Climate change is posing a threat on present and future food security in low income countries. But, the actual effect of the climate change on food security is not known. Using secondary data reported by the government, the paper examines the effects of climate change on food security in Nepal in the context of policies of commercialization of farm production. Statistical analysis is used to delineate the situation of food security in the country and regression analysis for exploring the effects of global warming on domestic production of major cereals. The results are discussed at global, national, household and individual levels empirically and qualitatively. The results suggest that a rise in minimum temperature decreases the productivity of rice increasing threat of food insecurity. The paper suggests some policy measures for improving food security situation in the country and open up some areas for further research. Purpose The paper aims to explore the long-term prospects of mobile broadband adoption in a developing country. The supply-side and demand-side policy measures are recommended to counter the challenges to broadband adoption. Design/methodology/approach Methodologically, this study uses document analysis to explain secondary data including growth statistics, trade literature and previous scholarly research. Based on the growth statistics of broadband and the informed market insights, the research discusses the prevailing market threats and recommends counter measures to improve the long-term prospects of broadband propagation. Findings The growth of mobile broadband is settling down in Pakistan due to various barriers like cost, literacy, security and unavailability of local content. Collaborative efforts are required by the government, the service providers and the people to enhance the adoption of broadband service and secure economic benefits of the broadband. Practical implications The research offers useful implications for managers and policymakers in Asian and African developing countries; the policy measures discussed here may serve as guidelines for them in the design of their own policies regarding broadband supply and demand. Originality/value The study makes an effort to examine the broadband growth in a developing country on the basis of both quantitative and qualitative aspects. The research endeavors to fill the gap on the particular scholarship of research covering potential uptake of broadband services and the effects of constraining elements to broadband adoption in a developing country.

The MSME sector occupies a position of strategic significance in the Indian economic structure. This sector contributes nearly eight per cent to country’s GDP, employing over 80 million people in nearly 36 million widely-dispersed enterprises across the country; accounting for 45 per cent of manufactured output, 40 per cent of the country’s total export, and producing more than 8000 valueadded products ranging from traditional to high-tech. Furthermore, these enterprises are the nurseries for innovation and entrepreneurship, which will be key to the future growth of India. It is also an acknowledged fact that this sector can help realise the target of the proposed National Manufacturing Policy to enhance the share of manufacturing in GDP to 25 per cent and to create 100 million jobs by the end of 2022, as well as to foster growth and take India from its present two trillion dollar economy to a 20 trillion dollar economy. Despite the sector’s high enthusiasm and inherent capabilities to grow, its growth story still faces a number of challenges. In this light, the present paper examines the role of Indian MSMEs in India’s economic growth and explores various problems faced by the sector. The paper also attempts to discuss various policy measures undertaken by the Government to strengthen Indian MSMEs. Finally, the paper proposes strategies aimed at strengthening the sector to enable it to unleash its growth potential and help make India a 20 trillion dollar economy.

Purpose This paper aims to focus on the concept of abolition of black money and the demonetization movement started in India for cleaning black money and its impact on corporate world and Indian economy. It discusses the corporate governance effect of the demonetization scheme and various policy measures taken by the government to unearth and curb the black money in the country. It also states the challenges in its process of implementation and implications for future. Design/methodology/approach It appraises and reviews the concept of demonetization and its process in India since its implementation on November 8, 2016. Findings The biggest positive effects of this move were eradication of stocked and staked up money, cleansing of the financial system and improving governance in India. But its implementation had mix outcomes with its own challenges for future improvement. Practical implications The lessons drawn from the experience are expected to pave way for the countries at large. Originality/value It is an original paper on demonetization in India, and it is hoped that the lessons learnt thereof will pave the way for the world at large.


Malaysia is one of the developing countries which has the fastest growth rate. It is in its last miles to achieve its goal to become a high-income advanced nation by 2020. The country has enormously reduced its poverty rate and curtailed its inequality gap shaped by various policies and initiatives. With the rate of the poor is now less than one percent, the focus has reoriented to elevate the bottom 40 percent (B40) households to middle-income households. Various initiatives have been strategised to address the B40 which also include innovation initiatives that are aimed at addressing the marginalised in Malaysia. The initiatives seek to provide the marginalised with better access to services and products and job opportunities by empowering them to contribute to society. Hence, this paper seeks to take stock the government policy measures as well as the initiatives by reviewing the relevant documents. The findings show that the existing government innovation efforts are aligned with the national and global agenda on sustainable development, where inclusivity and sustainability remain as its main agenda. The authors proposed an integrated framework of implementation to serve as a tool to guide policymakers for better implementation in the future

