This chapter focuses on the United States’s predominance and the search for order in the post-Cold War period. George H. W. Bush, who came to power in January 1989, concentrated on world affairs and had a series of foreign successes before the end of 1991. Bush’s cautious, pragmatic, orderly approach carried both advantages and disadvantages. On the one hand he escaped any major disasters abroad and avoided antagonizing the Soviet Union or rekindling the Cold War. On the other hand, he seemed to be undynamic and at the mercy of events — he failed to provide a sense of overall direction to US foreign policy once the Cold War ended. The chapter first considers US foreign policy in the 1990s before discussing the Gulf War of 1990–1991, US–Soviet relations in the 1990s, US policy towards the ‘rogue states’ during the time of Bill Clinton, and ‘humanitarian intervention’ in Somalia and Haiti.

This chapter examines U.S. foreign policy in Russia. The end of the Cold War lifted the threat of nuclear annihilation and transformed the international security landscape. The United States interpreted the collapse of the Soviet Union as evidence that it had ‘won’ the Cold War, and that its values and interests would prevail in the future world order. The chapter first provides an overview of the collapse of the Soviet Union in 1991 before discussing U.S.–Russian relations under Bill Clinton and Boris Yeltsin, respectively. It then turns to the North Atlantic Treaty Organization (NATO) and its enlargement, the Kosovo crisis, and the ‘Great Game’ in Eurasia. It also analyses the rise of Vladimir Putin as president of Russia and the deterioration of U.S.–Russian relations and concludes with an assessment of the cautious partnership between the two countries.

This chapter examines US foreign policy in Africa. It first considers the United States’ historical engagement with Africa, particularly during the Cold War era that saw the intensification of US–Soviet Union superpower rivalry, before discussing the rise of a New World Order in the immediate post–Cold War period that held out the possibility of positive US involvement in Africa. It then explores the United States’ adoption of a more realist approach after Somalia, as well as its renewal of limited engagement between 1996 and 2001. It also analyzes US policy towards Africa after 9/11, with emphasis on President George W. Bush’s efforts to incorporate Africa into Washington’s global strategic network as part of the new war on terror, as compared to the approach of the Obama administration calling for political transformation in Africa.

The object of this research is the foreign policy of Denmark in the 1980s. The subject of this research on the one hand is the ideological foundations of Denmark's foreign policy during this period, which were strongly affected by the ideas of European social democracy, and on the other hand – the influence of the Danish Parliament (Folketing) upon the formation of Denmark’s official position on the issues of European security discussed within the framework of NATO. Denmark’s refutation of neutrality after the World War II and its entry into NATO in many ways determined the foreign policy position of Denmark throughout the Cold War as a small European state that perceived the Soviet Union as a threat to national security. At the same time, the desire of Denmark of maintain maximum flexibility and avoid making far-reaching commitments within the framework of NATO, led to the fact that Denmark was often perceived as an unreliable and inconvenient ally. The period from 1982 to 1988 indicates the Atlantic dissidence of Denmark and simultaneous improvement of relations with the Soviet Union), when Denmark’s representatives in the NATO sessions, being obliged to take into account the position of the parliamentary majority in the Folketing, were forced to make reservations to the final documents of the sessions, expressing disagreement or criticism of implemented measures. Among the Russian scholars dealing with the history of Denmark, this period has not yet received wide coverage. This article is an attempt to describe and explain the causes and consequences of the period of the “policy of reservations” for Denmark’s foreign policy in the context of the end of Cold War and in the conditions of transition towards the post-bipolar system of international relations.

This chapter gives an obituary for Richard Pipes, who died in Boston, Massachusetts on 17 May 2018. It recalls Richard as an eminent historian of the tsarist empire and the Soviet Union, as well as a public intellectual who made a major contribution to the formulation of US foreign policy in the last decades of the Cold War. It also mentions Richard's doctoral dissertation, which reflected his lasting interest in national questions and was published under the title The Formation of the Soviet Union: Communism and Nationalism, 1917–1923 in 1954. The chapter looks into Richard's comprehensive studies of Russia, which stresses the conspiratorial nature of the Bolsheviks and the continuities between Russian and Soviet history. It explores Richard's final book Alexander Yakovlev: The Man Whose Ideas Delivered Russia from Communism that was published in 2015.

