ABSTRACTThis is a study of the prevailing state pension systems in Britain and the US in the context of a philosophy of welfare that has developed over the last decade. In this philosophy state welfare systems are justified in terms of their maximizing liberty and autonomy rather than merely social justice. It is argued that the state earnings-related pension scheme in Britain and social security in the US, because they are ‘unfunded’ and paid for out of current taxation, are not merely inefficient but also reduce the independence of individuals and impose high burdens on future generations. It is argued that no philosophical justification can be given for this imposition. The major theoretical flaw in state-managed pension arrangements, it is claimed, is the confusion of the welfare principle with the insurance principle.

Modern society can be identified as a capitalist civilization, rapidly developing through the accumulation of capital in the process of entrepreneurial (primarily innovative scientific and technical) activities, which radically transformed the world around us and ensured the progress of mankind. Fighting against the closed elite-hierarchical religious system of the Premodern (traditional society), Modern (capitalism) raised the slogan: Freedom, Equality, Fraternity, which, according to its ideologists, could be realized on the basis of the secular democratic structure of society and scientific and technological progress. The article says that ultraeconomics is an economy that is not justified by anything (labor, capital, innovation etc.). The necessary condition for the victory of ultraeconomics was the destruction of scientific and rational reason, morality and conscience. This dirty work was done by countermodernism and ultra-liberalism. The victory of countermodernism, ultra-liberalism and ultra-economism led to the state of Postmodernism, and then to the global financial and economic crisis, the way out of which is impossible in the Postmodern paradigm.

This paper the concept of risk as applied to an understanding of the nature and changing relationship between social welfare and youth in the United Kingdom. The paper begins by drawing on the sociological work of Ulrich Beck (1992) in order to examine how changes in modern society have led to what has been coined the ‘risk society’. The paper then assesses historical narratives of social welfare which positioned younger individuals in society. The paper moves attention to examining neo-liberalism in contemporary times as a key feature of the ‘risk society’ and the recasting of the state, welfare agents and younger people. In particular, the paper observes the rise of managerialism and consumer narratives that are central to neo-liberalism and management of social welfare yet are indicative of risk. The paper concludes by arguing for an interface between risk and a critical sociology of youth.

Rise of globalization has a positive impact but also has a negative impact on all sectors, particularly law enforcement in Indonesia. Law enforcement practice continues without an adequate basis resulting in injustice. Efforts are needed as preventive and curative measures That is Pancasila Justice manifestation strengthening law enforcement in the contemporary era. That is normative research method with a philosophical approach, approach to the concept and approach to the case. Results obtained that law enforcement must prioritize the implementation of the noble values of Pancasila which leads to the achievement of equitable realization of the state (welfare state).Keywords : Pancasila Justice, Law Enforcement, Contemporary Era.INTISARIDerasnya arus globalisasi memiliki dampak positif namun juga memiliki dampak negatif terhadap semua sektor, khususnya penegakan hukum di Indonesia. Praktik penegakan hukum juga terus berlangsung tanpa landasan yang memadai sehingga mengakibatkan ketidakadilan. Maka diperlukan upaya sebagai langkah preventif dan kuratif yakni penguatan manifestasi Keadilan Pancasila dalam penegakan hukum di era kontemporer. Metode penelitian yakni yuridis normatif dengan pendekatan filosofis, pendekatan konsep dan pendekatan kasus.
