A fuzzy synthetic evaluation analysis of operational management critical success factors for public-private partnership infrastructure projects

Purpose The purpose of this paper is to identify the factor groupings of a set of 19 critical success factors (CSFs) associated with managing public-private partnership (PPP) projects at the operational stage and examine the most significant factor grouping using fuzzy synthetic evaluation (FSE) technique. Design/methodology/approach The paper adopted a comprehensive review of the pertinent literature and an empirical questionnaire survey geared towards targeted international PPP experts. Survey responses were analysed using factor analysis and FSE modelling. Findings The results from factor analysis show five CSF groupings (CSFGs) for managing operational PPPs. These are proficient service delivery and adequate legal structures, simplified payment mechanism and consistent project monitoring, effective contract variations management, suitable stakeholder management mechanism and environmental health and safety control. The FSE modelling shows that “simplified payment mechanism and consistent project monitoring”, is the most critical CSFG. The operational management CSFs under this grouping are acceptable level of user fee charges, efficient and well-structured payment mechanism, consistent project performance monitoring and long-term demand for public facility. Research limitations/implications The major limitation lies in the low sample size that was used for analysis; however the years of research and/or industrial experience of respondents and the wide coverage of different cultural backgrounds (18 countries from five regions globally) contribute to the authenticity of the survey responses. Future research should adopt interviews and case study analysis to unravel CSFs in managing operational PPPs. Originality/value The findings of this study are considerably beneficial to both public authorities and private operators. They inform practitioners of the strategic procedures and measures to employ in optimising the operational performance of PPP projects. Further, the methodology employed allows project management experts to reliably select the operational management CSFs for their projects.

Purpose – The purpose of this paper is to identify and assess the perceptions of stakeholders on critical success factors (CSFs) for Public Private Partnership (PPP) projects in Nigeria. Design/methodology/approach – A comprehensive literature review was conducted to identify the CSFs for PPP projects, which were employed to design a questionnaire survey. In order to capture a broad perception of stakeholders, the questionnaires were administered to five different stakeholder organisations involved in different PPP projects implementation in Nigeria. Data collected were analysed using descriptive statistics, mean score, Kruskal-Wallis test, analysis of variance (ANOVA), and factor analysis. Findings – The study revealed the result of mean score ranking, which indicated that all the stakeholders considered the identified 26 CSFs important and crucial for the successful implementation of PPP projects in Nigeria. Thus, the results of Kruskal-Wallis test and ANOVA indicated that except for six (out of 26) identified CSFs, there is no statistically significant difference in the perceptions of the stakeholders on CSFs for PPP projects in Nigeria. The study, through factor analysis, grouped the 26 identified CSFs into six principal factors. Practical implications – This research would be of benefit to stakeholders in PPPs to be aware of CSFs that demand utmost consideration. Also the identified CSFs are expected to enhance the success rate of PPP projects. Originality/value – The findings would be useful for PPP stakeholders in making decisions and in implementing PPP projects towards achieving value for money. This research will also be of interest to other academic researchers intending to investigate CSFs for PPP projects in other locations.

Purpose Building information modelling (BIM) is a novel technological advancement in the built environment. Despite the potentials of BIM, its adoption and implementation are undermined in facility management (FM) operations. This might be because of limited information on the critical success factors (CSFs) that can enhance its adoption. The study aims to integrate building information modelling to improve facility management operation by adopting fuzzy synthetic approach for evaluating the critical success factors. Design/methodology/approach Data for the study were sourced from practising and registered facility managers within Lagos metropolis, Nigeria. The data collected were analysed using a combination of methods which include mean item score, factor analysis and fuzzy synthetic evaluation (FSE). Findings The factor analysis results showed that six underlying groups of CSFs would enhance the effective adoption of BIM in facility operations. The FSE results showed that out of the six groups, the three topmost important CSF grouping (CSFG) in the decision rule would enhance the effectiveness of BIM adoption for FM operations. Practical implications The result of this study provides a credible road map for facility managers, policymakers and other stakeholders in FM operations on the CSFs and CSFG required for the adoption of BIM. Originality/value Previous studies that aimed at integrating BIM into FM are limited. Hence, this study provides a broad perspective on the CSF required for BIM adoption and implementation in FM operations using the FSE approach.

