Putih XIV Palangka Raya City, Central Kalimantan based on Permenpera Nomor 22/Permen/M/2008. The study refers to livable houses that apply a healthy and safe environment supported by public infrastructure, facilities and utilities regulated by technical guidelines for minimum service standards in the district/city housing sector. This study uses a descriptive qualitative method and uses analysis. The research instruments were in the form of questionnaires and interviews with informants. There are 30 house samples. Based on the results of the study, it is known that the Perumahan Hiu Putih XIV has implemented the provisions for livable houses, and meets the building safety requirements, minimum adequacy of building area and the health of its occupants, and has also implemented environmental criteria equipped with environmental infrastructure, and public facilities. The results of calculations from respondents' answers conducted at the time of the interview obtained 88% of the total achievement of livable houses and a healthy and safe environment supported by infrastructure, facilities and public utilities.

The availability of social facilities in a region needs to be adjusted to the standard needs of regional public facilities to serve the needs of the population. Evaluation of the availability and needs of social facilities is important to support regional development. Besides that, social facilities can be an emergency infrastructure facility when disaster strikes. The existence of schools, health facilities, means of worship, a building or meeting hall becomes very important when a disaster occurs and requires rapid, appropriate, and emergency evacuation. The preparation of public infrastructure for emergency response service is one of the quick response of evacuation and anticipation of disaster victims. The results of this study are the analysis of the social facilities availability and social facilities needs as a means of public infrastructure in Banjarnegara Regency based on Indonesian National Standard. By using the analysis of serviceability, it can be evaluated the availability and needs of social facilities based on the region and can be included in regional development planning.

This article describes the situation with fire safety at Riga schools regarding their compliance with the fire safety requirements set in Latvia for accommodation of people in schools. The objective of the current paper was to research and evaluate the compliance with the requirements of regulatory enactments regarding the accommodation in Riga schools and analyse the actual fire safety situation during accommodation of participants of the Dance and Song Festivals in Riga schools. The research was conducted in spring of 2018, prior to the Dance and Song Festival, assessing the compliance of 60 accommodation sites with the Latvian regulatory enactments on fire safety. During the Dance and Song Festival, it was planned to organise accommodation places in schools for 24 000 persons – participants of the festival events in the city of Riga. Ensuring fire safety at public facilities is a topical issue for any country, since the fulfilment of fire safety requirements is important not only in cases, when school premises are intended to be used for temporary accommodation of participants of the Dance and Song Festivals for a period not exceeding a week, but also in cases when children have to stay in school premises every day to receive the knowledge they will need in their future lives and the fulfilment of fire safety regulations is an important condition for providing the overall safety.

Humans are highly social beings with great desire for social belonging and interpersonal exchange in their life. Public space has become a cornerstone of public growth consisting economic, social, entertainment, and political enterprise. Therefore, the continuation of public interaction become very dependent on both public space existence and growth.  The inadequacy of public space in Setiabudi has provoked the community to create public spaces in their residential roads to socialize and do various activities. Nonetheless, using roads as public infrastructure for daily activities and socializing may resulted in inconvenience and hazardous situation. In addition, most inhabitants in Setiabudi are migrants with the incentive to work and settle which resulted in social discrepancy. If this problem is not anticipated immediately, social and environmental degradation may arise. From these issues, we can conclude that Setiabudi need some facilities to fulfill the social needs of inhabitants and migrants secondary needs to work and settle. The research method conducted is through literature studies, precedent studies. In addition, direct observation techniques were also carried out namely interviews and observations to several settlements, social and public facilities. Therefore, facilities such as flexible space, gym, kid’s play area, bar, and recreational space for food court and co-working space are essential. Along with the oasis-maker concept, Setiabudi Wellness and Recreation Facility undertake inclusivity of human, neutrality, and playfulness. AbstrakManusia sebagai makhluk sosial selalu membutuhkan interaksi sosial dengan sesamanya dalam daur hidupnya. Ruang publik telah menjadi latar bagi perkembangan kehidupan publik, baik dalam kegiatan ekonomi, sosial, hiburan, hingga politik. Berlangsungnya kehidupan publik dengan interaksi sosial menjadi salah satu faktor yang sangat bergantung pada keberadaan dan perkembangan ruang publik. Minimnya ruang publik di kawasan Setiabudi mengakibatkan masyarakat menciptakan ruang publik di jalan lingkungan permukimannya sebagai tempat untuk bersosialisasi dan beraktivitas. Kegiatan-kegiatan yang menggunakan jalan sebagai media beraktivitas dan bersosialiasi sehari-hari cenderung mengganggu serta berbahaya bagi warga. Selain itu, sebagian penghuni di kawasan Setiabudi merupakan pendatang dari luar kawasan tersebut yang ingin bekerja dan bermukim sehingga menyebabkan kesenggangan sosial antara pendatang dan penduduk Setiabudi. Tujuan proyek adalah mengurangi degradasi sosial dan lingkungan antara pendatang dan penghuni Setiabudi. Dari isu-isu  tersebut, dapat disimpulkan bahwa kawasan Setiabudi membutuhkan fasilitas-fasilitas untuk melengkapi kebutuhan sosial harian penduduk dan kebutuhan sekunder pendatang yang bekerja sekaligus bermukim di kawasan Setiabudi. Metode penelitian yang digunakan adalah melalui studi literatur, studi preseden. Selain itu, dilakukan juga teknik pengamatan langsung yaitu wawancara dan dan observasi ke beberapa permukiman, fasilitas sosial dan umum. Oleh karena itu, mereka membutuhkan fasilitas seperti flexible space (ruang serbaguna), gym, kid’s play area, bar dan ruang rekreasi dengan fasilitas pendukung seperti food court dan co-working space. Fasilitas Kebugaran dan Rekreasi ini memiliki konsep oasis-maker yang mengutamakan inklusivitas antar sesama manusia serta bersifat netral dan memiliki kesan playful.

