The most important results of the study: The emergence of the most important obstacles affecting students' adaptation to e-learning programs, including poor electronic skill, weak communication networks, and political and security instability constitutes frustration. Great in adapting to the requirements of e-learning, the family burdens of those married to them, the difficulty of understanding scientific lessons, the weakness of trust between family members, the magnitude of the scientific material that leads to the frustration of the student, and the state’s lack of interest in providing e-learning techniques. As for the specialization, the study showed the occupation of an obstacle of weakness Communication networks without benefiting from e-learning were ranked first, and with regard to gender, the students ’economic weakness came first among males with an average of (4.33), and fifth among females with an average of (4.32). The magnitude of the scientific material leading to student frustration ranked second among males with an average of (4.32) and the second among females with an average of (4.43), and the complaint came equally among both sexes, which shows us the importance of this obstacle and taking into account the exceptional circumstance, this is what the Ministry of Higher Education and Scientific Research emphasized in taking into account the students ’social conditions. As for the social situation, the student’s weakness of the economic aspect was a major obstacle to the first place among married people and the last rank among singles, and this phenomenon came as a result of the prevalence of the phenomenon of early marriage for both sexes, which is a phenomenon that leads With the youth due to the lack of adaptation as a result of the early burdens that fall on their shoulders as they draw their future, they have a double role to fulfill the requirements of daily life. Also, the obstacle of the enormity of the scientific material that leads to the frustration of the student occupied the third rank among the married and the second among the bachelors, which is a close result and has already appeared to the same degree in As for the rest of the variables, as for the social environment, the obstacle of the state’s lack of interest in providing e-learning technologies came second in both environments, and this is an indication that it is an urgent need for the Ministry of Higher Education to put it among the priorities by providing audio laboratories and other modern science techniques. One of the most important recommendations: is to mobilize all The scientific and skillful capabilities of a faculty member whose role has become an organizer and facilitator of the training process Badly; In order for the new experience to succeed, as for the ministry, it is incumbent upon the ministry to provide appropriate conditions by providing audio laboratories and other modern learning techniques, and coordinating between the Ministry of Higher Education and Communications to support the Western Region by providing electronic reception and broadcasting devices, and holding training courses for faculty members for e-learning and urging them to own Good skill, lightening the momentum of the process article to suit the requirements of the stage.

Online and blended instruction offers learners a unique opportunity to learn ubiquitously without being limited to the constraints of time and distance. Additionally, these pedagogies have the potential to open the doors of the university to a wider audience, provide choices for non-traditional students, and extend services to populations that would otherwise not be able to attend the classes on campus. However, complementing traditional teaching with blended learning techniques in a traditional university course presents various challenges. This chapter identify gaps in the factors affecting blended learning in the digital age. Based on the findings, the authors argue that instructors can rely on e-learning technologies to implement blended learning model by redesigning some lectures into new online learning activities, such as tutorials, self-testing exercises, and online group collaborations.

Technology is always advancing; furthermore, the economy and demographics, both at global and local levels dictate changes that businesses need to consider for future planning. Like all businesses, most academic institutions need to follow trends and offer new and up-to-date learning initiatives. This chapter discusses the assessment and evaluation of Web-based postgraduate and undergraduate programmes, at the Business School of a London-based university. The study reviews relevant literature, investigates student and staff views on the use of technology in learning, and reflects on the planning and management of two Supported Open Learning (SOL) programmes. It also offers suggestions for future programmes and courses designed for use with e-learning technologies.

E-learning is a sector of Saudi Arabian education that is witnessing significant growth, particularly in higher education. This article aims to provide a historical overview of the development and evolution of e-learning in Saudi Arabia. With the Ministry of Higher Education at the core of education and e-learning, the article will explore recent e-learning-related developments in King Saud University, King Faisal University, King Abdulaziz University and the Saudi Electronic University. As part of this analysis, the article will explore the challenges that are being encountered and the strategies that each of these institutions is implementing to support and develop e-learning. It is equally important to evaluate the role played by international partners, particularly the UK and the US, in supporting e-learning financially, socially and technologically. The Kingdom of Saudi Arabia has obtained significant support from the US and UK, with both countries contributing to the establishment of an integrated model for e-learning curriculums and information management systems in Saudi Arabia. Finally, this analysis explores the growth potential of e-learning and the efforts being made to support Saudi Arabia’s growing university student population. The article includes an exploration of the methods of evaluating, securing and modifying the current systems.

Nowadays, education has become more complex than before. The need for knowledge, understanding, and passion among societies had caused an increase in education demand. To prepare a better and higher-level quality of education, the Ministry of Higher Education had played vital roles to enhance their services and efficiency levels. Nevertheless, the trend of budget allocation for operating expenditure in education sectors had shown a decline for the past three years, starting from the year 2016 until 2018 (Ministry of Higher Education, 2018). Since the budget allocation was cut off, public universities in Malaysia were encouraged to seek their own funds. One of the alternatives implemented by public universities was fund seeking through waqf collection. Through waqf, it assists public universities to support their needs especially for financial sustainability in the future. Respondents totaling 398 people comprising of various societies in Ipoh, Perak participated in this survey. A simple random sampling technique was employed to measure the social culture, understanding, awareness level, religiosity, marketing methods and willingness to contribute to Waqf education. Pearson correlation was used to measure the relationship between the variables. The results indicated insignificant relationships between awareness and willingness to contribute to waqf education. Furthermore, the findings also explained that the social culture, understanding, religiosity, and marketing methods are the significant determinants in influencing the willingness to contribute to Waqf education. The findings from this study could benefit the Ministry of Higher Education itself, relevant government agencies and policymakers to promote Waqf as an alternative to generating income for education sectors in Malaysia.

