The climate of our planet is changing at a rate unprecedented in recent human history. The energy absorbed from the sun exceeds what is returned to space. The planet as a whole is gaining energy. The heat content of the ocean is increasing; the surface and atmosphere are warming; mid-latitude glaciers are melting; sea level is rising. The Arctic Ocean is losing its ice cover. None of these assertions are based on theory but on hard scientific fact. Given the science-heavy nature of climate change, debates and discussions have not played as big a role in the public sphere as they should, and instead are relegated to often misinformed political discussions and inaccessible scientific conferences. Michael B. McElroy, an eminent Harvard scholar of environmental studies, combines both his research chops and pedagogical expertise to present a book that will appeal to the lay reader but still be grounded in scientific fact. In Energy and Climate: Vision for the Future, McElroy provides a broad and comprehensive introduction to the issue of energy and climate change intended to be accessible for the general reader. The book includes chapters on energy basics, a discussion of the contemporary energy systems of the US and China, and two chapters that engage the debate regarding climate change. The perspective is global but with a specific focus on the US and China recognizing the critical role these countries must play in addressing the challenge of global climate change. The book concludes with a discussion of initiatives now underway to at least reduce the rate of increase of greenhouse gas emissions, together with a vision for a low carbon energy future that could in principle minimize the long-term impact of energy systems on global climate.

Since the turn of the 21st Century, the world has experienced unprecedented economic, political, social and environmental transformation. The ‘inconvenient truth’ of climate change is now undeniable; rising temperatures and the increasing frequency and intensity of extreme events have resulted in the loss of lives, livelihoods and habitats as well as straining economies. Increasingly mobile lives are often dependent on high carbon modes of transport, representing a substantial contribution to global greenhouse gas (GHG) emissions, the underlying cause of anthropogenic climate change. With growing demand and rising emissions, the transport sector has a critical role to play in achieving GHG emissions reductions, and stabilising the global climate. Low Carbon Mobility Transitions draws interdisciplinary insights on transport and mobilities, as a vast and complex socio-technical system. It presents 15 chapters and 6 shorter ‘case studies’ covering a diversity of themes and geographic contexts across three thematic sections: People and Place, Structures in Transition, and Innovations for Low Carbon Mobility. The three sections are highly interrelated, and with overlapping, complementing, and challenging themes. The contributions offer critical, often neglected insights into low carbon mobility transitions across the world. In doing so, Low Carbon Mobility Transitions sheds light on the place- and context-specific nature of mobility in a climate constrained world.

Abstract This book focuses on the context, nature and role of tourism in Greenland, and is set within an overlapping geopolitical frame of: (a)the heightening climate crisis; (b)Greenland's trajectory towards political independence from Denmark; (c)its concept of economic 'self-sustainability' in supporting this trajectory; and (d)growing international interest in, and competition for, Greenland's natural resources and infrastructure projects. The last in its turn partly reflects improving land and sea accessibility afforded by climate change, which paradoxically both challenges and encourages Greenland's concepts of sustainable development, within which tourism plays an ambivalent role: while elements of global and local tourism have been seeking to create a more responsible sector, within Greenland's development trajectory tourism appears to be supporting a sustainability ideology that ignores, or at best camouflages, the climate crisis. The central themes of this book therefore employ the role of tourism and travel as a lens through which to examine climatic, societal, economic and geopolitical change in the Arctic as specifically articulated in the experience of Greenland. The 'critical' situations in which Greenland finds itself reflect external perceptions of the global climate crisis and geostrategic maneuvering over Arctic resources, and domestic considerations of socio-economic development and increased sovereignty. The volume thereby highlights the close and often critical interrelationships between the local, regional and global. A recurring observation is the paradox, one of several of a region hitherto regarded as peripheral but which is becoming increasingly central to global concerns, with tourism-related dynamics reflecting such centrality. In this way, this book aims to: (1) emphasise the critical role of change in the Arctic in general and in Greenland in particular; (2) highlight critical interrelationships between tourism, climate change and the geopolitics of Arctic development, where 'geopolitics' is interpreted as applying at a number of scales from the interpersonal and quotidian to the global geostrategic; and (3) provide a critical examination of Greenland's post-colonial tourism development path, as the territory becomes the focus of increasing global interest. This book is organised into three parts with a total of 13 chapters.

ABSTRACTThe United States has sometimes been called a reluctant Arctic actor, but during its chairmanship of the Arctic Council (2015–2017) the US engaged as an active proponent of Arctic cooperation, using the region as a showcase for strong global climate policy. This paper places US Arctic policy development during the Obama presidency within a longer time perspective, with a focus on how US interests towards the region have been formulated in policies and policy statements. The paper uses frame analysis to identify overarching discourses and discusses the extent to which certain themes and political logics recur or shift over time. It highlights economic development and national competitiveness as a prominent recurring frame, but also that the policy discourse has moved from nation-building and military security towards a broader security perspective, with attention to energy supply for the US, and more recently also to the implications of climate change. Over time, there is a clear shift from reluctance towards Arctic regional cooperation to embracing it. Moreover, it highlights how different stands in relation to climate change have affected Arctic cooperation in the past and may do so again in the future.

