The Effect of Redistributing Municipalities: the Case of Quebec in the Federal Election of 1968The authors of this article wished to test two hypotheses about the effect of transferring municipalities from one constituency to another, using the case of Quebec in the federal election of 1968. The first hypothesis was that there would be more shifting of votes in municipalities which had been transferred to a new electoral district. The second was that the change in voting in these municipalities would be in the direction of the trend displayed in the new location. Thus, for example, the vote for the Liberal party would increase in a municipality which was now in a constituency that was more Liberal in its voting pattern.The two suppositions were confirmed very clearly for the Conservative vote. However, only the first hypothesis was sustained by the Créditiste vote, while neither hypothesis held for the Liberal vote. The authors suggest that the Conservative vote is more strongly influenced by local circumstances at the regional level of politics. Hence, the impact of redistribution would vary according to the regional (or national) strength of a party.

At the general elections in Belgium, the voter has the possibility to bring out a vote for a party or a vote for a candidate of the party (a preferential vote). At the general elections of December 13, 1987, for the House of Representatives, the voters have voted for 48 % by preference, whereas, for the Senate 38 % of them have done so. The evolution is still stagnating. The use of preferential votes is varying from one electoral district toanother: from 65 % in the district of Tongeren-Maaseik to 33 % in Mechelen.There is also a difference from one politica! party to another. The highest percentage is obtained by the  Christian-democratic parties : 60 % ; the lowest by the ecologists: 23 %.The preferential votes individual candidates obtain differ widely. This is not only as a result of their popularity, but also of their political position and rendering of services.Preferential voting is characteristic to politically conscious voters.

The purpose of the study is to explain the difference in the proportion of women deputies in the representative bodies of different municipalities. The author assesses the impact of the electoral districts size on the gender composition of municipal legislative bodies (dumas). A review of theoretical and empirical works shows that more women are elected to Parliament under the proportional representation system than under the majority system with single-mandate constituencies. According to the author, the decisive factor is not the type of the electoral system, but the size of the electoral district. Two working hypotheses were formulated. According to the first, representative bodies of municipalities, whose elections are held according to a majority system with multi-member districts, will have a higher representation of women than local dumas which are formed on the basis of a majority system with single-member districts. According to the second hypothesis, higher representation of women in the deputy corps of settlements can be associated with the holding of elections under the majority system with multi-mandate districts. To test the proposed hypotheses in the context of municipalities, empirical material was collected. The study was carried out on the data from the Sverdlovsk region. The database of indicators of municipalities of Rosstat, as well as the official websites of local administrations were used as the source of information. The method of multiple linear regression is used as the main research method. The data was analyzed with the Gretl applied statistical program. Statistical calculations have revealed a positive and statistically significant impact of multi-mandate constituencies-based elections on the proportion of women in the deputy corps, which contributes to the study of gender aspects of politics. It is shown that the size of the electoral district is important for the representation of women in the city councils. The article notes that the transition to holding elections of deputies on the basis of a majority system with multi-mandate districts will help increase the proportion of women in municipal representative bodies.

As e-government projects proliferate at all levels of government, and as they transition from voluntary to mandatory participation, close examination is required, particularly the examination of security issues. The CIA (Confidentiality, Integrity, Availability) model offers a framework for examining e-government projects. This study examines the factors impacting security, using as a case study an education information system in the 2003-2004 school year. The study focuses on how CIA factors relate to a host of variables, such as school district size, software selection, technology staffing, technical competence and support, awareness of security issues, and project commitment. For the organizations participating in the project, typical factors of district size and software selection are found to be insignificant, and technical support is identified as one of the key factors promoting security.
