Key actors in the process of innovation and technology transfer in the context of economic transition

Purpose Innovation and technology development policy-making naturally encounters numerous uncertainties and complexities, especially in developing countries, for the sake of the prevailing prospect of decision makers focusing on hard evidences, and neglecting key and effective social ones; in this research, a context-based method by means of Q-methodology was designed to facilitate policy-making for complex systems by bridging between policy and practices (latent in viewpoints) through providing context-based evidences. Design/methodology/approach Due to the nature of knowledge-based systems, the performance of Innovation and Technology Development (ITD) systems is highly dependent on the standpoints of key players/stakeholders of the system. In consideration of Iran’s economy characteristics, Upstream Oil and Gas (UOG) Industry, which is one of the complex Large Technical Systems (LTS), was selected as a case study. Regarding the features of LTSs, the designed model was completed by adding hierarchical clustering method, as well as using the framework of innovation and technology learning transition model to analyze the results. Findings The results showed the capability of the model in providing credible evidences to inform policy-making processes. Originality/value This study is one of the first real experiences which used Q-method for providing evidence-based policy-making model in a complex Large Technical System, namely, Upstream Oil and Gas (UOG) Industry.

Irrigation sustainability is particularly important in the vicinity of Doñana National Park (Huelva, Spain), where Europe’s most important wetland area coexists with a profitable strawberry irrigation activity. In this paper, an innovation and technology transfer project was laid out. The project was promoted by the Institute of Agricultural and Fisheries Research and Training (IFAPA), belonging to the Regional Government of Andalusia. The main objective of the project was to contribute to the sustainability of the complex ecological, productive, and social system of this region. The project was focused on the rational use of water resources. Experimentation, demonstration, technology transfer, and training activities were carried out, involving public administrations, companies, and private farms. The project was carried out in collaboration with strawberry companies covering a total surface area of 1900 hectares. Irrigation application efficiency and irrigation water productivity increased by 66% and there was also a significant increase in water saving (44%), without resulting production losses. The success of the activity was based on the implication of farmers in experimentation assignments. During a five-year time span, irrigation trials took place on several farms. This fact allowed a progressive improvement of irrigation management by farmers based on confidence in the experimental work results.

Science-based innovation in universities and diffusion through university-industry linkages are the keys to strengthening national innovation capability, especially for emerging markets. This chapter provides a critical overview of China’s innovation and technology transfer between the university and industry in the context of globalization and the new industrial revolution. By doing this, the chapter attempts to provide critical insights for relevant stakeholders—whether they be researchers, innovators, entrepreneurs, government officials, investors, or international organizations—in China’s development, innovation, and technology transfer. The chapter illustrates three aspects related to China’s innovation and technology transfer in comparison with other major players in the field. Then it further analyzes the drivers and challenges of China’s science-based innovation and university technology transfer for understanding the future of China’s innovation and technology transfer.

This paper first addresses the need for innovation as a key factor in business success and longevity. It then challenges the received wisdom that all innovation comes from smaller companies and that large companies are incapable of innovating. Presenting evidence to the contrary, and stressing the importance to large businesses of developing an innovative culture, the author describes some of the more successful ways that larger companies have found to foster innovation – these include the ‘10%’ rule, the ‘lead user’ concept, and paying for innovative ideas. In addition, he reports on the effective development and use of the ‘Minority Report’ at Motorola and notes some of the obstacles that other companies have experienced in attempting to adopt this practice. The author concludes with thoughts on ways to facilitate technology transfer to large companies, stressing that obstacles can be created by the attitudes of inventors as well as by company cultures, and that transfer can be facilitated by a better understanding on both sides of the problems and issues involved.
