As a management concept in the field of education management, School Based Management (SBM) was born in the midst of an era of freedom that has emerged since 2004. Through a central government policy that gives flexibility to each education unit in the region to manage their respective institutions. The aims of this article is to analyze: 1) Philosophical foundation of School Based Management (MBS) implementation at SMP Muhammadiyah 4 Malang, 2) The role of school headmaster in improving the quality of Islamic Education at Muhammadiyah 4 SMP Malang. Therefore, this research uses a qualitative approach to the type of case study research. By using observations, interviews and documentation as data collection techniques, this study concludes namely: 1) The philosophical foundation of policy implementation in SMP Muhammadiyah 4 Malang refers to the vision and mission announced by the school, 2) The headmaster of SMP Muhammadiyah 4 Malang has carried out a managerial process well. Tujuan penulisan artikel ini ialah untuk menganalisis: 1) Landasan filosofis implementasi Manajemen Berbasis Sekolah (MBS) di SMP Muhammadiyah 4 Malang, 2) Peran kepala sekolah dalam meningkatkan mutu Pendidikan Agama Islam di SMP Muhammadiyah 4 Malang. Oleh karenanya, riset ini menggunakan pendekatan kualitatif dengan jenis penelitian studi kasus. Dengan menggunakan observasi, wawancara dan dokumentasi sebagai teknik pengumpulan data, penelitian ini berkesimpulan antara lain: 1) Landasan filosofis implementasi kebijakan di SMP Muhammadiyah 4 Malang mengacu pada visi misi yang dicanangkan oleh sekolah, 2) Kepala SMP Muhammadiyah 4 Malang telah melakukan proses manajerial dengan baik. Namun, pada tahapan evaluation terdapat beberapa aktivitas yang belum dilakukan proses evaluasi dengan baik, sehingga tidak mampu menemukan letak kekurangan dalam proses kegiatan yang dilakukan. The implementation of School-Based Management is still in a meaningful transition phase. This happened due to the unfamiliarity of school-based education management concepts in the school environment. It is not easy to implement management innovation in a short time, but the phenomenon that shows that the desire to make changes in the management sector of school management has affected the system of managing education towards School-Based Management by leaving conventional management. This study aims to determine the implementation of MBM in MI Ma'arif Gondosuli. Then there is cooperation with and regular meetings with committees every minute or thirty-five days. Meetings with student guardians, namely at the beginning of each new school year, after PTS and PAS, and specifically for sixth graders on Fridays. Evaluating the supervision of academic management carried out by the school principal and school supervisor in a planned manner and learning evaluation carried out by class teachers and subject teachers, The implementation of the development of teaching staff was carried out by the mini Teacher Working Group (KKG) meeting at the school. Planning for the development of educational facilities and infrastructure include: 1) Propose additional facilities and infrastructure, 2) Carry out maintenance on available facilities and infrastructure. Planning for funding and school finance development includes: 1) Preparation of Madrasah Work Plans and Budgets (RKAM) involving school people, 2) Making proposals to increase school operational costs, 3) Making accountability reports on the use of school budgets, 4) Administration of school finance usage.

This article makes a map of education management in school by looking at the developed potentials in every school elements, starting from the headmaster, teachers, education staffs and students. The potential contributed is the expectation of school. It is not only as a known list, but also to be implemented through good and correct map. Through school based management certainly it gives authority to head master to develop the school along the vision-mission and work-program which have been planned. Through descriptive analysis approach, this article conclude that school based management is a management paradigm which put forward an autonomy and involvement of community. Education autonomy means an effort to give a large space for the head master to develop and manage the institution. Furthermore, the education institution is expected to be able to find the relevance with the needs of the community by involving the community in taking and monitoring the education decree.Keywords; School based management, Education management system, Education quality, Public participation

