Abstract Nonindustrial private forestland (NIPF) owners in the United States are subject to state and federal regulations designed to protect fish and wildlife habitat, wetlands, and other sensitive resources. Oregon state regulations restrict forest operations on private lands that might potentially conflict with specified resource sites, including nest sites of certain bird species and wetland sites. Research undertaken in 2004 examined the extent and distribution of sensitive resource site actions and examined the perceptions, attitudes, and behaviors of affected NIPF owners regarding specified resource site policies and procedures. Methods included statistical analysis of state databases and semistructured interviews with key informants. Interviews were recorded, transcribed, and analyzed to elicit central themes. Our findings suggest that NIPF owners' responses to sensitive resource protection reflect not only economic concerns but also landowner management objectives and values and their perceptions of policy implementation. Themes related to power and control, perceptions of habitat protection, policy implementation, and trust and credibility are identified as driving informant views of resource protection policy.

Policies that attempt to balance timber production with non-market values that forests provide are common across the United States. Such is the case in northern Maine, USA, where management of critical areas of mature softwood-dominated forest are regulated through the State’s primary wildlife management agency. We use a case study approach with qualitative and quantitative analyses to understand the persistent difficulties encountered by both forest and wildlife managers when implementing this policy. Interviews with foresters and wildlife biologists established the management parameters, and simulated management scenarios compared forest management outcomes with respect to both financial and wildlife habitat provision goals. The model results indicated that there are opportunities for comparable revenues within regulated habitat areas as without, although the returns varied due to legacy of previous management and species composition. More importantly, the interviews revealed that differing habitat metrics used by foresters and biologists are a barrier to communication and management planning, and thus also a barrier to effective policy implementation. We close with thoughts on the applicability of both the methods and results to other situations where an understanding of multiple-use forest policy implementation is desired.

Policing in the United States has a racist history, with negative implications for its legitimacy among African Americans today. Legitimacy is important for policing's effective operations. Community policing may improve policing's legitimacy but is difficult to implement with fidelity and does not address history. An apology for policing's racist history may work as a legitimizing supplement to community policing. On the other hand, an apology may be interpreted as words without changes in practices. Using a survey vignette experiment on Amazon's Mechanical Turk to sample African Americans, this research tests the legitimizing effect of a supplemental apology for historical police racism during a community policing policy announcement. Statistical findings suggest that supplementing the communication with an apology imparted little to no additional legitimacy on policing among respondents. Qualitative data suggested a rationale: Apologies need not indicate future equitable behavior or policy implementation, with implementation itself seeming crucial for police legitimacy improvements.

Mosquito-borne West Nile virus (WNV) is the causative agent of West Nile disease in humans, horses, and some bird species. Since the initial introduction of WNV to the United States (US), approximately 30,000 horses have been impacted by West Nile neurologic disease and hundreds of additional horses are infected each year. Research describing the drivers of West Nile disease in horses is greatly needed to better anticipate the spatial and temporal extent of disease risk, improve disease surveillance, and alleviate future economic impacts to the equine industry and private horse owners. To help meet this need, we integrated techniques from spatiotemporal epidemiology, eco-phylogenetics, and distributional ecology to assess West Nile disease risk in horses throughout the contiguous US. Our integrated approach considered horse abundance and virus exposure, vector and host distributions, and a variety of extrinsic climatic, socio-economic, and environmental risk factors. Birds are WNV reservoir hosts, and therefore we quantified avian host community dynamics across the continental US to show intra-annual variability in host phylogenetic structure and demonstrate host phylodiversity as a mechanism for virus amplification in time and virus dilution in space. We identified drought as a potential amplifier of virus transmission and demonstrated the importance of accounting for spatial non-stationarity when quantifying interaction between disease risk and meteorological influences such as temperature and precipitation. Our results delineated the timing and location of several areas at high risk of West Nile disease and can be used to prioritize vaccination programs and optimize virus surveillance and monitoring.

Pacific martens (Martes caurina) in coastal forests of Oregon and northern California in the United States are rare and geographically isolated, prompting a petition for listing under the Endangered Species Act. If listed, regulations have the potential to substantially influence land-use decisions and forestry on public and private lands, but no estimates of population size, density, and viability of remnant marten populations are available for evaluating their conservation status. We used GPS telemetry, territory mapping, and spatial mark-recapture to estimate population size and density within the current extent of Pacific martens in central Oregon, within coastal forest in the Oregon dunes national recreational area. We then estimated population viability at differing levels of human-caused mortality (e.g. roadkill). We estimated 63 adult martens (95% Credible Interval: 58-73) and 73 (range: 46-91) potential territories across two subpopulations separated by a large barrier (Umpqua River). Marten density was 1.02 per km2, the highest reported in North America. Using population viability analysis, extinction risk for a subpopulation of 30 martens ranged from 34% to 100% with two or more annual human-caused mortalities. Absent broad-scale restoration of forest to conditions which support marten populations, limiting human-caused mortalities would likely have the greatest conservation impact.

