It has been argued that the non-interference principle is given more emphasis than democracy and human rights in the Association of Southeast Asian Nations (ASEAN). Yet a certain kind of consensus has emerged: ASEAN members may become involved in one another’s domestic affairs as long as they do so via ASEAN organs and instruments. This can be seen in co-operation on disaster management. Since the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) was established in 2011, the definition of a “disaster” appropriate for regional management has been broadened. Careful analysis of this case shows that, each for its own strategic reasons, ASEAN organs and institutions began to be useful for both “giving” and “receiving” member states. This article’s analysis of strategic interaction among member states yields useful insights on how intervention via multi-lateral frameworks shapes both the behaviour of domestic decision-makers and the dynamics within regional organisations.

The concept of Europeanization has become quite fashionable in EU studies in recent years. It is often used for the analysis of the relations between the EU and non-member states. The aim of the article is to examine the possibilities of its application in explaining the relationship between the EU and Ukraine. The structure of the article is as follows: firstly, the concept of Europeanization is defined considering such two disputable issues as distinguishing among concepts of Europeanization and European integration as well as Europeanization and EU-ization. Next, the evolution of the theoretical research of Europeanization and definition of this concept are analyzed. Two main mechanisms of Europeanization (conditionality and socialization) are examined. The author considers main approaches to the analysis of the "external" Europeanization emphasizing the concept of "external governance". Three groups of factors which influence the effectiveness of Europeanization are briefly analyzed. And finally, the peculiarities of application of the Europeanization concept to the Ukraine-EU relations are outlined. This chapter introduces the problem of “reform capacity” (the ability of political decision-makers to adopt and implement policy changes that benefit society as a whole, by adjusting public policies to changing economic, social, and political circumstances). The chapter also reviews the long-standing discussion in political science about the relationship between political institutions and effective government. Furthermore, the chapter explains why the possibility of compensation matters greatly for the politics of reform; provides a precise definition of the concept of reform capacity; describes the book's general approach to this problem; and discusses the ethics of compensating losers from reform; and presents the book's methodological approach.

Regional organisations (ROs) increasingly act as promoters of democracy by applying sanctions against members who do not comply with collectively agreed norms. Despite the absence of an official sanctions policy, the Association of Southeast Asian Nations (ASEAN) does interfere in certain ways into member states’ internal issues in some cases of norm violations. This study empirically explores how and why ASEAN decides to interfere or not in such situations. The findings derived from case studies on Cambodia and Myanmar, drawing on evidence from documents, media, and interview data reveal novel insights on ASEAN regionalism in the context of non-compliant member behaviour. I argue that the informal approach to regionalism provides ASEAN with a lot of room for discretion in responding to members’ norm violations. The article identifies geopolitical preferences, extra-regional interference, and legitimation as explanatory factors for the RO’s varying punitive actions.

In this paper, we examined the connection between quantum systems’ indistinguishability and signed (or negative) probabilities. We do so by first introducing a measure-theoretic definition of signed probabilities inspired by research in quantum contextuality. We then argue that ontological indistinguishability leads to the no-signaling condition and negative probabilities.

One of the principles underlying international law applicable in armed conflicts is that no act of war is permitted against the civilian population, consisting, by definition, of persons who take no part in the hostilities.Until the holocaust of 1939–45, international law gave practically no real protection to the civilian population in the event of war, and was not even intended to do so since up to that time war was considered to be a State activity from which civilians remained aloof. There were, nonetheless, general principles and rules in various international treaties which, in one way or another, related also to the civilian population.

Over the last two decades, family law has undergone changes in Western Europe, widening the definition of marriage to include same-sex couples. In addition, some East European countries offer a legal recognition of civil unions of same-sex couples, while others do not offer any legal recognition at all. This diversity in family law has been recently challenged by developments at the European level. It is argued here that this constitutes an adaptational pressure on those European Union (EU) member states that do not offer any or offer only formal recognition of same-sex couples. We examine two cases when member states faced such an adaptational pressure, namely Estonia and Latvia, focusing on the interplay of two types of factors. First is that of formal institutions which, due to their constitutional role or their expertise in the EU law, may act as facilitators of legal changes. On the other hand, there are also political actors which have tried to constrain such an adaptation. We examine here especially the role of two political parties which have made a considerable effort to oppose the change in the two countries. It is argued here that the ideological orientation of these parties explains, at least partly, their opposition to the ongoing Europeanization of family law. The paper concludes with a discussion of the main findings and their implications.

Within the management of urban disasters, geo-information systems (GIS) are used in any of the phases of mitigation, preparedness, response and recovery as most of the required data have a spatial component. Examples of GIS-based decision support systems on mitigation are found in simulation models of floods and earthquakes. In the preparation phase all kinds of spatial observations and models can be used to predict which areas will be threatened. To prepare for adequately responding in case of an actual disaster, these systems are capable of developing realistic scenarios that are used within training and virtual reality (VR) systems. During the actual response phase geo-information is used intensively: for getting an impression of the environment, for routing, for obtaining up-to-date information about the actual situation, etc. In the recovery phase, there is often a high public and political interest to judge the situation - comparing the pre- and post-disaster situation - and to set priorities for the rebuilding. Despite this potential of GIS-based support for urban disaster management, the use of these systems or even the utilisation of geo-information itself is still very limited in countries in Africa, Asia and Latin America. The emergency management is usually done with paper maps that are seldom up-to-date. Useful systems to support decision makers in any of the phases of disaster management are nearly completely lacking. To improve the work of decision makers and rescue teams, different premises have to be archived in relation to: meta-information to provide insight on the availability and usefulness of the geo-information itself, the technical equipment of the rescue teams (i.e. communication devices and field computers), and the up-to-date information from the affected areas (images, observations, reports). This paper suggests a framework for “urban and urgent” disaster management to facilitate the work of police forces, fire departments, ambulances and government coordinators in disaster situations by extending and improving the utilisation of geo-information. Within a pre-disaster situation, geo-information support management further can assist planning for prevention and mitigation.

In the world of modern health, despite the fact that we've been blessed with amazing advances of late - the advent of personalised medicine is just one example - “change” for most citizens seems slow. There are clear discrepancies in availability of the best care for all, the divisions in access from country to country, wealthy to poor, are large. There are even discrepancies between regions of the larger countries, where access often varies alarmingly. Too many Member States (with their competence for healthcare) appear to be clinging stubbornly to the concept of “one-size-fits-all” in healthcare and often stifle advances possible through personalised medicine. Meanwhile, the legislative arena encompassing health has grown big and unwieldy in many respects. And bigger is not always better. The health advances spoken of above, an increased knowledge on the part of patients, the emergence of Big Data and more, are quickly changing the face of healthcare in Europe. But healthcare thinking across the EU isn't changing fast enough. The new technologies will certainly speak for themselves, but only if allowed to do so. Acknowledging that, this article highlights a positive reform agenda, while explaining that new avenues need to be explored.