Reducing vulnerability to climate change and enhancing the long-term coping capacities of rural or urban settlements to negative climate change impacts have become urgent issues in developing countries. Developing countries do not have the means to cope with climate hazards and their economies are highly dependent on climate-sensitive sectors such as agriculture, water, and coastal zones. Like most countries in Southern Africa, Zimbabwe suffers from climate-induced disasters. Therefore, this study maps critical aspects required for setting up a strong financial foundation for sustainable climate adaptation in Zimbabwe. It discusses the frameworks required for sustainable climate adaptation finance and suggests the direction for success in leveraging global climate financing towards building a low-carbon and climate-resilient Zimbabwe. The study involved a document review and analysis and stakeholder consultation methodological approach. The findings revealed that Zimbabwe has been significantly dependent on global finance mechanisms to mitigate the effects of climate change as its domestic finance mechanisms have not been fully explored. Results revealed the importance of partnership models between the state, individuals, civil society organisations, and agencies. Local financing institutions such as the Infrastructure Development Bank of Zimbabwe (IDBZ) have been set up. This operates a Climate Finance Facility (GFF), providing a domestic financial resource base. A climate change bill is also under formulation through government efforts. However, numerous barriers limit the adoption of adaptation practices, services, and technologies at the scale required. The absence of finance increases the vulnerability of local settlements (rural or urban) to extreme weather events leading to loss of life and property and compromised adaptive capacity. Therefore, the study recommends an adaptation financing framework aligned to different sectoral policies that can leverage diverse opportunities such as blended climate financing. The framework must foster synergies for improved impact and implementation of climate change adaptation initiatives for the country.

Abstract. Woodlands represent highly significant carbon sinks globally, though could lose this function under future climatic change. Effective large-scale monitoring of these woodlands has a critical role to play in mitigating for, and adapting to, climate change. Mediterranean woodlands have low carbon densities, but represent important global carbon stocks due to their extensiveness and are particularly vulnerable because the region is predicted to become much hotter and drier over the coming century. Airborne lidar is already recognized as an excellent approach for high-fidelity carbon mapping, but few studies have used multi-temporal lidar surveys to measure carbon fluxes in forests and none have worked with Mediterranean woodlands. We use a multi-temporal (5-year interval) airborne lidar data set for a region of central Spain to estimate above-ground biomass (AGB) and carbon dynamics in typical mixed broadleaved and/or coniferous Mediterranean woodlands. Field calibration of the lidar data enabled the generation of grid-based maps of AGB for 2006 and 2011, and the resulting AGB change was estimated. There was a close agreement between the lidar-based AGB growth estimate (1.22 Mg ha−1 yr−1) and those derived from two independent sources: the Spanish National Forest Inventory, and a tree-ring based analysis (1.19 and 1.13 Mg ha−1 yr−1, respectively). We parameterised a simple simulator of forest dynamics using the lidar carbon flux measurements, and used it to explore four scenarios of fire occurrence. Under undisturbed conditions (no fire) an accelerating accumulation of biomass and carbon is evident over the next 100 years with an average carbon sequestration rate of 1.95 Mg C ha−1 yr−1. This rate reduces by almost a third when fire probability is increased to 0.01 (fire return rate of 100 years), as has been predicted under climate change. Our work shows the power of multi-temporal lidar surveying to map woodland carbon fluxes and provide parameters for carbon dynamics models. Space deployment of lidar instruments in the near future could open the way for rolling out wide-scale forest carbon stock monitoring to inform management and governance responses to future environmental change.

In response to global climate change, Canada is transitioning towards a low-carbon economy and the need for policy approaches that are effective, equitable, coordinated, and both administratively and politically feasible is high. One point is clear; the transition is intimately tied to the vast supply of ecosystem services in the boreal zone of Canada. This paper describes four contrasting futures for the boreal zone using scenario analysis, which is a transdisciplinary, participatory approach that considers alternative futures and policy implications under conditions of high uncertainty and complexity. The two critical forces shaping the four scenarios are the global economy’s energy and society’s capacity to adapt. The six drivers of change are atmospheric change, the demand for provisioning ecosystem services, the demand for nonprovisioning ecosystem services, demographics, and social values, governance and geopolitics, and industrial innovation and infrastructure. The four scenarios include: (i) the Green Path, where a low-carbon economy is coupled with high adaptive capacity; (ii) the Uphill Climb, where a low-carbon economy is instead coupled with low adaptive capacity; (iii) the Carpool Lane, where society has a strong capacity to adapt but a reliance on fossil fuels; and (iv) the Slippery Slope, where there is both a high-carbon economy and a society with low adaptive capacity. The scenarios illustrate the importance of transitioning to a low-carbon economy and the role of society’s adaptive capacity in doing so. However, they also emphasize themes like social inequality and adverse environmental outcomes arising from the push towards climate change mitigation.