This study aims to identify and explain the improvement of the quality of public services through the optimization of transportation policies in Lempuyangan Railway Station Yogyakarta. This study is a descriptive qualitative research and taking place in PT KAI Yogyakarta Region VI Operations and in station Lempuyangan. The results of this study concluded that: (1) improving the quality of public services through the optimization of transport policies in station Lempuyangan Yogyakartathat is based on the Minister of Transportation Regulation Number 09 year 2011 on Minimum Service Standards (MSS) for public transportation by train has been implemented optimally by implementing Service Performance Indicator (SPI) program, which consists of eleven indicators namely : (a) SPI Information, (b) SPI Cleanliness and Health, (c) SPI Ticket Service, (d) SPI Security, (e) SPI staff and Officers, (f) SPI Waiting Room, (g) SPI Public Facilities, (H) SPI Peron, (i) SPI parking, (j) SPI Lighting, and (k) SPI Toilet, and (2) the application of SPM and SPI optimally made Lempuyangan station got third winner in the best station award in 2013.Keywords: Quality Improvement Services, Transportation Policy

Many successful projects of co-housing have extensively influenced people’s quality of living worldwide. This study thus discusses the perception of the elderly regarding co-housing from with particular focus on their behavior pattern and their relationship with the community environment. To this end, a questionnaire survey was conducted for the elderly living in the Taipei Metro Area. A total of 111 valid responses of a specially designed questionnaire were collected and the survey results were analyzed. The results indicated that the most significant factor is housing type, and that in co-housing, the public facilities most demanded by the respondents are public flower gardens, playgrounds, and group dining space. The Recommendation of this study were as follows: (1) Communicating with and supporting people outside one’s own family and with no blood relationship in diverse ways. (2) In public facilities for residents to dine together and share experiences and skills with each other, thereby fostering extensive interpersonal networks. (3) Recommended to use environmental education and participatory design to achieve substantial benefits and results. (4) Subject to minimal requirements of private space, public facilities that serve the public interest should take the larger proportion.