It analyzes Eisenhower’s effort to build a foundation for US foreign policy in the early Cold War years and devise a sustainable concept of containment; Bush’s attempts to understand the nature of change in the Soviet Union and the possibilities for superpower cooperation, especially how to define American foreign policy after the Cold War; and Obama’s work to promote a foreign policy based on “smart power” and to “rebalance” US foreign policy to address twenty-first-century geopolitical shifts after inheriting a catastrophic economic crisis at home.

The article deals with the issue of Mongolia's foreign policy during the Cold War. This period is divided into two parts. The first period, 1945-1960s, is a period of conflict between two systems: socialism and capitalism. In this first period of the Cold War Mongolia managed to establish diplomatic relations with socialist countries of Eastern Europe, as the “system allowed”. The second period, from the mid-1960s to the mid-1980s, is the period of the conflict of the socialist system, the period of the Soviet-Chinese confrontation. During this period Mongolia's foreign policy changed dramatically and focused on the Soviet Union. This was due to the Soviet investment «boom» that began in 1960s and the entry of Soviet troops on the territory of Mongolia in 1967. The Soviet military intervention into Mongolia was one of the main reasons for cooling the Soviet-Chinese relations. And military withdrawal contributed to the improvement of Soviet-Chinese relations until the mid-1980s and one of the conditions for improving relations with their neighbors. The internal systemic conflict had a serious impact on Mongolia's foreign policy over those years.

Iran and Russia have common interests, especially in political terms, because of the common borders and territorial neighborhood. This has led to a specific sensitivity to how the two countries are approaching each other. Despite the importance of the two countries' relations, it is observed that in the history of the relations between Iran and Russia, various issues and issues have always been hindered by the close relations between the two countries. The beginning of Iran-Soviet relations during the Second Pahlavi era was accompanied by issues such as World War II and subsequent events. The relations between the two countries were influenced by the factors and system variables of the international system, such as the Cold War, the US-Soviet rivalry, the Second World War and the entry of the Allies into Iran, the deconstruction of the relations between the two post-Cold War superpowers, and so on.The main question of the current research is that the political relations between Iran and Russia influenced by the second Pahlavi period?To answer this question, the hypothesis was that Iran's political economic relations were fluctuating in the second Pahlavi era and influenced by the changing system theory of the international system with the Soviet Union. The findings suggest that various variables such as the structure of the international system and international events, including World War II, the arrival of controversial forces in Iran, the Cold War, the post-Cold War, the US and Soviet policies, and the variables such as the issue of oil Azerbaijan's autonomy, Tudeh's actions in Iran, the issue of fisheries and borders. Also, the policies adopted by Iranian politicians, including negative balance policy, positive nationalism and independent national policy, have affected Iran-Soviet relations. In a general conclusion, from 1320 (1942) to 1357 (1979), the relationship between Iran and Russia has been an upward trend towards peaceful coexistence. But expansion of further relations in the economic, technical and cultural fields has been political rather than political.

This chapter examines US foreign policy in Russia. The collapse of the Soviet Union in 1991 raised a number of questions that have profound implications for American foreign policy; for example, whether the Russian Federation, which inherited half the population and 70 per cent of the territory of the former Soviet Union, would become a friend and partner of the United States, a full and equal member of the community of democratic nations, or whether it would return to a hostile, expansionary communist or nationalist power. The chapter considers US–Russia relations at various times under Bill Clinton, Boris Yeltsin, George W. Bush, Vladimir Putin, Barack Obama, Dmitry Medvedev, and Donald Trump. It also discusses a host of issues affecting the US–Russia relations, including the enlargement of the North Atlantic Treaty Organization (NATO), the crisis in Kosovo and Ukraine, and the civil war in Syria.

Otto von Bismarck famously said that “God has special providence for fools, drunks, and the United States of America.” Divine providence may not have hurt, but it was America’s domestic political institutions that transformed a smattering of British colonies in North America into, first, an independent nation and, then, a global superpower with a network of allies and partners spanning six continents. The United States faced off against the Soviet Union for a half century during the Cold War. But Washington possessed the better institutions, and the stress of the competition caused Moscow’s political system to collapse altogether. In the post–Cold War period that followed, Washington deepened and expanded the Pax Americana, and spread unprecedented levels of global peace, prosperity, and freedom. For the first time since Ancient Rome, a single superpower so overawed any potential competitors that great power rivalry itself came to a temporary halt.
