Many cities in the world define themselves as ‘smart.' Is this term appropriate for cities in the emergent Gulf region? This article investigates seven Gulf cities (Kuwait City, Manama, Doha, Abu Dhabi, Dubai, Sharjah, and Muscat) that have once grown rich due to large reserves of oil and gas. Now, with the threat of ending resources, governments focus on the development towards a knowledge society. The authors analyzed the cities in terms of their ‘smartness' or ‘informativeness' by a quantitative survey and by in-depth qualitative interviews (N = 34). Especially Doha in Qatar is well on its way towards an informational city, but also Dubai and Sharjah (both in the United Arab Emirates) make good scores.

Traffic crashes involving heavy trucks long have been a major concern in the field of traffic safety because of their great effect on accident severity. The emirate of Abu Dhabi, capital of the United Arab Emirates, features a unique situation: several roads designed mainly for truck movement. Even though those roads were constructed more than 10 years ago to decrease the severity of truck-related crashes, no prior studies have examined their effects on traffic safety improvements. The goals of this study were to understand better the nature, characteristics, and causes of heavy truck crashes occurring in Abu Dhabi; to identify the factors associated with crash severities; and to examine the probability of truck crashes involving fatalities on truck roads versus on mixed-vehicle roads. Data were analyzed from a sample of 1,426 heavy truck–related crashes with reported fatalities or injuries that occurred in Abu Dhabi between 2007 and 2013. First, conditional distributions, two-way analysis, and odds ratios were performed. Second, ordered probit and structural equation models were developed. Results indicated that the likelihood of truck crashes involving fatalities was 35% higher on truck roads than on mixed-vehicle roads. In addition, findings showed that human error, driver education, location, road type, and road speed variables were significant in affecting the severity of heavy truck– related crashes. Finally, practical suggestions on how to reduce the number of heavy truck–related crashes in Abu Dhabi are presented and discussed.

SummaryThe Houbara Bustard is a winter visitor to the United Arab Emirates. Monitoring its population over large areas is difficult, due to the low density of the species and the nature of its habitat. We examined the possibility of using a network of desert rangers in the western region of the Abu Dhabi Emirate to monitor the population, timing of occurrence and distribution of Houbara Bustards in two consecutive winters. Houbara Bustards arrived in Abu Dhabi in September and moved inland towards the south of the country. The last birds were seen in March. Numbers ranged from 56 to 112 in 1994/1995 and 117 to 235 in 1995/1996. Houbara sightings were not evenly distributed within the region, with consistently higher numbers in sand-dune areas. This habitat is not optimal for Houbaras, where, in the past, they were less often encountered. The level of disturbance associated with more favourable habitats may be one reason why the birds are moving to more remote and inaccessible places. The use of a network of local rangers proved to be invaluable for gathering information on the low density Houbara population over a large area and was a very efficient way of monitoring the status of this endangered species.


Subject Outlook for the renewables sector. Significance The United Arab Emirates (UAE) announced plans to increase its clean energy targets at the World Future Energy Summit hosted in Abu Dhabi on January 18-21. Over the past decade, the country has cultivated a reputation as a 'green' trailblazer in the renewable energy (RE) sector. In 2009, Abu Dhabi launched its drive to transform the UAE into a global leader in the sector, creating an economic blueprint requiring that renewables comprise 7% of energy production by 2020. Impacts The UAE will develop a national carbon market to spur RE investment. Development of world-class RE technology could facilitate advanced technology transfer into other fields. Hydrocarbons exports and petrochemical production will increase, boosting foreign revenues. Significant subsidy cuts and the subsequent reduction in the fiscal burden should enable further RE investment in coming years.

The United Arab Emirates is a smallish Arabic/Islamic country about the size of Maine located at the tip of the Arabian Peninsula. Though currently oil dependent, the country is moving rapidly from a petrocarbon to a people-based economy. As that economy modernizes and diversifies, the country’s underlying social ecology is being buffeted. The most significant of the winds of change that are blowing include a compulsory, free K-12 education system; an economy shifting from extractive to knowledge-based resources; and movement from the almost mythic Bedouin-inspired lifestyle to that of a sedentary highly urbanized society. Led by resource-rich Abu Dhabi and Dubai, the federal government has invested heavily in tourism, aviation, re-export commerce, free trade zones, and telecommunications. The Emirate of Dubai, in particular, also has invested billions of dirhams in high technology. The great dream is that educated and trained Emiratis will replace the thousands of foreign professionals now running the newly emerging technology and knowledge-driven economy.

Nationals represent barely 20% of the population in the United Arab Emirates, but form the economically and socially privileged group of UAE citizens. The Rulers of the seven emirates were able to retain the historical loyalty of the “Emiratis” by advancing the economic development of the individual states, while Abu Dhabi-financed federal development helped to create a viable national state. Democratization is not of the same urgency as in some neighboring Gulf countries.
