Pesantren Nurul Muhibbin Tanah Laut, which is classified as a new Islamic boarding school, was founded in 2018, and as such, it requires significant input and assistance in resolving issues, particularly those relating to financial management and accounting information systems. If an error is made, not only social sanctions are imposed, but also legal sanctions; this must be a bright spot in the pesantren's financial management. This research employs a qualitative approach in the hope of identifying financial phenomena that can be used as material for joint evaluation. The study examines financial planning, implementation, supervision, and reporting phenomena. This financial process will be visualized as a flowchart in the hope that the relationship between the various components is obvious. Several of the findings in this study indicate that financial planning has been successful in terms of implementing a priority scale, deliberatively forming APBPP, and developing plans to strengthen pesantren financial management. The implementation process has not perfectly implemented the principle of accountability and generally continues to make ineffective cash payments, the supervisory process continues to violate the principles of organizational adjustment and responsibility, and the management accounting process and reporting continue to have numerous shortcomings, such as conventional accounting processes and the use of accrual accounting. The pesantren currently lacks a flow chart that adequately depicts the financial management process.

This study investigated the financing needs and the financial management practices of banana farmers in Inopacan, Leyte, the relationship between financial management practices to profitability and the relationship of the various socio-demographic variables to the relevant financial management practices. The relevant financial management practices considered in this study were those found to be significantly related to profitability. Results showed that limited capital for labor and the occurrence of pests and diseases particularly bugtok, which is caused by a bacterium called Ralstonia solanacearum, were among the major problems expressed by the banana farmers that need financing. Financial management practices such as monitoring the status of loan and financial planning and budgeting were widely practiced by the farmers. Out of the 25 farmer-respondents who availed of loan, 21 of them monitored the status of their loans. More than half of them also practiced financial planning and budgeting of their income and loan. The multiple linear regression analysis revealed that monitoring financial budgets and comparing farm profitability with that of other farms or benchmarking are significantly and positively related to profitability. The logistic regression analysis showed significant relationships of household size and being able to avail credit with the relevant financial management practices. The results imply that farmers who have more household members and who have availed of credit are more likely to monitor financial budgets and/or compare profitability with other farms.

The autonomy implementation for the village will be the village government is power to administer, regulate and to conduct their own household based on the principle of transparency (openness) and accountability (responsibility). The accountability includes planning, action, administration, reporting and responsibility. Each stage of the management process has rules that must be understood and implemented in a settled period of time. But there are new problems when the village accountability is required to be managed in a transparent, accountable and participatory way, the execution somehow does not coincide with the village functionaries and dwellers' preparedness in implementing the process. The unpreparedness is caused by the limited capacity and quality of the human resources in managing the Village Fund Allocation. This study was conducted by using descriptive analysis along with qualitative approach to determine the accountability in the management of the Village Fund Allocation in Ledokombo village, and the factors that can inhibit and support the management process. In addition, the data collection method that was applied was triangulation technique with interview, observation and documentation. M. Natsir was one of the most prominent figures in religious discourse and movement in Indonesia. He was ada’wa reformer as well as a politician and a statesman. His most well known ideas were about the relationship between Islamand state, Islam and Pancasila, and his idea on da’wa. He stated that a country would be Islamic because of neither itsformal name as an Islamic state nor its Islamic state principles. The principles of the state could be generally formulated aslong as they referred to the Islamic values. Natsir also stated that the essence of Pancasila didn’t contradict with Islam; evensome parts of it went after the goals of Islam. However, it didn’t mean that Pancasila was identical with Islam. In relation toda’wa, he stated that it should be the responsibility of all Muslims, not only the responsibility of kiai or ulama. To make a da’wamovement successful, he suggested that it needed three integrated components; masjid, Islamic boarding school, andcampus.

What innovative policy tools can be introduced so that the provision of local services will mitigate inequality among residents of different localities? Based on the ‘new localism’ approach, this article examines one such tool—a mandatory national standard for services provided by local authorities (a ‘service basket’)—and suggests that the implementation process should consider local variation and autonomy. The novelty of our approach lies in including both objective and normative considerations in the methodological instrument that we developed to capture these two dimensions. This innovative methodology also enabled us to estimate existing service gaps among local authorities and the burdens some will face upon instituting a mandatory service basket.
