In order for all to be included according to their needs and specificities, the objectives proposed by school education must be directed to the recognition and problematization of differences. The objective of this study was to analyze the implementation of programs and actions proposed in the scope of the National Policy of Special Education from the perspective of Inclusive Education (BRASIL, 2008), in a school located in a small municipality in the west of São Paulo. The methodology consisted of formative intervention on public educational policies, programs and actions in an inclusive perspective, and participant observation to follow the actions developed by the school management team, based on a qualitative approach. The programs and actions of the Ministry of Education are effective, since they aim to contribute and help with the guarantee, not only of access, but also of the permanence with the quality of students in the school context.

We are living today the challenge of instrumentalizing schools in a way that meets all the subjects respecting diversity. It is up to school management to work collectively to consolidate public educational policies that ensure the right to education for all. Managing actions become even more necessary when we perceive the increase of students with disabilities who reach the Youth and Adult Education Mode, leading us to understand the role of the management team in the construction of an inclusive school. The objective was to analyze the planning of actions of the school that contemplates the realization of the national policy of special education with focus on the execution and evaluation of these actions. Through of a qualitative approach and study of multiple case, in two municipal schools in Salvador, involving 16 subjects, we investigated if the official documents of the school contemplate actions that aim the inclusion of the person with disability in the EJA and how the management team manages the resources for the reach of them. The research reveals the need to redefine the internal performance of the manager, to achieve bigger articulation between the school management and the municipal secretaria for the implementation of an inclusive education in the EJA.

The world of education in Indonesia cannot be proud of itself, many international reports show the level of education in the middle category (for example UNDP & GTCI). In fact, this concern is bigger when looking at the facts on the ground, how many problems and shortages in Indonesian education are, and the most terrible thing is the quality of the teaching force. This study seeks to show evidence, how to portray the competence of educators in Indonesia. Can a certification program increase the knowledge and abilities of educators? This is the main topic of research. So that we can see, to what extent are the roles of the government, the ministry of education, the schools, and the teachers themselves, trying to improve their professionalism, so as to make a real contribution to realizing a smart and prosperous society. To that end, a qualitative approach was taken. Namely, a research process that uses an empirical approach, in order to reveal the real situation. The results showed that the certification program was not interpreted as an effort to increase competence, but rather to improve welfare

O artigo discute a gestão escolar na perspectiva freireana a partir do estudo de casos múltiplos envolvendo escolas públicas de Salvador, Bahia, utilizando abordagem qualitativa e baseado na questão de como a gestão escolar municipal tem efetivado a gestão democrática considerando a perspectiva freireana de participação popular. O estudo visou refletir acerca da concretização da gestão escolar democrática envolvendo a participação dos sujeitos da Educação de Jovens e Adultos (EJA). A pesquisa demonstrou que para alcançar uma perspectiva freireana na gestão escolar é necessário que o diálogo e a participação estejam presentes, condições essenciais para que a democracia seja vivida e experienciada com a participação efetiva dos sujeitos da EJA na condução dos processos de gestão da escola, com vistas a auferir uma educação mais humanizadora, includente e que tencione atender aos reais anseios dos estudantes.Palavras-chave: Gestão escolar democrática. In this study, we analyzed the relationship between the management team of a State School in Minas Gerais and the families of the students, identifying perceptions about their own performance and the participation of families in the institutional scope. To this end, the theoretical-methodological axis is characterized by a case study, with a descriptive approach and a qualitative approach, based on a corpus consisting of information from seven Basic Education Specialists (BSE). Thus, we found that the management team, in general, admits the essentiality of family participation at the institutional level. However, according to the findings of this research, conflicting situations are evidenced between school members and family members/guardians of students, which demonstrates the constant need for school debates on interpersonal relationships, even with the possibility of stirring up controversies and causing confrontations of ideas, given the need to put democratic guiding principles into practice, through communicability.

This research is motivated by the low quality of education in Indonesia, especially primary education. Improving the quality of education is a must to meet the needs of schools and communities. One of the efforts made to make schools an active forum in improving the quality of education is strategic planning. This study aims to explore school strategic planning, analyze, and plan strategic planning in improving the quality of education at SDN Jetis Bantul. Researchers used descriptive research with a qualitative approach. Data collection techniques in this study were in-depth interviews, participant observation and documentation. This study's subjects were the principal, members of the principal's work deliberation, supervisors, teachers, and the school committee. Data analysis techniques used are data, data reduction, data presentation, drawing conclusions and levers. The results show that: (1) strategic planning is carried out by making an annual work plan following the vision, mission and goals of the school formulated at the beginning of the school year, forming a school development team, implementing school planning by educational procedures, developing development and coaching results achieving goals. (2) implementing school management strategies to diagnose systematically, plan, design and compile documents, establish policies, motivate educators and education personnel, allocate human resources, and develop a supportive strategic culture. (3) The evaluation of the school management strategy is carried out by analyzing its suitability with the strategic plan; the evaluation results used to assess a program, improvements, or colours. Supporting strategic planning factors are excellent support from students, teachers, supervisors, committees, student guardians and the school environment. The obstacle encountered in school strategic planning is the problem of the improper formulation. The school collaborates with the school committee and student guardians to solve these inhibiting factors to overcome this.