Purpose The role of public–private partnerships (PPP) as a strategic initiative to improve and accelerate service delivery in the form of newly built and revitalised water infrastructure assets in developing countries cannot be over-emphasised. Hence, the purpose of this study is to assess and highlight the importance of critical success factors for water infrastructure projects delivered under public–private partnerships. Design/methodology/approach A survey design was used and a questionnaire was administered to stakeholders who have participated in delivering water infrastructure assets in South Africa. Out of 150 administered questionnaires, only 91 were returned and usable for analyses, representing a 61 per cent response rate. The data gathered were then analysed using descriptive and factor analysis. Findings The study revealed that thorough planning for project viability, high levels of transparency and accountability and a legal framework stipulating policy continuity are the CSFs for delivering water infrastructure projects under the PPP initiative. The findings emerging from factor analysis owing to a close variance revealed the importance of the following grouped factors, namely, public cooperation, project viability and policy and legislation enhancement. Practical implications From the results, it is clear that the public sector, as the facilitator of infrastructure development, should create an environment that is conducive for private capital through political will and commitment and the enhancement of policy and legislation where there is no or minimal private participation. Originality/value Adequate infrastructure investment from private capital promises to flourish economically and improve the living conditions of the public in the cities and the country at large. To further guarantee the reality of PPPs at a local level, the host government must adequately engage and enlighten the public.

Purpose The paper aims to identify the critical success factors (CSFs) at an individual level for real estate developers (REDs) in India. Design/methodology/approach Fifteen individual-level CSFs are identified from literature review. These CSFs are moderated through expert opinion, and they are customized for the real-estate sector. Five-point scale questionnaire is developed and furnished to REDs to understand the importance of these 15 CSFs. Fifty-six REDs responded to the survey. Using the responses from the survey, relative importance index is created for all 15 factors. These factors are also grouped in broad categories using exploratory factor analysis and the groups are further validated through confirmatory factor analysis. Findings The study finds that leadership quality, man-management skill, disputes resolution skill, ability to take risk and knowledge about construction and finance are the top five CSFs for REDs in India. The exploratory factor analysis resulted in five groups and they are named as “liaising with government,” “relationship management,” “knowledge management,” “skill management” and “ability.” The groups exhibit reasonable reliability and validity. Research limitations/implications Despite useful results, study being exploratory in nature is limited because of a small sample size. Despite best efforts, authors find reluctance from REDs to respond to the survey. Practical implications The findings of the study are important for REDs and success of their business. The business of REDs can improve if they exhibit leadership quality, man-management skill and disputes resolution skill. The ability of the developers to take risk and their knowledge about construction and finance can also be vital for the success of their business. Originality/value To the best of authors’ knowledge, this is the first attempt to identify CSFs for REDs in India.

Purpose The success rate of design-build (D-B) implementation in Malaysia’s private construction projects is low compared to the nation’s public projects. Thus, the purpose of this paper is to investigate the critical success factors (CSFs) for D-B implementation in Malaysian public construction projects. Design/methodology/approach To achieve the research objectives, 111 questionnaire survey responses from construction-related professionals were collected and analysed using multivariate analysis, including t-test, analysis of variance (ANOVA) and factor analysis. Findings The results indicate that while the client’s briefing effectiveness remained the top CSF among many nations, the other top CSFs in Malaysia D-B construction projects vastly differed compared to those countries. Moreover, the underlying components for successful D-B projects in Malaysia include the project management team, leader competency and “stakeholder” management. Originality/value This is one of the first studies that identify the CSFs for D-B implementation in the Malaysian construction industry. The outcomes provide a valuable reference and resource for academic scholars and construction practitioners to increase D-B implementation in the Malaysian private sector.

Public Private Partnership (PPP) projects have attracted wide attention from academia and industry over the past 20 years, however, they have been plagued by certain factors. This study identified, classified, and evaluated the success factors that may affect PPP projects for achieving sustainability. First, a list of 32 critical success factors were categorized into 3 groups, then a questionnaire survey was conducted, with 108 responses received from experts, researchers, and PPP project managers in China. Second, using a fuzzy synthetic evaluation (FSE) method, stakeholder relationships (A1–A10), external environmental (B1–B8), and project management of a special purpose vehicle (C1–C14) collected data at three different factor group locations in PPP projects were used in this evaluation. The results obtained nine top factors: private sector financing capacity, government credit, government commitment or guarantee, completeness of legal framework, available financial markets, the feasibility study report and implementation, effectiveness of risk management, project investment, and cost control and revenue distribution. It was demonstrated that fuzzy synthetic evaluation techniques are quite appropriate techniques for PPP projects. The research findings should impact on policy development towards PPP and Private Finance Initiative (PFI) project governance.

Public Private Partnership (PPP) is an increasingly popular choice for policymakers in implementing important public projects. To ensure the ultimate objectives of PPP/PFI, identifying the critical success factors (CSFs) of PPP implementation is crucial. For countries that are new at adopting PPP it is even more important for them to identify the success factors in order to maximize the advantages of this method and to reduce the risks for all concerned parties. PPP was officially announced in Malaysia under the Ninth Malaysia Plan in 2006. Since then, many government projects were delivered via PPP. In this study, the factors that are considered critical to the success of PPP project implementation in Malaysia have become a subject for investigation. Factor analysis and survey expert were used in this case. The findings showed that the 17 CSFs could be grouped into six underlying factors. The main contribution of this study is supplement and improves knowledge in the management of PPP projects by exploring the relative importance of CSFs associated with PPP construction projects in the Malaysia. Several recommendations have been suggested in order to improve the overall performances of Malaysian PPP procurement.

