Despite growing popularity of using geographical information systems and geospatial tools in public health fields, these tools are only rarely implemented in health policy management in China. This study examines the barriers that could prevent policy-makers from applying such tools to actual managerial processes related to public health problems that could be assisted by such approaches, e.g. evidence-based policy-making. A questionnaire-based survey of 127 health-related experts and other stakeholders in China revealed that there is a consensus on the needs and demands for the use of geospatial tools, which shows that there is a more unified opinion on the matter than so far reported. Respondents pointed to lack of communication and collaboration among stakeholders as the most significant barrier to the implementation of geospatial tools. Comparison of survey results to those emanating from a similar study in Bangladesh revealed different priorities concerning the use of geospatial tools between the two countries. In addition, the follow-up in-depth interviews highlighted the political culture specific to China as a critical barrier to adopting new tools in policy development. Other barriers included concerns over the limited awareness of the availability of advanced geospatial tools. Taken together, these findings can facilitate a better understanding among policy-makers and practitioners of the challenges and opportunities for widespread adoption and implementation of a geospatial approach to public health policy-making in China.

This article examines changes in the structure and operation of the Czech Republic Ministry of Foreign Affairs (MFA) after the collapse of communism through its entry into the European Union. Like all foreign ministries, the MFA must adapt to the changing nature of diplomacy, where the distinction between foreign policy and domestic policy has become increasingly blurred. The MFA must compete in a more crowded foreign policy-making environment. However, the MFA has also been transformed by the collapse of communism. The ministry has been purged and forced to reevaluate its operations, goals, and institutional culture. This article evaluates the success of the MFA in meeting these significant challenges, and compares these reforms to the reforms of other ministries in the Czech Republic and other foreign ministries.

Abstract In this essay, we place Black women's electoral challenges and opportunities in context. We situate this year of “Black Women Candidates” as an anomaly, but one that has been a long in the making. We also point to the appeal of Black women lawmakers among voters to mirror Alberder Gillespie's claims in this epigraph. We note that Black women have long been the backbone of the Democratic Party and are willing to use their clout for their own political means. Furthermore, given the unique ways that Black women represent their constituents, an influx of Black women into governing bodies may have a substantial, lasting impact on policy-making. We conclude with insights from our own research and that of other scholars on Black women to demonstrate future avenues of scholarly research.

This paper deals with the role of mobility and telecommunication of the residents of Svalbard archipelago. The main focus of this study is the role of those factors in creating the energy regimes of the archipelago. The field study data shows that mobility and telecommunication are, first, intertwined factors of the local social space; second, their physical and social dimensions are also inseparable. The issues of mobility and telecommunication and their role in creating the local energy regimes are also an important topic of the public discourse of the Arctic policy-making

This article focuses on the construction of the Inuit Circumpolar Conference (ICC), the aim being to offer the historical context within which the ICC came to serve as a significant voice for Arctic policy making and as a representative of Inuit peoples in general. It explores the role of the ICC in relation to the domestic, regional, and international political events taking place during its formative years in order to provide the basis through which the ICC came to be a political authority in the Arctic. While the main coalescence of events was around the theme of Arctic resource development, each event significantly helped lay the foundation for, and structures under which, Arctic policy would proceed into the future. This includes a changing Arctic narrative that has transformed the Arctic from a being a region concentrated on resource extraction and Cold War security into a region serving as a symbolic pinnacle for global sustainable development. Through the expanded political agency of the ICC and an international focus on the Arctic, a vision of the Arctic has emerged under which it is defined by its natural environment and by the indigenous peoples who inhabit this space. This is an INDIPO project paper (Tennberg 2006).

AbstractThis article reviewsEU’s mediation attempts in Egypt between 2011 and 2013. After presenting the main challenges and opportunities ofEUmediation in the Middle East-North Africa (MENA) neighborhood,EUinterventions in Egypt are discussed in relation to the 25 January 2011 revolution, during the presidency of Mohammed Morsi, and after the 3 July 2013 coup d’état, focusing specifically on the choice of mediation styles and their timing. It is argued that three contextual conditions that are typical of the crises that erupt during failed democratic transitions – their fast pace, their eminently domestic nature and significant power asymmetries between the main parties involved – exacerbate the structural problems that theEUfaces when intervening in countries that are not current or potential candidates for accession. The analysis ofEUmediation styles during Egypt’s transition provides a critical perspective onEU’s foreign policy making after the Treaty of Lisbon.