School-based management is a form of autonomy in education management in educational units, in which case the principal or madrasah and teachers are assisted by the school committee or madrasah in managing educational activities. The purpose of this study, among others, was to determine and analyze the variables of managerial skills of school principals and school committees that influence the effectiveness of school-based management in SD Negeri Se-Karangrejo District. The research method was carried out with an explanatory quantitative design. The data collection technique was carried out by using a questionnaire before the level of validity and reliability had been tested on 60 respondents as the sample in this study. The collected data were then analyzed using multiple linear regression tests with the help of SPSS version 17.0 software. The results showed that (1) descriptively the effectiveness of SBM in good categories, managerial skills of school principals and the role of school committees in good categories, (2) there was a positive and significant influence between principal managerial skills on the effectiveness of SBM by 56.8%, (3) there was a positive and significant role of the school committee on the effectiveness of SBM by 36.8%, (4) there was a positive and significant influence on the managerial skills of school principals and the role of school committees together on the effectiveness of SBM by 63.3%. (5) Between the two independent variables, the managerial skills of school principals had a dominant influence on the effectiveness of SBM

The purpose of this study was to determine the implementation, characteristics of Islamic education management based on pesantren in SMA Darussalam Blokagung Banyuwangi. The research method uses descriptive qualitative, data collection through interviews, observation and documentation. The paradigm of this research is postpositivistic with data analysis of three Miles and Huberman models, namely data reduction, data presentation and conclusion drawing. The results in this study are the implementation of Islamic boarding school-based education management through planning; with good service adopting the concept of modern school management, involving all stakeholders, organizing; grouping of work units according to school needs, implementation; creating effective communication, committed to implementing the school's vision, mission and values, supervision; determination of implementation standards, determination of measurement of the implementation of activities. Meanwhile, the characteristics of Islamic education management based on pesantren are having sincerity in teaching; high dedication in work, discipline in every activity, maintaining solidity by establishing friendship between teachers and employees, and maintaining trust and responsibility in carrying out each task.

The basic concept of school-based management is the transfer of authority or responsibility in school management from the central government to the school level. The background of this research is to find out the authority and responsibility of the government, schools and madrasah committees in school management. The purpose of this study was to: (1) analyze the implementation of SBM; (2) describe the increased activity of the SBM learning process; (3) describe obstacles to implementing SBM, and (4) describe the efforts made to overcome obstacles in implementing SBM. This study uses a descriptive method with a qualitative approach. The data used in this study is how to implement SBM and want to cover the improvement of the activeness of processes, obstacles, and efforts made to implement SBM. Islamic Boarding School in Kampar, Riau Province. The results of this study appear in all students. This learning process is delivered by the teacher. Then the obstacle faced by the foundation for implementing school-based management at the Islamic Center of Al-Hidayah Kampar Islamic Boarding School is the low commitment of teachers. Next, the teacher tries to package learning using various approaches, methods, and media. Variations in the method of discussion and question and answer, choosing words that are suitable for students, which is a means of enhancing students' activeness, in addition to teachers also trying to motivate students by giving stars activeness when there are students who can answer the quiz given by the teacher.

This article describe about management of education funding. funds are one of the resources that directly support the effectiveness and efficiency of education management. This is even more prominent in the implementation of school-based management, which requires the ability of schools to plan, implement and evaluate and explain fund management transparently. Therefore, writing this article is to explain how the concepts of management of education are good and right. If the management of education costs has been carried out properly, it will facilitate the continuity of the education process.

