Historians and political scientists have already begun to explore different aspects of modern Austria's political culture. But as Helmut Konrad has reminded us, this relatively new concept is loosely defined; he considers “political culture” to mean “the values held by individuals, groups, and society as a whole that affect the behavior of peoplewithin and in relation to the political system of a country.” Lucian Pye stresses the behavioral approach in political analysis to make “more explicit and systematic” our understanding of “such long-standingconcepts as political ideology, national ethos and spirit, national political psychology, and the fundamental values of a people.”

In 1993 Russia announced the westernization of its political system. Its main institutions were enshrined in the Constitution of the Russian Federation (democracy, republic, separation of powers, rule of law). However, the researchers note that the reform failed. Russia only simulates the transition to Western standards of life. The author of the study sets himself the task of identifying the reasons for failure in the nature of the country's political culture. Applying a dialectical and materialistic approach to the problem, the author reveals the influence of the economic system of the country, the social structure of society, imitative changes in the political system, socialization, and traditions of society on the nature of the political culture of Russia. Based on his previous research, the author introduces a number of new explanatory theories. In his opinion, the movement towards the Western model is slowed down by the administrative class which does not want to lose its dominant position. It is not ready to move to a competitive political system, in which it loses its power and turns into a bureaucracy dependent on public politicians representing society. The service intelligentsia is engaged in spreading the public consciousness that is beneficial to the administrative class. Together, they support the type of consciousness of the population that is beneficial to them. Western political ideology is spread in society by the civil intelligentsia, but its significance is not great. The majority of the population agrees with the rule of the administrative class and votes in support of it. Therefore, there is no competitive political system in Russia. The mass consciousness of Russians remains irrational, which allows them to control it with the help of symbolic actions. It retains such archaic features as herd status and infantilism. An infantile person needs a master who decides for him in which direction society will develop, organizes this development, takes care of the population. People express dissatisfaction with this master, but accept his power and obey him. The degree of westernization of Russia's political culture is still very insignificant. The author defines it as 3 points out of 10. The political culture of Russia will be westernized as competitive capitalist relations develop in the country. Competition rules based on the law will gradually be introduced into the political life of the country.

This book is an examination of Britain as a democratic society; what it means to describe it as such; and how we can attempt such an examination. The book does this via a number of ‘case-studies’ which approach the subject in different ways: J.M. Keynes and his analysis of British social structures; the political career of Harold Nicolson and his understanding of democratic politics; the novels of A.J. Cronin, especially The Citadel, and what they tell us about the definition of democracy in the interwar years. The book also investigates the evolution of the British party political system until the present day and attempts to suggest why it has become so apparently unstable. There are also two chapters on sport as representative of the British social system as a whole as well as the ways in which the British influenced the sporting systems of other countries. The book has a marked comparative theme, including one chapter which compares British and Australian political cultures and which shows British democracy in a somewhat different light from the one usually shone on it. The concluding chapter brings together the overall argument.

В работе анализируется сущность политической культуры. Описывается проблема формирования политической культуры Кыргызстана как одной из актуальных тем, на протяжении многих лет. Рассматривается формирование и становление политической культуры Кыргызстана, как очень трудоёмкий и долговременный процесс, обусловленный определенными аспектами политико-культурологического характера. Политическая культура конкретной общности состоит из представлений индивидов, их взглядов, политических ценностей, политической идеологии и символики, политических норм, стандартов, стереотипов. Каждый субъект страны являясь гражданином так или иначе становиться свидетелем и даже участником политической реальности, тем самым на основе этих элементов и опыта человек формирует собственный взгляд и определяет для себя систему ценностей и линию поведения. Макалада Кыргызстандын саясий маданияты коомдун саясий турмушунун маанилүү негиздеринин бири катары каралат. The paper analyzes the essence of political culture. The article describes the problem of forming the political culture of Kyrgyzstan as one of the topical issues for many years. The article considers the formation and formation of the political culture of Kyrgyzstan as a very labor-intensive and long-term process, due to certain aspects of political and cultural character. Тhe Political culture of a particular community consists of individual representations, their views, political values, political ideology and symbols, political norms, standards, and stereotypes. Each subject of the country, being a citizen, in one way or another becomes a witness and even a participant in the intrigue of political reality, thereby the basis of these elements and experience, a person forms his own view and defines for himself a system of values and a line of behavior.

The typical internal structure of factions in a particular culture strongly influences the ability of factions to resolve conflict among themselves. This hypothesis is verified by examination of faction structure in India as contrasted to that in Japan. The argument draws on material from the broad range of contemporary studies of Indian and Japanese party politics and some studies of their bureaucracies as well. The major implication of the findings is that the “political culture” concept can be given a sounder empirical base when related to overt political behavior than when viewed as a matter of political psychology.

ALL POLITICAL CULTURES ARE MIXED AND CHANGING. WHAT IS interesting in the English case, however, is the way in which a veritable army of scholars has seized on the deferential component. Other features in the overall cultural pattern have been neglected. This paper is devoted to an examination of the concept of deference as it is applied to English politics. In particular it will focus on the different meanings that the concept has assumed in the literature describing and analysing the popular political attitudes, and those aspects of the political system, including stability, which it has been used to explain. My concluding argument is that deference, as the concept is frequently applied to English political culture, has attained the status of a stereotype and that it is applied to such variegated and sometimes conflicting data that it has outlived its usefulness as a term in academic currency.

