This paper presents the results of a study by the Center for Migration Studies (CMS) on potential beneficiaries of the DREAM Act of 2017 (the “DREAM Act” or “Act”). The study reveals a long-term, highly productive population, with deep ties to the United States. In particular, it finds that: • More than 2.2 million US residents would qualify for conditional residence under the DREAM Act. • An additional 929,000 — who are now age 18 and over — arrived when they were under 18, but have not graduated from high school and are not enrolled in school and, thus, would not currently qualify for status under the Act. • The DREAM Act-eligible can be found in large numbers (5,000 or more) in 41 states and more than 30 counties, metropolitan areas, and cities. • Potential DREAM Act recipients have lived in the United States for an average of 14 years. • Sixty-five percent (age 16 and above) participate in the labor force, with far higher rates in Wisconsin, Massachusetts, Utah, Arkansas, Illinois, Tennessee, and Oregon. • This population works heavily in sales and related occupations; food preparation and serving; construction and extracting; office and administrative support; production; transportation and material moving; and building/grounds cleaning and maintenance. • Many of the DREAM Act-eligible are highly skilled and credentialed. • 70,500 are self-employed. • Eighty-eight percent speaks English exclusively, very well, or well. • 392,500 have US-citizen children, and more than 100,000 are married to a US citizen or lawful permanent resident. • Twenty-nine percent has attended college or received a college degree. • The DREAM Act-eligible include 50,700 Temporary Protected Status (TPS) recipients from El Salvador, Haiti, and Honduras, 45 percent of whom live in the Miami metro area, Los Angeles County, the Washington, DC area, Houston, New York City, the San Francisco metro area, and the City of Dallas. The study also underscores the immense investment — $150 billion — that states and localities have already made in educating these young Americans. It argues that over time and with a path to citizenship the return on this investment will increase by virtually every indicia of integration — education levels, employment rates, self-employment numbers, US family members, and English language proficiency.

In the 1970s, Japanese cooks began to appear in the kitchens of nouvelle cuisine chefs in France for further training, with scores more arriving in the next decades. Paul Bocuse, Alain Chapel, Joël Robuchon, and other leading French chefs started visiting Japan to teach, cook, and sample Japanese cuisine, and ten of them eventually opened restaurants there. In the 1980s and 1990s, these chefs' frequent visits to Japan and the steady flow of Japanese stagiaires to French restaurants in Europe and the United States encouraged a series of changes that I am calling the “Japanese turn,” which found chefs at fine-dining establishments in Los Angeles, New York City, and later the San Francisco Bay Area using an ever-widening array of Japanese ingredients, employing Japanese culinary techniques, and adding Japanese dishes to their menus. By the second decade of the twenty-first century, the wide acceptance of not only Japanese ingredients and techniques but also concepts like umami (savory tastiness) and shun (seasonality) suggest that Japanese cuisine is now well known to many American chefs.

In a hidden sweatshop in downtown Los Angeles, Asian and Latino migrants produce automobile parts for a factory in Detroit. As the parts leave the production line, they are stamped “Made in Brazil.” In a small village in the heart of Mexico, a young woman at her father’s wake wears a black T-shirt sent to her by a brother in the United States. The shirt bears a legend that some of the mourners understand but she does not. It reads, “Let’s Have Fun Tonight!” And on the Tijuana-San Diego border, Guillermo Gómez-Peña, a writer originally from Mexico City, reflects on the time he has spent in what he calls “the gap between two worlds”: “Today, eight years after my departure, when they ask me for my nationality or ethnic identity, I cannot answer with a single word, for my ‘identity’ now possesses multiple repertoires: I am Mexican but I am also Chicano and Latin American. On the border they call me ‘chilango’ or ‘mexiquillo’; in the capital, ‘pocho’ or ‘norteno,’ and in Spain ‘sudaca.’… My companion Emily is Anglo-Italian but she speaks Spanish with an Argentinian accent. Together we wander through the ruined Babel that is our American postmodemity.”