Efforts in quality improvement and development of education in the era of regional autonomy are not only the responsibility of the central government and provincial governments, but also the responsibility of local governments. Quality improvement and development of education thus become strategic issues for any local government. This study aims to address issues related to: (1) the condition of school facilities and infrastructure (2) the role of school committees which is not optimal; (3) the absence of equitable distribution of teachers; and (4) the lack of Information and Communication Technology/ICT-based learning application in in secondary schools. The research was conducted in four districts, namely Bangkalan, Sampang, Pamekasan and Sumenep. The main theory employed in this study is the School Based Management (SBM) or the so-called School Based Management (SBM). The population was students, parents and teachers. The total number of samples was 250 people comprising 100 students, 100 parents and 50 teachers. The research data were obtained from primary and secondary data. The study yielded a number of key findings. First, 90% of High School (or its equivalent) teachers master the materials taught. This is due to fact that the materials taught are in accordance with the education qualification of the teacher. Secondly, the mismatch found in Madurese high schools was apparently caused by the lack of educators with suitable qualification for the subjects they teach concurrently. Almost all secondary teachers in Madura island require trainings related to the development of competency for mastering the subject materials. The last but not the least, the majority of teachers still apply simple learning methods. Although the method applied by teachers are generally similar, there are significant differences between the favorite schools and the other schools.

One of the things implied by the education decentralization policy is to run independent school education management in different perspectives according to the conditions of each region. Decentralization is no longer seen as a concept but should be implemented at all levels of management, not least on the institutional arrangements, systems and educational units, both in the formal and non-formal education channels. New patterns of management education in the form of School Based Management, is actually giving ample space for the community that any decision made by the local government is more "grounded" and provide quality education to the younger generation. In this context, education decentralization implies an effort to bring the community to the decision making on local needs, so that the development of education in accordance with the peculiarities of the region, on the other hand the potential can be utilized. In the end, the real implementation of the School Based Management is on the order of the institution is expected to improve the quality of basic education and excellence in the area of human resources.

Currently, education management in Indonesia recognizes two mechanisms, namely centralization and decentralization system, in the centralized system of education administration regulated by the central government. This study aims to find out how the implementation of School Based Management (SBM) in KHM NUR Junior High School Surabaya, knowing what programs are implemented in KHM NUR Junior high School Surabaya and aims to determine what factors that support and hinder the implementation of School Based Management (SBM) in an effort to improve the quality of education at KHM NUR Junior High School Surabaya. The type of research used in this study is Field Research, which is studying intensively about the background of the present state, in the interaction of a social, individual, group, institution, and society. Technique of data analysis used qualitative descriptive. The findings of this study can be concluded; first: Implementation of School Based Management (SBM) at KHM. NUR Junior High School Surabaya has been well scheduled. Second: The programs that have been implemented as the implementation of School Based Management (SBM) in KHM. NUR Junior High School Surabaya in academic and non-academic field. Third: Supporting and inhibiting factors in the implementation of School Based Management (SBM) in KHM. Thus, as an impact of the centralistic education system, efforts to create education that can give birth to human figures who have freedom of thought, are able to solve problems independently, work and live in creative groups full of initiative and desire, have adequate interpersonal skills as a provision for society. it becomes very difficult to realize. Centralization was widely used by the government before regional autonomy. The weakness of the centralized system is where a local government policy and decision is produced by people who are in the central government so that the time to decide on something is longer. Indonesia as a developing country with various socio-cultural characteristics in common, also follows a centralized system that has long been developed in developing countries. Thus, as an impact of the centralized education system, efforts to create education that can give birth to human figures who have freedom of thought, are able to solve problems independently, work and live in creative groups full of initiative and passion, have adequate interpersonal skills as a provision for society to become very difficult to materialize. As a consequence, the implementation of education in Indonesia is completely uniform, decisions from above, such as a uniform curriculum regardless of the level of relevance to children's lives and their environment. As a consequence, the position and role of students tend to be used as objects so that those who have the opportunity to develop their creativity and interests are in accordance with their talents. The term school-based management is a translation of school-based management. This term first appeared in the United States when people began to question the relevance of education to the demands and development of local communities. SBM is a new paradigm in the world of education, which provides broad autonomy at the school level (community involvement) in the framework of national education policies. Autonomy is given so that schools can freely manage resources and financial resources by allocating them according to priority needs, and are more responsive to local needs.