Inclusive education is one form of special education in Indonesia to provide opportunities for children with special needs to get an education. But the reality faced by inclusive schools in management and implementation has not been satisfactory. Many things are not in accordance with predetermined standards. In this study using a qualitative approach with a case study design. The research technique was carried out by non-participant observation, in-depth interviews and documentation studies. The results obtained show that the management of inclusive schools is still unsatisfactory such as the lack of facilities and accessibility of children with special needs, special educators, special assistant teachers. This will certainly affect the quality of education, learning processes, and evaluations carried out so that certain stages also have an impact on the outputs and outcomes of students with special needs

The purpose of this article is to discuss the basic and essential contents of the policy of inclusive education in Indonesia. Inclusive education is the recent worldwide agenda for educational reform toward the no-discrimination in education. Regardless of any condition and circumstances, it is guaranteed that every child has the right for education, as it is also clearly highlighted in the global program of Education for All (EFA). This paper is a content and analytic review on the national policy of inclusive education towards the education for all in Indonesia, i.e the Regulation of National Ministry of Education (PERMENDIKNAS) Number 70 Year 2009. Number of schools implementing the inclusive education policy has significantly increased, supported also by the province and district related regulations. However, the context of the policy of inclusive education as the major guideline for the policy implementation lead to various and even narrowed perspective on the concept of inclusion. Inclusive education is still discussed more in term of learners with disabilities only. Much progress has been made, yet it is still much left to be accomplished to achieve the fundamental and universal rights on education to all society.

Indonesia’s education sector has been experiencing development, but the inclusive segment needs more support since the number of disabled students are rising while the readiness of schools to nurture them seems underperformed. The main problem is the discrepancy between school educators’ competence and the special needs of students. In the west, it is common for school to have a collaborative consultation to overcome such problem. It interconnects collaborators in an equal position to reciprocally develop the best solution for existing problems. This paper aims to promote the term for education stakeholders in Indonesia.

<div><p><em>The National Policy of Education (1986) had emphasized upon continuous and comprehensive evaluation (CCE) for the improvement of the quality of school education [1]. Continuous and comprehensive evaluation is an education system newly introduced by the West Bengal Board of Secondary Education (WBBSE) [2]. It emphasizes two fold objectives - Continuity in evaluation and assessment of broad based learning. The present investigation was taken to study the difference of attitude towards the acceptance level of continuous and comprehensive evaluation (CCE) system among the students of three randomly selected schools of Hooghly District of West Bengal. The investigators prepared standardized questionnaires for the purpose of the present dissertation. The students’ attitude, reflected in the questionnaire, was analysed statistically with IBM SPSS Statistics Version 20.0.</em></p></div>

Visi dan misi merupakan tujuan akhir, yang menjadi pedoman bagi aktivitas sekolah dan dapat difungsikan sebagai dasar kekuatan mutu layanan ke peserta didik. Namun, banyak sekolah hanya menjadikan visi dan misi sekadar “ada”, tetapi tidak menjadi pedoman yang bermakna bagi penyelenggaraan pendidikan. Sekolah hanya melaksanakan rutinitas tanpa tahu makna dari pelaksanaannya. Bagaimana sekolah mengembangkan kapasitas manajemendalam membangun pemahaman visi misinya? Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis kapasitas manajemen sekolah dalam membangun pemahaman visi misi. Penelitian ini menggunakan pendekatan kualitatif dengan studi kasus. Metode pengumpulan data yang digunakan adalah wawancara, observasi lapangan, dan studi dokumen/artifact. Uji keabsahan data dilakukan dengan kredibilitas, transferabilitas, dependabilitas, dan konfirmabilitas. Hasil penelitian menunjukkan bahwa sekolah yang membangun pemahaman visi misi berdasar nilai-nilai luhur pendiri lebih memiliki dasar kuat untuk pengembangan. Kata kunci : visi, misi, kapasitas manajemen sekolah The vision and mission is the ultimate goal, which serve as guidelines for school activities and can be used as the basis of the strength of the quality of service to learners. However, in many schools, the vision mission just "exist" but not be the meaningful guidelines for the implementation of education. The schools just execute school routines without knowing the meaning of the implementation. How is the capacity of school management in building understanding of the vision and mission? The goal of the research is to describe and analyze the capacity of school management in building understanding the vision and mission. This study used a qualitative approach with case studies. Data collection methods used are interviews, observation, and study of the documents/artifacts. The validity of the data is done with credibility, transferability, dependability, and confirmability. The results shows that schools which establish vision and mission based on noble values of the founders have strong base for the development. Key word : vision, mission, the capacity of school management
