Performance indicators of public private partnership in Bangladesh

Purpose The purpose of this paper is to develop weights of key performance areas (KPAs) and performance indicators for public private partnerships (PPPs) in Bangladesh. Since a variety of PPP arrangements is observable, different performance measurement approaches exist in the literature. However, analysing the relative importance of indicators influencing the performance score of particular projects using the perspective of developing countries remains unexplored. Design/methodology/approach The authors’ method involves application of the analytical hierarchy process (AHP) to develop weights for eight KPAs for which 41 contributing performance indicators have been developed. In total, 68 respondents (62 per cent of the PPP practitioners in Bangladesh) participated in a structured questionnaire survey and their judgements have been found to be consistent, using consistency ratios, a geometric consistency index and one-way ANOVA test. Findings “Feasibility analysis”, “life cycle evaluation and monitoring” and “optimal risk allocation” are the most significant performance indicators in Bangladesh. “Financing” is the most important KPA, followed by “planning and initiation” and “transparency and accountability”. Interestingly, unlike the cost, time and quality measures of the public sector comparator analysis used in most developed countries, a different set of indicators and KPAs are found dominant. Research limitations/implications This suggests that performance indicators and their weights may differ for developing countries. Future research could usefully focus on testing this model in different countries and applying it to derive performance scores for individual PPPs. Originality/value An application of AHP in determining weights of the performance indicators represents a major contribution to the literature on PPP performance measurement in the developing countries including Bangladesh.

Purpose Hospital information system (HIS) can be examined as a vital factor for developing the quality of health care and cost managing. There exists abundant literature on HISs, but implementation-based literature of HIS is rare, typically about progressive countries. However, a study that can comprehensively review published articles is scarce. Therefore, this paper aims to examine the systematic and comprehensive study of HIS in developed countries. Together, the benefits and harms relevant to HIS’s different mechanisms have been considered, and the fundamental challenges of them are addressed to design more efficient HIS in the future. Design/methodology/approach HIS has been used globally for numerous years and is now being used in a wide area. HIS is broadly used in clinical settings. Information technology (IT) and information system have been suggested as a required piece to solve the health-care-related issues. Hence, to improve HIS’s ability, this paper conducted a review method concentratating on research related to HIS until 2019. A total of 21 papers were recognized and examined as principal research for the summary. Findings The authors found that HIS can help in reduction of medical mistakes, enhancement doctors’ performance and increase in the quality of the care provided. HIS management can be used to provide better health-care services. Therefore, HIS must be sensible and use clear structures. The authors conclude that, generally, with an increase in awareness, acceptability and the need for HIS worldwide, there will be more strategies and approaches available. Research limitations/implications First, this paper provides an outline of the status of HIS. Second, it identifies some distinct research gaps that could be worth studying. Some flawless work may be removed because of applying some filters to select the original articles. Surveying all the papers on the topic of HIS is impossible, too. Practical implications Design and sustainability of HIS is still a big issue for most developing countries, despite its wide usage in the developed countries. The technology is changing rapidly, so the field should be reviewed regularly. This paper suggests a suitable framework that will guide HIS in the local conditions of developing countries. Social implications The government will be assisted by the suggested solving ways in its performance and design of electronic health-care projects. Originality/value The study brings the viewpoints on the state of HIS mechanisms in developing countries. The paper’s results can offer visions into future research requirements. By providing comparative information and analyzing the current growths in this area, this study will support researchers and professionals to understand the progress in HIS mechanisms better.

