Abstract Jakarta is the capital city of the State of Indonesia and fast economy and population growth rate. With these, urbanization continues to increase every year. In this study, we analyse the effect of river normalization on reducing flood risk on the MT. Haryono - Manggarai section based on the Hec-RAS hydraulic model. Boundary Condition applied in upstream river is flow hydrograph with a peak discharge of 561.48 m3/s. In the upstream part, a rating curve is applied from the water level measurement data for the Manggarai Sluice Gate. While in the middle, the lateral flow from the urban drainage channels is inserted. The simulation results show that normalizing the channel can increase the drainage capacity as implied by the decrease in the flood water level. However, downstream there is backwater due to the lack of capacity of the Manggarai floodgate.

Measuring the probability of flood risk is a key issue in the economics of natural disasters. This discipline studies actual and potential effects of natural disasters on the functioning of economic systems. In traditional economic understanding, it is assumed that both the decision making processes and market processes operate within a certain level of access to information. It is also assumed that the effects of certain phenomena are predictable. However, a natural disaster is difficult to predict. It is hard to predict the time of its occurrence, its impact, direct exposure to its effects and finally, its social and economic results. Exposure to a random hazard, combined with the amount of damage resulting from its potential materialization, is called risk. In this study, the authors focus on presenting a method for quantification of the random element of flood risk. We are using measurement data for cross-border areas between Poland and Germany who witnessed a flood of the century in the 1990s. The empirical data illustrate the usefulness and universality of probabilistic quantification methods for flood risk analysis. The analysis of water level is interesting in a much broader context than the hydrological-economic one. In Central Europe, river water level is immediately connected with two other disaster-like phenomena: drought and heavy rainfall. Also, the course of the Oder river is typical for North European Plain. Therefore, the conclusions presented by the authors are universal by nature and describe certain broader phenomena. Employment of methods of probabilistic quantification using extreme values yields very interesting results: flood risk changes dynamically. Five-year period measurements themselves indicate that there are periods of relatively low exposure of the areas to the disaster (with negligible probability 0.02) and periods of disproportionately high risk increase. The risk of exceeding alarm levels and warning levels changes rapidly, reaching as much as 30% in some locations.

The Great East Japan Earthquake of March 11, 2011 generated a massive tsunami wave that severely damaged coastal areas of Japan. Furthermore, the wave propagated into rivers, causing damage upstream far from shore. Videos recorded during this tsunami event were collected and analyzed to estimate the celerity of tsunami propagation in river and on the land. The result shows good comparison with estimation based on theoretical approaches that use water level measurement data. It was found that the tsunami celerity in river is approximately 25–30 km/h, and moved upstream with gradual deceleration. However, wave celerity on land was decreased significantly due to debris and dominant ground friction. The propagation trend in river mainstream and floodplain behaves differently in the location where the mainstream is not parallel to the embankment. Tsunami discharge and velocity in a river induced by tsunami wave were estimated based on continuity equation using the measured water level variation along the Sunaoshi River. The maximum estimated discharge is approximately 152 m3/s with the maximum velocity of 1.4 m/s.

We have studied and analyzed status and metrological supervision of blood glucose monitors, individual devices for a person’s blood glucose level measurement. It has been indicated that nowadays blood glucose monitors like other individual devices for medical measurement are not allowed to be involved in telemedicine public service. This accounts for absence of metrological supervision with these measurement devices in telemedicine. In addition, the key problem is absence of safe methods and means of remote verificaition, calibration and transmission of measurement data to health care centers. The article offers a remote test method for blood glucose monitors using a number of resistors with values correlating with measured blood glucose level. The available method has been successfully trialed in real practice.

Generally, measurement of flow in natural streams is accomplished by measuring the flow depth. Hence, the relationship between the water level and discharge should be obtained in advance. However, in streams with high sediment load, the bottom level may change due to sediment deposition, preventing the single relation between water level and discharge. This paper summarizes the application of a flow-measurement structure for sediment-laden streams. The proposed structure is designed and built in Turkey and has been under operation since 1998 without any sedimentation problem. The agreement between the real data obtained from the structure and the theoretical rating curve is quite reasonable.

Urban agglomeration polders (UAPs) are often used to control flooding in eastern China. The impacts of UAPs on individual flood events have been extensively examined, but how flood risks are influenced by UAPs is much less examined. This study aimed to explore a three-dimensional joint distribution of annual flood volume, peak flow and water level to examine UAPs’ impact on flood risks based on hydrological simulations. The dependence between pairwise hydrological characteristics are measured by rank correlation coefficients and graphs. An Archimedean Copula is applied to model the dependence structure. This approach is applied to the Qinhuai River Basin where UAPs are used proactively for flood control. The result shows that the Frank Copula can better represent the dependence structure in the Qinhuai River Basin. UAPs increase risks of individual flood characteristics and integrated risks. UAPs have a relatively greater impact on water level than the other two flood characteristics. It is noted that the impact on flood risk levels off for greater floods.

Liku kalibrasi debit  merupakan kurva yang menunjukkan hubungan antara tinggi muka air dan debit sungai sehingga dapat digunakan untuk memprediksi besarnya debit pada sungai tersebut. Tujuan penelitian ini adalah untuk mendapatkan persamaan liku kalibrasi debit di DAS Deli. Penelitian ini dilakukan dengan mengukur debit air sungai dan mengambil data tinggi muka air menggunakan alat water level logger dengan pengamatan minimal dua kali dalam seminggu. Debit air sungai pada lokasi penelitian memiliki nilai yang bervariasi yaitu 0,74 - 3,28 m3/detik dengan rata-rata 1,06 m3/detik. Penentuan persamaan liku kalibrasi debit menggunakan beberapa metode yaitu linier, polinomial, berpangkat, logaritmik, dan eksponensial. Hasil dari penelitian diperoleh bahwa persamaan dengan metode polinomial orde dua memiliki tingkat korelasi (r) dan RMSE yang terbaik dengan nilai r 0,986 dan nilai RMSE 0,011. Persamaan rating curve yang diperoleh adalah Q = 18,97(h)2 – 1,372(h) + 0,190.

 The design and construction of a device prototype for a water level measurement system in a tank and controlling a number of garden light analogies has been carried-out and the prototype can be integrated into smarthome system. Three topics are discussed in this paper, including the manufacture, programming, and performance measurement of device prototypes. The formation of prototype of the device is done through wiring integration between electronic devices, in order to obtain the hardware handshacking. Programming the prototype of device is done through the creation of algorithms and preparation of syntax, in order to obtain the software handshacking. The performance of the prototype of device is measured when integrated into the Smarthome system, in order to obtain the hardware and software handshacking. The performance of prototype of the device when monitoring in the form of information about the water level in the water tank with 3 (three) conditions, namely the criteria of "empty", "medium", and "full", while the control in the form of information about the operation of ON/OFF of the LED as an analogy to the lamp garden are done for 3 (three) positions, namely position #1, #2, and #3. The manufactured subsystem prototype can be integrated into the smarthome system when a validation test is performed. Prototype of the device for monitoring and control based-on web that can be integrated into the smarthome system.