Purpose This paper aims to explore the perceptual differences on the factors that contribute to the successful management of public-private partnership (PPP) projects at the operational stage among stakeholders. Design/methodology/approach An international questionnaire survey was conducted with purposively sampled PPP experts from the private, public and academic sectors. Survey responses were analyzed using Kendall’s coefficient of concordance (W), mean score ranking analysis, Kruskal–Wallis test and Mann–Whitney U test. Findings The research findings show that each stakeholder group considers an efficient and well-structured payment mechanism as the most important operational management critical success factor (CSF). Moreover, the public sector considers open and constant communication among stakeholders as the second most important CSF, whereas the private and academic sectors consider effective operational risk management and well-structured legal dispute resolution mechanism, respectively. Further analysis using non-parametric tests (i.e. Kruskal–Wallis and Mann–Whitney U statistics) reveal significant differences in the importance of three operational management CSFs – “open and constant communication among stakeholders”, “effective changes of shareholdings in private consortium” and “stable macroeconomic indicators”. Research limitations/implications The generalizability of the research findings is limited considering the low sample size and non-participation of users/general public in the study. Hence, it is recommended that future research should be conducted in a specific country using both face-to-face and email questionnaire distribution approaches. This would likely increase the response rate and facilitate the inclusion of the general public/users. Originality/value The results of this study highlight and provide significant insights into how different PPP stakeholders perceive the critical conditions that are required to ensure the operational efficiency of PPP projects. This would, therefore, enable a better cooperation and collective effort from all stakeholders towards achieving the overall project success. In addition, the study offers new and additional CSFs which would enhance the comprehensiveness of the existing list of CSFs for the general implementation of PPP projects.

Purpose Kaizen in construction is a new paradigm stemming out of lean production systems. Construction companies in developing economies, such as Nigeria, have a task to innovate to liquidate in certain cases. With the aid of kaizen, which encompasses the benefit of stakeholder relationship improvement and management, profitability enhancement and delivery of projects to satisfied clients, construction companies can realise expected growth. An exploration of the critical success factors (CSF) and associated drivers within the limits of the scope is essential. The paper aims to discuss these issues. Design/methodology/approach Exploratory factor analysis statistical tests categorised the CSF identified in the literature review section. A detailed sampling approach extracted 135 questionnaires under the five-point Likert scale format from a larger population in Nigeria. An exploration of important drivers and iteration of eigenvalues combined with asymptotic significance of the drivers provided the CSF and significant drivers. Findings Construction management function, operational efficiency, construction business ethics and construction cost management were the CSF established from the exploratory factor analysis tests. It was confirmed that kaizen can be adopted in Nigerian construction companies with reflections on the principal drivers for the CSF. Research limitations/implications The exploration of the CSF and drivers associated with kaizen implementation can be applied to other developing countries with considerations of implementation in terms of cost and time. Originality/value The identification of CSF provides ample opportunity for consideration of kaizen in construction companies. The findings of this study are a basis for investigations into cost and time implications of kaizen adoption in construction companies.

Purpose The purpose of this paper is to investigate the critical decision factors of public–private partnership (PPP) concession which is complex due to a number of uncertain and random variables. To identify critical factors contributing to determination of concession period, this study reviews the published literature. It also identifies countries contributing most in PPP research. As a whole, it provides a mutually beneficial scenario by formulating a decision-making matrix. Design/methodology/approach This paper reviews the literature published during the period 2005-2015. A two-staged methodology is followed on retrieved scholarly papers: first, countries contributing to PPP are identified along with authors and affiliated institutions. Second, using frequency analysis of shortlisted critical factors, yearly appearance and stakeholders affected, a decision matrix is formulated. Findings The most contributing country toward PPP research is China, followed by the USA both in terms of country- and author-based contribution. In total, 63 factors are identified that affect PPP concession out of which, 8 per cent are highly critical and 21 per cent are marginally critical for decision-making. Practical implications Critical factors of PPP concession period will be identified with the help of decision-making matrix. This will help in adequate resource allocation for handling critical factors ensuring project success. Researchers may also understand the research trends in the past decade to usher ways for future improvements. Originality/value This paper reports findings of an original and innovative study, which identifies critical success factors of PPP concession period and synthesizes them into a decision-making matrix. Many of the previous studies have identified and ranked the critical factors but such a synthesis has not been reported.