Purpose Current literature recognised big data as a digital revolution affecting all organisational processes. To obtain a competitive advantage from the use of big data, an efficient integration in a performance measurement system (PMS) is needed, but it is still a “great challenge” in performance measurement research. This paper aims to review the big data and performance measurement studies to identify the publications’ trends and future research opportunities. Design/methodology/approach The authors reviewed 873 documents on big data and performance carrying out an extensive bibliometric analysis using two main techniques, i.e. performance analysis and science mapping. Findings Results point to a significant increase in the number of publications on big data and performance, highlighting a shortage of studies on business, management and accounting areas, and on how big data can improve performance measurement. Future research opportunities are identified. They regard the development of further research to explain how performance measurement field can effectively integrate big data into a PMS and describe the main themes related to big data in performance measurement literature. Originality/value This paper gives a holistic view of big data and performance measurement research through the inclusion of numerous contributions on different research streams. It also encourages further study for developing concrete tools.

Purpose The purpose of this paper is to recognise the importance of the interplay between performance measurement, performance management, employee engagement and performance. However, the nature of this phenomenon is not well understood. Analysis of the literature reveals two dimensions of organisational control, technical and social, that are used to develop a conceptual framework for studying this phenomenon. Design/methodology/approach The authors conducted explorative action research involving pilot and control groups from two departments of a UK bank. Findings The authors show that an intervention on the social controls has led to changes in technical controls of the performance measurement system resulting in significant improvement in employee engagement and performance. Research limitations/implications The research was undertaken with two cases from a single organisation. Further fine-grained, longitudinal research is required to fully understand this phenomenon in a wider range of contexts. Practical implications The paper contributes to the theory on performance measures and gives guidance on how organisations might design their performance measurement systems to enhance employee engagement and performance. Originality/value The study makes three contributions. First, the authors introduce a new theoretical framework based the organisational control theory providing a basis for future research. Second, through nine propositions, the authors establish a causal relationship between performance measurement, performance management, employee engagement and performance. Third, the authors identify a gap in knowledge concerning the design of organisational controls in the context of the process that is being managed.

Purpose – The purpose of this paper is to measure the competencies of libraries in Nigerian universities, identify constraints to their performance and recommend infrastructures and competencies required. Institutional accreditation has compelled academic libraries in Nigerian to improve their quality, competencies and performances for accountability. Design/methodology/approach – A questionnaire was the main instrument for data collection. The population of the study was all the university librarians in the 89 universities in Nigeria that the author selected from federal, state and private universities. Of the 81 sets of questionnaires emailed, 49 were returned, which represents a 60.5 per cent response rate and provides the working population of the study. Data were analysed using frequency tables, simple percentages and bar charts. Findings – The results indicate that academic libraries and librarians in Nigeria are competent in three key areas – educational roles, professional development and research. However, they are not very effective in the provision and use of library resources in cyberspace, adequate funding, collection development and information technology skills. The main constraints are: poor Internet penetration, low bandwidth, unreliable power supply and weak Internet proficiency. This paper suggests that adequate funding, benchmark performance and multi-skilling can serve as strategies against these constraints in developing regions. Practical implications – This study contributes to library staff assessment because it links strategic objectives to performance measures and associated long-term targets. It broadens issues which affect sustainable performance in academic libraries in Nigeria, as well as in Africa and other developing countries. Originality/value – While performance measurement is well established in developed countries, it is less or not so well established in Nigeria and other developing countries. The current research seeks to develop a performance measurement framework for academic libraries that is testable and expandable to Nigeria and the whole African context.

