An industrial strategy emerges from possibilities for structural change, that depend on material constraints and opportunities afforded by economic structure, the distribution of power in society and the institutional arrangements organized at the political level. Building on a structural political economy perspective, this article develops a structure–power–institutions conceptual framework to describe how economic structure, the distribution of power, and institutions interact through a ‘circular process,’ which is useful for analysing the historical transformation of industrial strategy. In this framework, an industrial strategy refers to the institutional arrangements through which the government manages emerging conflicts or agreements between different powers and influences structural change. As an illustrative case study, the structure–power–institutions framework is applied to analyse the historical transformation of US industrial strategy from the era of Alexander Hamilton to that of Donald Trump.

Development of overall economy of any country largely depends upon the characteristics of different prominent sectors such as agriculture, industry, services, etc. Sharp structural change in prominent sectors are experienced by the Pakistan’s economy during the last four decades, in which industrial and service sector have exhibited an extra ordinary rate of growth, while the agricultural sector did not shown that rate of growth which was experienced during the time of green revolution. Due to these structural changes in the prominent sectors volatility of growth rate has been experienced by the economy. To the extent that most of the recent volatility in growth rate of GDP can be attributed to the increasing share of the some volatility of the some prominent sectors, the analysis of their volatility can be useful in providing some enlightenment on the factors behind this phenomenon and its implications for the formulation of the policy in the future.

As a discipline-neutral entity, knowledge exchange, and nexus of the university, the National University of Singapore (NUS) Libraries is the ideal conduit for bringing together faculties and departments to facilitate cross-disciplinary education and research. This case study gives a detailed walkthrough on the creation and design of the Research Skills Framework (RSF), which forms the backbone for all information literacy programmes (ILPs), specifically the flagship Researcher Unbound (RU) programme and RU Symposium, and shares challenges faced and future improvement plans. The exploration, design, and continual improvement of the programme ensured that NUS Libraries provides relevant and timely research support and enhances the digital information literacy skills of the NUS community. This programme continues to be a work in progress drawn from participants' feedback, attendance, experience, and insights from seven semestral runs and cumulative total of 172 workshop sessions.

The central question to be examined revolves around the attitudes and awareness of HIV/AIDS among mineworkers at a mine. Semi-standardised questionnaires were used to conduct in-depth interviews on a one-on-one basis. The findings revealed that workers had a great lack of knowledge about AIDS. While some workers had a detailed knowledge of the disease and its prevention, others were either completely ignorant about it or were in denial of its existence. The study serves as a tool and a framework of reference to the mine management on the areas of concern, to put great emphasis on IEC, in order to combat the spread of the disease in the mine. Recommendations are proposed for future research, policy making and practice in the area of HIV/AIDS.These will be in line with the factors influencing mineworkers’ perceptions of the epidemic.

For complex equipments, the phenomena of system declining such as wear and fatigue often takes place and spreads after a period of running. So it is important to identify the interior structural change of system during maintenance to avoid the system to be broken abruptly. Traditionally there are two methods to analyze and predict the structural change of system. One is from the monitoring data of equipments. Another is from the mechanism of structural changing and the interior working process of equipments. In this paper a combining method, which combining the advantages of the above two methods, is used to identify the structural change of internal combustion engines. The principle of the method is to firstly build an analytical system model, in which the system parameters stand for the structural parameters or constraints. Then the current value of system parameters in the model can be identified by comparing the calculating responding results and the detected responding data. From the varying of system parameters the structural change of system can be deduced. For internal combustion engines (ICEs), the most important CPSR (combustion Chamber-Piston-cylinder Sleeve-piston Rings) system is taken as the research object. A multidisciplinary model is built to simulate the interior working processes, especially the combustion process, the structural dynamics process, the tribology process and the coupling processes among them. Then the seeking-roots method (SRM) is used to identify the value of system parameters. A case study on a low power gasoline engine verifies the above method. In the case study, the blow by gap, which stands for the wear of piston rings and cylinder sleeve, is identified with the detected combustion pressure. The case study shows that the method of this paper can identify the structural change of complex equipments. It can provide accurate information for equipments maintenance as well as the residual life prediction.