The purpose of this study was to determine the extent of agreement among experts on the impact of e-learning technology in Canadian higher education learning experiences. Fourteen participants who are experts in e-learning in higher education agreed there are contentions about e-learning technologies in the following areas: (1) a platform for ideal speech; (2) greater opportunities for interactions; (3) the extent to which communities of learners can be created; (4) provision of a new kind of learning environment; (5) a platform for discussions; (6) demand for e-learning by students; (7) the degree to which the environment is equal and equitable; and (8) the quality of the learning experience. The findings of this study indicate that the value of e-learning requires further research before higher education leaders and teacher-practitioners are willing to incorporate them in teaching practices and policy documents.

The study aimed at the reality of education in the Ministry of Higher Education (Al-Buraimi University College as a model) and its relationship to indicators of sustainable knowledge, and to achieve the objectives of the study the descriptive analytical approach, a set of study objectives from all Buraimi College students for the academic year (2021/2020) and their adults according to: Personnel Affairs Department ( 3500) male and female students, while the study sample consisted of (347) male and female students distributed among the faculties of the University College. The researcher used the questionnaire tool, which consisted of two areas: The first section: E-learning, and it consisted of (4) domains: the effectiveness of the content of education, the effectiveness of teaching through e-learning, the effectiveness of education through e-learning, the effectiveness of e-learning, e-learning, while dealing with The second section: digital knowledge in the field of knowledge (4) are the areas: knowledge, media and media, outputs and objectives, and to obtain the results the researchers used the SPSS program and the following scientific methods: percentages and frequencies, Cronbach's alpha test, correlation coefficient. In light of the results of the study, the researchers recommended the following: Providing more internet speed for college students and professors for free, in addition to using the freely available electronic teaching aids.

Problem and goal. The active introduction of e-learning and distance learning technologies in the educational process, the reform of traditional models of learning and education have become priority areas of reforms and initiatives in various national education systems in the 21st century. Given that public spending is the main source of funding for education in the OECD countries, assessing the economic impact of implementing a digital educational environment at different levels of education under pressure on public budgets has become a key issue for national governments and educational organizations, as well as the subject of special research. In Russian practice assessment of the economic effect of the full-scale use of e-learning and distance learning technologies in the implementation of educational programs of secondary professional (training of middle-level specialists) and higher education have not yet been carried out. For these purposes, a methodology has been developed, which, however, needs to be tested. Results. The study identified a list of costs required to ensure the full use of e-learning and distance educational technologies in realization of educational programs of secondary vocational (training of mid-level professionals) and higher (including graduate school) education; the methodlogy for assessing the economic effect of these measures is justified, and calculations are made based on this methodology. Conclusion. The developed methodology has shown its effectiveness and needs further research and quantitative analysis.

Building on the results of a prior study, the purpose of this qualitative study was to further explore where there is agreement on the effects of e-learning technologies in higher education learning experiences. The results confirm that (1) there are many varied and polarized perspectives about e-learning, and each position should be carefully considered by policymakers and administrators concerned with implementing e-learning technologies; (2) it is unlikely that e-learning experts will ever reach consensus on the effects of e-learning technologies within educational contexts; and, (3) the use of e-learning technologies in higher education will continue to vary based on subject matter, instructors, institutions, contexts, availability of technology and various other factors—not the least of which are the purpose of the learning activities and the epistemological beliefs about higher education. The diversity of opinions that currently exist does not make one view more correct or superior to another. Résumé: Construisant sur les résultats d’une étude antérieure, le but de cette étude qualitative était d’explorer plus à fond s’il y avait consensus sur les effets des technologies de l’eLearning dans les expériences d’apprentissage aux cycles supérieurs. Les résultats confirment que 1) il y a plusieurs perspectives variées et polarisées sur le eLearning, et chaque point de vue devrait être sérieusement considéré par les administrateurs et les rédacteurs de politiques concernés par l’implantation des technologies du eLearning, 2) il est peu probable que les experts en eLearning en arriveront jamais à un consensus sur les effets des technologies du eLearning dans un contexte éducationnel, et 3) l’utilisation des technologies du eLearning aux cycles supérieurs continuera de varier en fonction de la matière, des formateurs, des institutions, des contextes, de la disponibilité de la technologie et d’autres facteurs. Le moindre de ces facteurs n’est pas le but des activités d’apprentissage et les croyances épistémologiques à propos de l’éducation universitaire. La diversité des opinions qui existent présentement ne privilégie pas un point de vue en particulier.