Purpose – The purpose of this paper is to review a synthesis of theories and empirical studies dealing with the adoption of and compliance with IFRS in developing countries in an attempt to provide directions for future research. Design/methodology/approach – The review focusses on four main streams including: first, the motives for IFRS adoption; second, corporate characteristics and the degree of compliance with IFRS; third, the economic consequences of IFRS adoption and finally; fourth, the use of regulation as an enforcement mechanism to monitor compliance with IFRS. The authors review empirical studies specifically devoted to developing countries. Findings – Regarding the first stream relating to IFRS adoption, the macroeconomic decision of adopting IFRS in developing countries can be justified by two main theories which are: the economic theory of network (Katz and Shapiro, 1985) and isomorphism (DiMaggio and Powell, 1991), however, empirical evidence in developing countries to confirm these theories is limited. Regarding the second stream relating to corporate characteristics and the degree of compliance with IFRS, the authors find that the results are mixed. Regarding the third stream relating to the economic consequences of IFRS adoption, it seems that the evidence is still limited in developing countries especially with respect to the impact of IFRS adoption on foreign direct investment, cost of equity capital and earnings management. Regarding the fourth and final stream in relation to regulation, enforcement and compliance with IFRS, the authors find that research is very limited. It was evidenced in the very few research studies conducted, that global disclosure standards are optimal only if compliance is monitored and enforced by efficient institutions. Practical implications – The author’s study attempts to provide a foundational knowledge resource that will inform practitioners, researchers and regulators in developing countries about the relevance of the different theories that exist in the accounting literature to explain the adoption of and compliance with IFRS. Originality/value – Compared to developed countries, the four streams outlined remain under-researched in developing countries. Therefore, researchers should examine these topics in developing countries to inform practitioners, regulators and the capital market about the effects of adopting IFRS and their relevance to developing countries. In addition, researchers should embark on identifying new theories to explain the adoption of and compliance with IFRS in developing countries that take into consideration the socioeconomic culture of these settings.

Purpose The purpose of this paper is to investigate reverse supply chain (RSC) practices and their obstacles using case studies of Moroccan companies. The authors present the main findings of case studies’ analysis along with a discussion of an RSC framework for further directions of research. Design/methodology/approach A qualitative approach was adopted and semi-structured interviews with Moroccan companies were conducted using an interview guide. Findings The authors present an RSC model that encompasses remanufacturing, refurbishing and disposal processes. The authors believe that this model would constitute a promising framework for further research. The findings show that the successful implementation of RSC depends on many factors, but the company’s attitude (proactive or conservative) is one of the most critical determinants in RSC initiatives. Furthermore, the results of the case studies indicate two types of inhibitors: external and internal. These findings confirm the results of previous research on environmental sustainability obstacles in general and RSC obstacles in particular. Research limitations/implications This study has some limitations that provide future research opportunities. Because this study is qualitative, further statistical support is needed to justify wider generalisation of its findings. Further studies might therefore investigate RSC practices in developing countries other than Morocco to increase the external validity of the results. Practical implications The findings can help firms to gain better understanding of their RSC and particularly the link between forward and RSCs. Consequently, companies can upgrade their business models to better control their RSC activities. Originality/value The relevant literature about RSC practices has mainly targeted manufacturing sectors in developed countries, and few studies have been conducted on developing countries. Research on RSC practices in developing countries in general and African countries in particular is sparse. This is one of the first articles written to address this gap by investigating RSC practices in Morocco.

Purpose In recent years, “servitization” has been studied extensively; however, as studies of the impact of servitization on firm performance offer mixed results, the conditions under which the relationship between servitization and performance becomes more significant are contested in the literature. These mixed results have led to the term “service paradox.” The paper aims to discuss these issues. Design/methodology/approach This study investigates servitization in the assembly industry based on a multi-country survey covering 539 industry plants in 22 countries. Findings The study contributes to the research on servitization by adding a contextual perspective to this relationship, taking into account level of development of the country in which a firm is located. Besides confirming the correlation between the servitization and performance, our study unveils a counter-intuitive result: a medium level of development of the country in which a firm is based corresponds to a stronger relationship between servitization and firm performance, whereas higher levels of development seem to diminish the increase in performance. Social implications This study balances out the focus in servitization on advanced economies and help to unveil its benefits in developing countries. Fostering servitization in developing economies can lead to social impact resulting from job shifts from manufacturing to service and the correlated implications for workers’ training and higher motivation experienced in service-based jobs. Originality/value Our study unpacks the “service paradox” and indicates that industry plants in developing countries can still harness the benefits of being first-movers, whereas, in developed countries, servitization may have become an order qualifier rather than a factor of differentiation.

