This chapter analyses the role of electricity storage as an innovative strategy to attain the Mexican Government’s goals regarding carbon dioxide emission reduction and energy transition. The survey includes the analysis of the different electricity storage technologies as well as the legal framework governing electricity storage as the fifth link of the energy supply chain from a comparative perspective. The authors discuss whether energy storage is a generation or a distribution/transmission asset. The chapter also analyses Mexico’s experiences in energy storage and briefly describes the way it is regulated in other jurisdictions. Finally, the authors propose the regulation of energy storage as a separate licensed activity.

The popularity of the Power Line Communication (PLC) system has decreased due to significant deficiencies in the technology itself, even though new wire installation is not required. In particular, regarding the request for high-speed throughput to fulfill smart-grid requirements, Broadband Power Line (BPLC) can be considered. This paper approaches PLC technology as an object of simulation experimentation in the Broadband Power Line Communication (BPLC) area. Several experimental measurements in a real environment are also given. This paper demonstrates these experimental simulation results as potential mechanisms for creating a complex simulation tool for various PLC technologies focusing on communication with end devices such as sensors and meters. The aim is to demonstrate the potential and limits of BPLC technology for implementation in Smart Grids or Smart Metering applications.

Between the 1970s and the 2000s, Costa Rica became established as the world’s leading ecotourism destination. This article argues that although Costa Rica benefited from biodiversity and a pleasant climate, the country’s preeminence in ecotourism requires more than a natural resource endowment explanation. While previous literature has emphasized the efforts of the government and nongovernment organizations, this article demonstrates the critical role of small entrepreneurs in the co-creation of the industry. Making extensive use of oral history, the article explores the role of tour companies in drawing affluent Western ecotourists to the country, and of the creators of ecolodges and other forms of accommodation in providing them with somewhere to stay. Clustering created positive externalities, drawing new entrepreneurs into the industry who could also learn from knowledge spillovers. There were downsides to the new industry. The creation of the national image of a natural paradise enabled many businesses which were not environmentally sustainable to free ride on the green image.

Agglomeration economies are positive externalities associated with the co-location of firms within a bounded geographic area. Traditionally, these agglomerative advantages have been expressed in terms of pecuniary externalities and they have been identified as one of the key sources of geographical cluster (GC) competitive advantage. However, in the last years the basics of competition are changed and the ability of firms to create new knowledge is more crucial for success rather than the efficiency in production. This has shifted the attention of scholars on the role of knowledge and learning in GCs. In line with these studies, this chapter suggests that agglomeration economies are related to both pecuniary externalities and knowledge-based externalities. The latter are benefits that co-located firms can gain in terms of development of knowledge. To investigate whether knowledge-based externalities affect geographical clustering of firms, an agent-based model is developed. By using this model, a simulation analysis is carried out.

Skill upgrading, the increase in the percentage of skilled workers in the employment population, boosts the economic growth of developing countries and sustains their industrial competitiveness. The international economics literature discusses the effects of international trade on skill upgrading, ignoring the potential role of agglomeration externalities. This paper takes China as a case study, which has been encountering a serious challenge about how to strengthen its industrial competitiveness in the world through skill upgrading as its population dividend decreases. The panel data of 2005, 2010 and 2015 from prefecture-level cities in China were used for regression analysis to explore the benefits from agglomeration externalities, including specialization and diversification effects, on skill upgrading. The results show that both the specialization effect and diversification effect do promote skill upgrading. Furthermore, there are significant differences in the influence of local agglomeration externalities across different regions, and the positive effect brought about by specialization externalities is usually dominant in undeveloped, inland or small cities, compared with the diversification in developed or coastal cities. Besides, manufacturing agglomerations exhibit positive externalities to skill upgrading mainly through specialization, while the service agglomerations mainly promote skill upgrading by means of diversification.