Hindu Kush Himalayan region (hereafter the HKH) - with 3500 odd kilometres stretched in eight countries- is default resource generation hub for about one-fifth population of the world. The ecosystem-growing delicate these days- seems to play a critical role for the survival of flora and fauna along with the maintenance of all its life-sustaining mountain glaciers. Ten major rivers to carry forward hitherto sustainable development of these peoples fall into question now. Further, in the wake of global climate change today, the delicate HKH ecosystem becomes increasingly fragile to unfold manifold consequences and thereby take its toll on the population. And the same might turn apocalyptic in its magnanimity of irreversibledamage. Like time-bomb, thus, climate ticks to get blown off. As it is getting already too delayed for timely resort to safeguards, if still not taken care of in time, lawmakers ought to find the aftermath too late to lament for. Besides being conscious for climate discipline across the world, collective efforts on the part of all regional states together are imperative to minimize the damage. Therefore, each one has put hands together to be saved from the doomsday that appears to stand ahead to accelerate a catastrophicend, in the given speed of global climate change. As the largest Himalayan state and its central positioning at the top of the HKH, Nepal has had potential to play a criticalrole to engage regional climate change regime and thereby spearhead climate diplomacy worldwide to play regional capital of the HKH ecosystem. As regional superpower, India has had potential to usurp leadership avatar to this end. With reasoningof his own, the author pleads for better jurisprudence to attain regional environmental integrity inter se- rather than regional environmental integration alone- to defendthe vulnerable HKH ecosystem since the same constitutes common concern of humankind and much more so for themselves. Hence, to quote from Shakespeare, “To be or not to be, that is the question” is reasonable here. While states are engaged in the spree to cause mutually agreed destruction, global climate change- with deadly aftermath- poses the last and final unifier for them to turn United Nations in rhetoric sense o f the term.

This paper compares the effects of a global carbon tax and a global emissions trading regime on India using a dynamic CGE framework. The sensitivity of the results to the value of a crucial elasticity parameter is also analysed. The results suggest that the choice of the mitigation policy is relatively unimportant from an efficiency perspective. However, the choice of the mitigation policy and the value of the substitution elasticity between value added and energy were found to be important determinants of welfare effects. Global climate change mitigation policies have the potential for promoting low carbon and inclusive growth in India.

The climate system envelops our planet, with swirling fluxes of mass, momentum, and energy through air, water, and land. Its processes are partly regular and partly chaotic. The regularity of diurnal and seasonal fluctuations in these processes is well understood. Recently, there has been significant progress in understanding some of the mechanisms that induce deviations from that regularity in many parts of the globe. These mechanisms include a set of combined oceanic–atmospheric phenomena with quasi-regular manifestations. The largest of these is centered in the Pacific Ocean and is known as the El Niño–Southern Oscillation. The term “oscillation” refers to a shifting pattern of atmospheric pressure gradients that has distinct manifestations in its alternating phases. In the Arctic and North Atlantic regions, the occurrence of somewhat analogous but less regular interactions known as the Arctic Oscillation and its offshoot, the North Atlantic Oscillation, are also being studied. These and other major oscillations influence climate patterns in many parts of the globe. Examples of other large-scale interactive ocean–atmosphere– land processes are the Pacific Decadal Oscillation, the Madden-Julian Oscillation, the Pacific/North American pattern, the Tropical Atlantic Variability, the West Pacific pattern, the Quasi-Biennial Oscillation, and the Indian Ocean Dipole. In this chapter we review the earth’s climate system in general, define climate variability, and describe the processes related to ENSO and the other major systems and their interactions. We then consider the possible connections of the major climate variability systems to anthropogenic global climate change. The climate system consists of a series of fluxes and transformations of energy (radiation, sensible and latent heat, and momentum), as well as transports and changes in the state of matter (air, water, solid matter, and biota) as conveyed and influenced by the atmosphere, the ocean, and the land masses. Acting like a giant engine, this dynamic system is driven by the infusion, transformation, and redistribution of energy.

Recent years saw the global wave of new low-carbon economy which is a strategic measure to cope with global warming, and it has gained concerns from many governments. As the representatives of developing countries, China is responsible for “common but distinguishing duty for global climate change.” Many policies have been made to develop low-carbon economy with the hope to advocate and innovate low-carbon economy in some industries and cities during these years. Therefore, it is a theoretical and innovative project to find a low-carbon economical model for various industries and carry out the experiments of low-carbon economy in some cities. Hence, guided by low-carbon economy theory, choosing booming Chinese tourism industry as the object, this paper constructs an operation framework system of low-carbon tourism development from the advantage of low-carbon tourism to the proposal of low-carbon tourism definition so as to conclude an execution scheme of “six elements” of low-carbon tourism with selecting OCT East (Chinese national ecotourism demonstration district) and Mt. Danxia (World Geo-park) as demonstration districts to discuss about models and methods of low-carbon economy in tourism.