The avifauna of tropical peat swamp forests in East Kalimantan has not been well documented because of the smallest peat area compared to central Kalimantan. The surveys were conducted using various methods in the Muara Siran peat swamp forests and surrounding areas of Lake Siran (heath forest and riparian) in East Kalimantan, Indonesia. These findings were recorded on a list of 80 bird species as well as in numerous noteworthy records.  Wetlands are an essential habitat for many threatened and near-threatened bird species. We also discovered Gallinula tenebrosa in Siran Lake, a species that has not been seen in over a century. However, it has a wide distribution globally, including in Australia and the United States.  In the peat swamp forest, we recorded Cymbirrhinchus macrurus and Ichtyophaga humilis, rare and widely distributed. We also found Dicrurus hottentotus and Dicrurus remifer, some species of Ferruginous Babbler, Trichastoma bicolor, and the White-necked Babbler, Stachyris leucotis.  The Hook-billed bulbul Setornis criniger and the Sooty capped Babbler Malacopteron affinae are found in riparian forests. There are six species of woodpecker. Dryocopus javensis, Great Slaty Woodpecker, Mulleripicus pulverulentus, Meyglyptes tukki, Picus puniceus, and Sasia abnormis.  Cuckoo-shrike Coracina striata and Pitta sordia were also discovered.   Wetlands (peat swamp forest, heath forest, and riparian areas) should be better protected due to their importance to many species, particularly from destruction and loss of habitat caused by forest fires.

Nearly five decades ago a group of volunteer scientists and citizens launched a campaign to save birds from the ravages of DDT. They went to court at the local level, then through several states and finally to Washington, DC, overcoming legal barriers and challenging unexpected new issues along the way. By the 1970s, DDT and five other pesticides had been banned. Viewed from the 21st century, these actions produced significant and permanent accomplishments: Preventing cancer—Techniques and procedures for evaluating and regulating carcinogens, which followed the DDT precedents, have been adopted by international treaty. Citizen standing in court—The DDT case broke down the standing barrier, allowing citizens to go to court to protect their environment. It fostered the development of environmental law as we know it today. Recovery of the birds—Populations of iconic bird species, including the Bald Eagle, that had been decimated by DDT, have now recovered their former abundance. Creation of the Environmental Defense Fund—EDF, spawned by the “DDT wars,” has grown into one of the nation’s largest and most influential environmental advocacy organizations. Top authorities in chemical carcinogenesis testified that DDT caused cancer in laboratory animals and that it was, therefore, a possible carcinogen in humans. The precedents set by DDT for identifying and regulating carcinogens then became the basis for banning another five dangerous chlorinated hydrocarbon pesticides: aldrin, dieldrin, heptachlor, chlordane, and mirex (see Chapter 12). EDF had established a very high standard for protection of public health against these carcinogens, as confirmed by two EPA administrators. In 2001 the Stockholm Convention on Persistent Organic Pollutants (the POPs Treaty) was signed by 151 nations to ban the “dirty dozen,” which included all of the “dirty half-dozen” singled out and banned thanks to EDF’s actions 23 years earlier. There was one exception to the total bans: DDT could be used for only malaria control. In 2009, nine additional POPs were added to the list. By 2013, 179 nations were party to the POPs Treaty, although the United States has not yet ratified it.

Abstract Abstract Forest-management burns have been widely acknowledged as a useful land-management tool in the United States. Nevertheless, fire is inherently risky and may lead to severe damages or create smoke that affects public health. Past research has not explored the difference in policy and practice between open burns, which meet minimum legal criteria, and certified prescribed burns, which follow a higher standard of care. This study seeks to understand the distinction between legal open burns and certified prescribed burns, and, furthermore, to identify trends by type of burn in the Southeast United States. To that end, we compared statutes, regulations, incentives, and notifications of fire as a forest-management tool among nine states in the US Southeast. We found no steady time trends in number or area of burns among the states for the past decade. A nontrivial proportion of legal open burns, which tend to be smaller burns, are noncertified burns, meaning they meet minimum legal requirements, but not the higher standard required for certified prescribed burns.