Parkir merupakan tempat pemberhentian kendaraan di suatu kawasan atau bangunan, dimana masyarakat melakukan berbagai aktivitas. Pusat aktivitas untuk masyarakat agar bisa melakukan berbagai aktivitas dapat berupa kawasan pusat perbelanjaan. Daya tarik kawasan dengan tingkat mobilitas barang dan manusia, menciptakan pergerakan lalu lintas yang padat di kawasan tersebut. Peningkatan kebutuhan ruang parkir yang tidak diikuti oleh peningkatan ketersediaan kapasitas ruang parkir di pusat perbelanjaan, berpotensi menyebabkan permasalahan seperti kemacetan arus lalu lintas  karena adanya kendaraan yang parkir di fasilitas umum seperti trotoar dan bahu jalan, kerawa-nan kecelakaan lalu lintas, penurunan kualitas pelayanan jalan, dan lain-lain. Pemaha-man tentang ruang parkir di pusat perbelanjaan diperlukan semua stakeholders yang berfungsi sebagai referensi perencanaaan ruang parkir yang baik di kawasan dan bangunan. Tujuan dari penelitian ini adalah untuk mengetahui dan menjelaskan ruang parkir di suatu pusat perbelanjaan. Metode penelitian yang digunakan adalah analisis non-statistik dan statistik dengan menganalisis karakteristik parkir, pola parkir, kapasitas jalan, dan tingkat pelayanan jalan. Lokasi penelitian berada di pusat perbelanjaan yang terletak di Jalan Tanjungpura, Kota Pontianak. Dari penelitian ini ditemukan hasil bahwa karakteristik ruang  parkir  pada  kawasan pusat perbelanjaan  dipengaruhi  oleh  pola aktivitas kegiatan bongkar muat barang dan durasi parkir kendaraan pengangkut barang serta  pola aktivitas kegiatan berbelanja pengunjung  yang menggunakan  mobil penumpang. Penataan menggunakan pola parkir dengan sudut 0 di badan jalan akan meningkatkan kapasitas jalan. Pusat perbelanjaan dengan model shopping street akan menarik jumlah pergerakan kendaraan  lebih kecil jika dibandingkan dengan  model department store. Jenis parkir on street di pusat perbelanjaan (shopping street) memiliki tingkat efektivitas pergantian kendaraan yang parkir lebih baik jika dibandingkan dengan jenis parkir off street di pusat perbelanjaan seperti department store. Parking lot is a place where vehicle stop in an area or a building, where people perform various activities. The center of activity for people may form into several kinds; one of them is shopping center. Mobility level of goods and people in the shopping center, creating a heavy traffic movement in/out of area/building. The increased needs for parking spaces that are not followed by the availability of parking space in shopping center will potentially cause problems. The problems are: traffic congestion as the consequence of parking at public facilities (sidewalks and paving), accidents, the quality reduction of service roads, etc. Knowledge about “parking spaces” in the shopping center is needed by stakeholders as a reference to planning a good parking space for building/area. The purpose of this study is to investigate and explain the parking space at shopping center. The methods of this research is non-statistical and statistical analysis, used to analyze the characteristics of parking, patterns, road capacity and level of service. The research location is in the shopping center located at Jalan Tanjungpura Pontianak. The results of this study discover that the characteristic of parking lot in shopping center of Tanjungpura street are influenced by the activities pattern ofloading/unloading goods and the durations of cargo car parks, and the visitor’s shopping activities with passenger car. On-street parking will increase the road capacity by arrange it with 0° parking pattern. Shopping center with shopping street model attract more smaller vehicles movement if compared to department store model. On-street parking in shopping street has a better turnovers effectiveness rate rather than off-street parking in the department store

Desa Tongging sebagai salah satu destinasi wisata di Kawasan Danau Toba yang memiliki potensi untuk dikembangkan. Sebagai syarat utama pengembangan Desa Tongging sebagai Desa wisata, harus memiliki fasilitas umum yang layak, aman, dan nyaman. Terutama pada fasilitas jalan, tempat parkir, toilet dan tempat ibadah Musholla. Namun sangat disayangkan masih ada fasilitas umum yang belum ada dan layak di Desa Tongging. Mengingat perkembangan desa ini, maka perlu dilakukan perencanaan dan perancangan fasilitas umum tersebut. Penelitian ini dilakukan dengan menggunakan data hasil observasi lapangan yang dianalisa secara kualitatif. Fasilitas umum terdiri dari sarana pokok keparawisataan, sarana penunjang, dan prasarana umum. Hal ini dilakukan dengan menganalisa kondisi yang ada saat ini berdasarakan studi kasus di desa yang sudah berhasil menyusun perencanaan serta perancangannya. Kajian ini menghasilkan konsep dan prinsip rencana dan rancangan fasilitas umum yang berkelanjutan di Desa Tongging Tongging Village as one of the tourist destinations in the Lake Toba region that has the potential to be developed. As the main requirement for developing Tongging Village as a tourist village, it must have decent, safe and comfortable public facilities. Especially on road facilities, parking lots, toilets and places of worship. But it is unfortunate that there are still public facilities that do not yet exist and are feasible in Tongging Village. Considering the development of this village, it is necessary to do the planning and design of these public facilities. This research was conducted using data from field observations that were analyzed qualitatively. Public facilities consist of principal tourism facilities, supporting facilities, and public infrastructure. This is done by analyzing the current conditions based on case studies in villages that have succeeded in compiling their plans and designs. This study produced the concepts and principles of the plan and design of sustainable public facilities in Tongging Village.

The study looks at population growth, spatial expansion and its implications on access to public infrastructure in Benin City. Remote Sensing and GPS were used to generate data for the study. Image processing was carried out with ENVI to assess the spatio-temporal growth of Benin City while ArcGIS was used for neighbourhood analysis of residents’ access to public facilities. The study reveals that there is a strong positive relationship between population and built-up area with correlation coefficient of 0.794 at p=0.05level. It further reveals that both the population and spatial growth of Benin City are faster than the pace of infrastructure provision and that the lag between the growth of Benin City and infrastructure provision is impacting negatively on the quality of lives of the residents and threatens the sustainability of urban environment. To bridge the infrastructure gap the study suggests that alternative sources of fund other than federal allocation be sought for, as the capacity of the urban government to finance infrastructure within the current available revenue is limited.
