In April 2000, soon after taking office, the Labour-Alliance coalition government announced the establishment of the Tertiary Education Advisory Commission (TEAC) with a brief to develop a strategic direction for tertiary education. After a decade of neoliberal policies of decentralisation and marketisation, this heralded a new policy direction that has been described as New Zealand’s version of the Third Way. The new direction was to take account of economic globalisation, technological change and the need for New Zealand to become a knowledge-based society. To this end, the TEAC produced four reports before completing its work at the end of 2001. This article reviews and critiques those reports and concludes that the TEAC’s proposals could produce a highly centralised and regulated system with the potential to destroy the independent role of the universities within a democratic society.

In 2013, the Massachusetts Office of Coastal Zone Management (MA CZM) undertook an assessment of the 2009 Massachusetts Ocean Management Plan (Plan) in preparation for a Plan Amendment. As one phase of the Plan Assess- ment process, MA CZM coordinated with SeaPlan to conduct semi-structured interviews with members of the Massachusetts Ocean Advisory Commission (OAC) and Massachusetts Ocean Science Advisory Council (SAC) to assess their perspectives on Plan performance. Interviewers from SeaPlan’s assessment team contacted advisors and asked questions about the Plan, focusing on the Plan’s development process, the Plan’s implementation and recommendations for a fu- ture amendment to the Plan. The assessment team coded and analyzed responses to identify perspectives and insights held by OAC and SAC members. Overall, OAC and SAC members were very satisfied with the CZM staff’s competency to develop the 2009 Plan and the staff ’s administrative execution. OAC and SAC members appreciated the focused effort to produce a quality plan specific to Massachusetts’ habitats, economy, and stakeholders. Results of this assessment, coupled with a review of the Massachusetts Ocean Management Plan conducted by CZM, provides valuable context and insight for the plan amendment process.

Fish and invertebrates are subject to a wide range of disease agents. Many of their diseases are probably local in origin although a lengthy list of infections were probably imported via the vast array of exotic species which have been transferred to virtually all areas of the world. Since ail living organisms carry a full suite of microorganisms and larger parasites the likelihood of there being pathogens for local species among them is good. Introductions can occur in at least one of three separate ways: (1) intentional introductions for specific purposes, (2) accidental transport of biological agents via massive transfers of ballast waters or (3) through the ornamental or aquatic pet trade. Control measures and information services devised by the International Council for the Exploration of the Sea, the European Inland Fisheries Advisory Commission and the Office International des Epizooties are described.

The Corrections Task Force report of the 1973 National Advisory Commission contained numerous recommendations for changes in correc tional institutions. This paper examines three sets of proposals that can be implemented without altering existing institutional populations: stan dards for the design of correctional institutions, standards for inmates' academic and vocational education, and standards for the provision of legal services, materials, and procedures for offenders in criminal cases, civil matters, and institutional disciplinary and grievance hearings.
