Exploring the Status of Public Participation in Climate Change Adaptation Governance in Coastal Region of Bangladesh Using the Social Ecological Inventory Tool

ABSTRACT Within the context of the work and achievements of James Croll, this paper reviews the records of direct observations of glacial landforms and sediments made by Charles Lyell, Archibald and James Geikie and James Croll himself, in order to evaluate their contributions to the sciences of glacial geology and Quaternary environmental change. The paper outlines the social and physical environment of Croll's youth and contrasts this with the status and experiences of Lyell and the Geikies. It also outlines the character and role of the ‘Glasgow School’ of geologists, who stimulated Croll's interest into the causes of climate change and directed his focus to the glacial and ‘interglacial’ deposits of central Scotland. Contributions are outlined in chronological order, drawing attention to: (i) Lyell's high-quality observations and interpretations of glacial features in Glen Clova and Strathmore and his subsequent rejection of the glacial theory in favour of processes attributed to floating icebergs; (ii) the significant impact of Archibald Geikie's 1863 paper on the ‘glacial drift of Scotland’, which firmly established the land-ice theory; (iii) the fact that, despite James Croll's inherent dislike of geology and fieldwork, he provided high-quality descriptions and interpretations of the landforms and sediments of central Scotland in order to test his theory of climate change; and (iv) the great communication skills of James Geikie, enhanced by contacts and evidence from around the world. It is concluded that whilst direct observations of glacial landforms and sediments were critical to the long-term development of the study of glaciation, the acceptance of this theory was dependent also upon the skills, personality and status of the Geikies and Croll, who developed and promoted the concepts. Sadly, the subsequent rejection of the land-ice concept by Lyell resulted in the same factors challenging the acceptance of the glacial theory.

The visibility of young people in climate change debates has risen significantly since the inception of the Fridays for Future movement, but little is known about the diversity of positions, perspectives and experiences of young people in Ireland, especially with respect to climate change adaptation planning. To close this knowledge gap, this article first interrogates key emergent spaces of public participation within the arena of climate action in Ireland in order to identify the extent of young people’s participation and whether any specific consideration is given to disadvantaged groups. It then tests the impacts of workshops specifically designed to support disadvantaged young people’s engagement with climate change adaptation which were rolled out with a designated Delivering Equality of Opportunity in Schools school in inner-city Dublin, Ireland. We found limited attention to public participation in climate change adaptation planning generally, with even less consideration given to engaging young people from disadvantaged communities. However, positive impacts with respect to enhanced knowledge of climate change science and policy processes emerged following participation in the workshops, providing the bedrock for a greater sense of self-efficacy around future engagement with climate action amongst the young people involved. We conclude that what is needed to help ensure procedural justice around climate action in Ireland are specific, relevant and interactive educational interventions on the issue of climate change adaptation; interventions which are sensitive to matters of place and difference.

AbstractIndonesia is one of the most disaster-prone countries where 1,782 disasters occurred between 2002 and 2007. The devastating impacts of the disasters, particularly the earthquake in Aceh and Yogyakarta, attracted public participation from various institutions.  The high participation of the institutions to some extent caused program ineffectiveness as many of those institutions have overlapping roles and fight over funding and beneficiaries. This paper will critically examine why networking is important in climate change adaptation based on the lessons learnt of disaster response in Aceh and Yogyakarta earthquake. This paper argues that the participation of stakeholders needs an effective networking. Networks are certainly becoming necessary in disaster intervention to avoid overlapping roles and conflict of interest between institutions involved in disaster response. Networks in community levels also become social capital that increases community’s resilience upon disaster. Keywords: disaster, intervention, social capital

This chapter provides an overview of issues surrounding the mainstreaming of climate change adaptation in the agriculture sector with focus on India. The status of adaptation research focusing on triggers of adaptation and adaptation strategies, such as innovation, adoption of technologies, risk management, and migration, are discussed. The chapter then deliberates on approaches for mainstreaming climate change adaptation policies, namely, climate-proofing, climate-first, and development-first. The wide-ranging budgetary requirements made by the State Action Plans on Climate Change for the agricultural sector highlight the need for a coherent approach for assessing adaptation budgets, along with the establishment of climate and disaster cells in the line departments of the state governments to integrate the climate risks with the developmental plans.