he planned economic development during the 40 years period (1950-91) has showed a mixed scenario. For example per annum growth in GDP during first fifteen years 1950-65 was found at 4 percent while during the period 1967-80 it declined marginally and stood at merely 3.45 percent per annum. However the decade of eighties which witnessed improvement in Agricultural sector, Mining & Manufacturing sector, Service sector and Export sector has resulted in 5.46 per cent per annum growth in the GDP. In this connection it is significant to observe that the overall growth in GDP during the period 1950 to 1991 was not very impressive due to constant pulls and pressures. In the early 1991, Indian economy faced several economic crises, like fiscal imbalances, mounting inflationary pressures and severe balance of payment crisis etc. The congress government, which assumed office at the end of June 1991, responded quickly to these problems. As a rescue measure, a series of new policy measures were announced in July 1991 by the government of India. These are also known as Structural Adjustment Programmes (SAPs) of 1991.The major thrust of present paper is to evaluate the performance (for the period 1950 to 2006) as well as determinants (for the period 1975 to 2006) of Gross Domestic Product (GDP) of Indian economy.

ABSTRACTThis paper discusses the notion of paternalism, and its application to the evaluation of social policies. It attempts first to define the concept, using Mill's distinction between self- and other-regarding actions. A paternalistic policy is one in which the government renders a self-regarding action less eligible for a citizen, with the intention of benefiting the citizen in question. This concept is then applied to the analysis of redistribution by means of social policy measures. Two questions are discussed: (a) whether any redistribution must be paternalist, and (b) whether redistribution in kind is more paternalist than redistribution in cash. It is argued that paternalism need not be the explanation for the policy in either case. Finally three criteria are specified in terms of which paternalistic interventions by the state might be assessed as justified or not.

The scientific objective of the research is to carry out the country's fiscal space for the study of public finance policy affects the context of sustainable development. The selection and topicality of the research issue is justified by the fact that each country's sustainable development is affected by the government's policies. One of its main components is fiscal or budgetary policy. Traditionally, it is defined as the money required for setting revenue and expenditure policy that is needed to ensure the government operation, but the economic interpretation says it is the economy regulation system through taxes and government spending. It is emphasized that it is closely linked with the state's role in the redistribution of society profits, determining the state budget's proportion in the gross domestic product, defining objectives for the common tax burden, budgetary expenditure, allowable deficit, volume, and structure of the government debt. In addition, the concept of “fiscal space” correlating with application of the fiscal policy measures becomes topical. Thus, the government is able to influence income of both the society generally and certain groups of residents, their purchasing power and impact on economic development in general. It defines the need of concept fiscal space.

Keeping in view the political shifts in the wake of 9/11 incident, new social and political trends/concepts have emerged which affected the nations across the world particularly the Muslim world, wherein a wave of extremism and conservatism was seen to be set in. In consequence, Pakistan embarked upon to make reforms in the curriculum to avoid that wave. Accordingly, Musharraf government has adopted education reform under the banner of enlightened moderation and introduced curriculum to construct Pakistani nationalism in the context of liberal citizenship to curtail the issues like extremism and conservatism spread under the slogan of Islamization. This study pinpoints the overall impact of Musharraf policy changes upon curriculum and its role in the construction of liberal citizenship. This study uses secondary data in the shape of policy texts and curriculum of social studies. This study uses discourse analysis to analyse policy text and curriculum. The findings of the study have pointed out that the government has introduced modern contents such as life skills and scientific knowledge to tackle prevailing issues by removing biased and outdated contents from existing curricula. This study has recommended that effective policy measures to construct liberal citizenship should only be realized with effective implementation.

The Government Stay-at-Home policy regarding the COVID-19 pandemic has seemingly aggravated the plight of the homeless, especially in Nigeria that has about 108 million homeless people who require special attention. Observations show that most of them situate randomly across urban centers in Nigeria and have no access to pronounced shelter, healthcare facilities, hygiene materials, and defined source of income. In response to the global COVID-19 pandemic currently ravaging many countries, most governments adopted the Stay-at-Home policy among some other policy measures that were recommended by the World Health Organization toward containing the spread of the virus. Given the COVID-19 Stay-at-Home policy of Nigerian Government, this study looked into the plight of the homeless-poor with a view to evolve an inclusive pro-poor housing strategy for the country. Findings show that the homeless poor have negative perceptions of the Stay-at-Home policy, which they see as being rather inimical to their survival. The study highlights lack of space and shelter as major reasons for their aversion to social distancing. Their reasons have serious implications for compliance to the COVID-19 Stay-at-Home policy as well as the spread curve of the virus. The study therefore recommends a review of the COVID-19 Regulation toward incorporating “Pro-Poor Housing Provisions” measures strictly for the homeless poor in the country. Strong collaboration between government and established institutions, such as Government-Church/Mosque strategy, is also recommended.