The state has a central place in the political system. Through its structure and positioning the country has the strength to be a unifier of society against its overall division of the various classes and layers, ethnic, cultural and other groups. The legitimacy of all these processes is given by laws that determine the trajectory of all processes and the conditions under which the processes take place. The state, by adopting the highest legal acts such as: the constitution and the laws, achieves one of its most important functions, which is the management of society. The state directs society to promote development, but also punishes and sanction infringements and mistakes. Depending on who exercises power in the state, i.e. whether it belongs to the people, to an individual or to a powerful group, the political system can be determined. The political system in itself includes the overall state relations, the relations in society and the guidelines for the conduct of the policy of the state. A state in which the government is elected by the people through direct elections certainly fulfills the basic requirement for the development of a stable civil society. The political system is one of the sub-systems of the entire civil society. The political system is specific in that all the activities and relations of which it is composed are directed to the state and its functions. The structure of the political system is composed of political and legal norms, political knowledge, political culture and political structure. These elements confirm the strong relationship between the state, the law and the political system. Developed democratic societies can talk about a developed political system that abounds with political culture and democracy. It is the aspiration of our life. Investing in democratic societies we invest in the future of our children. If we separate the subjects of the political system, we will determine that the people are the basis of the political system. All competencies intertwine around people. Political systems are largely dependent not only on the political processes that take place in them every day, but also on the economic performance and the economic power of the states. Economic stagnation or regression in some countries often threatens democracy and its values. We often forget that we cannot speak of the existence of a functioning and well-organized democratic political system without its strong economic support. In conditions of globalization, it is necessary to pay special attention to international positions as the main factor of the political system, for the simple reason that the functions of the state in this process are increasingly narrowing.

The article is devoted to the study of civilized lobbyism formation in contemporary Russia in the context of the political culture peculiarities. The author explains the use of the concept of “civilized lobbyism” from the standpoint of the presence of various interpretations of lobbying in political science, which prevents a clear separation of legitimate and illegitimate forms of interests’ representation, while the object of research is primarily the legal technologies of influence on power. Political culture is regarded as one of the subjective factors determining the functioning of the mechanisms of interests’ representation in the political system, as well as the specifics of lobbying activities in each particular state. The influence of political culture on the process of lobbying in Russia is analyzed not only at the level of political orientations and behavior of individuals and groups, but also at the level of institutional structures. To study the impact of the political culture on the formation of social practices of lobbying, the author refers to the institutional concept of D. North, in which the mechanism of functioning of social and political institutions is revealed through the correlation of formal and informal rules, norms, attitudes and behaviours. In the context of the development of the democratic representation of interests in contemporary Russia particular attention is given to the problem of preserving and dominating historically established authoritarian orientations in the relations of society and power, as well as the traditions of paternalism and clientellism. However, the author believes that it is not correct to reduce the influence from the political culture mostly to the national traditions. It is concluded that the fundamental condition for the development of civilized lobbying in present day Russia is the is the parallel formation of legal foundations and the corresponding matrix of political culture, both at the level of subjects of lobbying relations and at the level of interests’ representation institutions.

Contemporary political governance is increasingly dependent on the trends of global globalization, changing in the context of global migration and constantly creating and changing multinational communities. This article aims to analyze the existing policies of social inclusion that form the basis of political culture, which plays a significant role in the system of modern political governance in the era of globalization. The aim of the paper is to substantiate the importance of changing the political space for creating a policy of diversity and inclusion, aimed at forming a modern political culture that meets the current trends in governance in the era of globalization. The major research issue of this paper is the question of which points of political culture are the most transformative for the modern political system. The article analyzes the dominant features of modern political culture, which should be paid attention to both in theoretical analysis and in making managerial decisions. The research method is an open-ended written expert survey — 23 experts took part in the survey; the volume of the material obtained as a result of the survey is 48,000 words. The analysis and processing of information was carried out using the methods of systematization, problem-management design and the method of identifying problem dominants. Expert interviews allowed us to identify a number of measures that the political authorities can take to strengthen the transformational potential of political culture. These include the creation of political initiatives and easily accessible opportunities for political integration; the development of an inclusive and tolerant society through the reallocation of resources to help various kinds of minorities, aimed at helping them understand and use their rights and responsibilities; and the development of creativity and innovation as the basis of a new type of political culture. The results of the analysis of expert interviews complement modern international research on the formation of a new political culture and its impact on the formation of the political system. As a result of the research, the author comes to the conclusion that modern political culture assumes controlled diversity, and this is the basis for the transformation of the political system in the near future. The main dominants of political culture are the strengthening of the importance of the local and, in particular, the strengthening of the importance of the urban environment; the development of the political culture of migrants; inclusiveness of political communities, especially at the local level.

This chapter shows how structural processes, policies, and national trends intersected with the particular history, geography, and reputation of the Boston area to produce the set of juxtapositions—between history and progress, tradition and technology, open-mindedness and exclusivity, meritocracy and equality—that characterized the physical landscape and political culture of the Route 128 suburbs and the political ideology of many of their residents. It reveals that homeowners' view of themselves in rural Lincoln and cosmopolitan Newton fueled grassroots activism on a range of liberal issues. This sense of individual and collective distinctiveness simultaneously made many residents see themselves as separate from, and not responsible for, many of the consequences of suburban growth and the forms of inequality and segregation that suburban development fortified.