Purpose The purpose of this paper is to address the gender digital divide through the adoption of information and communication technologies (ICTs) by reviewing existing knowledge within the field. This paper explores the characteristics and factors contributing to the gender digital divide. To bridge the gender digital divide, it is important to understand the factors behind gender differences in ICT access and use. Design/methodology/approach In this study, the systematic literature review was conducted in accordance with the preferred reporting items for systematic reviews and meta-analyses (PRISMA) approach. In total, 24 articles were selected and analysed with using PRISMA steps. Findings Despite a significant increase in usage of the internet and other ICTs around the world, women, especially in developing countries, tend to be on the wrong side of the digital divide. The results indicate that while there are still gender differences in access to ICT in developing countries, second-level digital divide issues are more of a concern in developed countries. In the literature, several important factors have been identified as being associated with the gender digital divide. The results highlight the importance of implementable policies to bridge the gender digital divide, as well as how sociocultural factors play an important role in explaining the gender digital divide phenomenon. Originality/value By identifying the gender digital divide studies’ characteristics and factors contributing to the gender digital divide, the authors provide an overview of the existing research, allowing us to discuss future research needs within the field. The authors argue that more research is needed to understand how to better address the sociocultural factors affecting the gender digital divide, to understand why equal access seems not to result in equal use and, to understand the consequences of the COVID-19 pandemic on the gender digital divide.

Purpose The purpose of this study is to examine how business founders influence the performance of family firms in developing countries in Asia. Design/methodology/approach The pooled ordinary least squares regression is used on a sample of 134 public listed family firms from four developing countries in Asia during the period 2004–2014. This study also conducts sub-period analyses where the study period is divided into three sub-periods, i.e. before, during and after the global financial crisis (GFC). Findings This study finds that founder-led family firms outperform family firms led by nonfounders for the full study period. The results for the sub-period analyses also show that founder-led family firms outperform nonfounder-led family firms for the pre-crisis and during crisis periods. Finally, this study finds no evidence supporting the superior performance of founder-led family firms post-GFC. Originality/value Because family firm is one of the most fundamental forms of business organization in the world, policymakers have great concerns about how business founders influence the performance of these firms. Nonetheless, the existing research on family firms is chiefly concentrated on developed countries but there is a paucity of studies being conducted in the context of developing countries. Moreover, previous research has only considered the performance of these firms during normal or turbulent times but no prior studies have compared the firm performance during normal, turbulent and recovery periods. It is the aim of this paper to address these research gaps by using a new and more recent set of data.

Purpose The purpose of this study is to develop a customised model to measure the performance of housekeeping (HK) services in Sri Lankan health-care facilities. Design/methodology/approach An exploratory sequential mixed approach was adopted in the study to collect and analyse data. A case study strategy was adopted in the initial phase to explore the current HK practices, and to determine the applicable key performance indicators (KPIs) found through literature. Semi-structured interviews were used as the data collection method in the selected case studies. A questionnaire survey was conducted in the next phase to verify the validity of case study findings. Quantitative data were analysed using descriptive statistics. One sample t-test was used to identify significant KPIs and to formulate the customised performance measurement (PM) model. Findings The study identified and ranked 46 KPIs, which can be used to measure the performance of HK divisions of health-care facilities, in balanced scorecard perspectives. The findings also revealed that the KPIs determined using the model have a significant impact on implementing effective health-care HK services and could be used to measure both real and subjective cleanliness. Practical implications The developed model can be used for numerous PM requirements in health-care setups in both developing and developed countries. The KPIs determined using this model can be presented in quality audits and government inspections as proof of effective HK management. The HK managers of the health-care sector can effectively monitor the performance of their divisions using the proposed PM model and this model can be customised to match the other facilities management service divisions. Originality/value Many studies focus on overall health-care PM. This study expands the knowledge on HK PM in the health-care sector by presenting a collection of performance indicators centred on HK function.