AbstractThe remarkable increase in immigration from Asia and Latin America requires a rethinking of multiracial analyses of neighborhood racial-composition preferences. This research addresses two interrelated questions: (1) since spatial mobility is so central to social mobility, how do recent Asian and Latino/a immigrants develop ideas about the racial and ethnic composition of the neighborhoods in which they want to live; and (2) what are the implications of processes of immigrant adaptation for the likely dynamics of race and ethnic relations in increasingly diverse communities? Guided by Massey's spatial assimilation model and previous studies of neighborhood racial-composition preferences, this research underscores the critical importance of immigration and assimilation as influences on preferences for same-race, White, and Black neighbors. Data are from the 1993–1994 Los Angeles Survey of Urban Inequality (N = 1921). Results point to the critical role of acculturation—the accumulation of time in the United States and English-language proficiency/use, as well as racial attitudes—in understanding what motivates preferences for these diverse groups, and to the complexities of accurately modeling preferences among largely foreign-born populations. Preferences for both same-race and White neighbors vary by the length of time that immigrants have accumulated in the United States and their ability to communicate effectively in English. English-language fluency is a particularly salient predictor of preferences among recent immigrants. Consistent with prior research on preferences, racial stereotypes stand out as particularly potent predictors of preferences; however, their influence is weakest among the most recent immigrants, coming to resemble those of the native-born with increasing years of U.S. residence.

BACKGROUND The structure of the sexual networks and partnership characteristics of young black men who have sex with men (MSM) may be contributing to their high risk of contracting HIV in the United States. Assortative mixing, which refers to the tendency of individuals to have partners from one’s own group, has been proposed as a potential explanation for disparities. OBJECTIVE The objective of this study was to identify the age- and race-related search patterns of users of a diverse geosocial networking mobile app in seven metropolitan areas in the United States to understand the disparities in sexually transmitted infection and HIV risk in MSM communities. METHODS Data were collected on user behavior between November 2015 and May 2016. Data pertaining to behavior on the app were collected for men who had searched for partners with at least one search parameter narrowed from defaults or used the app to send at least one private chat message and used the app at least once during the study period. Newman assortativity coefficient (R) was calculated from the study data to understand assortativity patterns of men by race. Pearson correlation coefficient was used to assess assortativity patterns by age. Heat maps were used to visualize the relationship between searcher’s and candidate’s characteristics by age band, race, or age band and race. RESULTS From November 2015 through May 2016, there were 2,989,737 searches in all seven metropolitan areas among 122,417 searchers. Assortativity by age was important for looking at the profiles of candidates with correlation coefficients ranging from 0.284 (Birmingham) to 0.523 (San Francisco). Men tended to look at the profiles of candidates that matched their race in a highly assortative manner with R ranging from 0.310 (Birmingham) to 0.566 (Los Angeles). For the initiation of chats, race appeared to be slightly assortative for some groups with R ranging from 0.023 (Birmingham) to 0.305 (Los Angeles). Asian searchers were most assortative in initiating chats with Asian candidates in Boston, Los Angeles, New York, and San Francisco. In Birmingham and Tampa, searchers from all races tended to initiate chats with black candidates. CONCLUSIONS Our results indicate that the age preferences of MSM are relatively consistent across cities, that is, younger MSM are more likely to be chatted with and have their profiles viewed compared with older MSM, but the patterns of racial mixing are more variable. Although some generalizations can be made regarding Web-based behaviors across all cities, city-specific usage patterns and trends should be analyzed to create targeted and localized interventions that may make the most difference in the lives of MSM in these areas.

This article describes the current state of child death reviews (CDR) in the United States. The CDR process has evolved over almost 40 years from informal local meetings to a coordinated effort involving all 50 states. Child death review programs across the country vary in the level of financial and administrative support, legislation, and review processes. While there is still a long way to go in standardizing the practice between states, great strides have been made in data collection, education, and prevention initiatives.

I ought to point out first that my own practice is primarily corporate practice dealing with international business between Japan and the United States. Contract drafting is probably what I do most of, that and contract negotiations. In my field, many of the negotiations are not polite; they involve role playing on both sides and often extreme misunderstandings on both sides. I think, in addition to a good law background, the most important element in practice, especially in relations between Asia and the United States, is knowledge of an Asian language and a cultural familiarity with the countries where you specialize. To be able to communicate with your own client, and to be able to communicate for your client with the Japanese company across the table, knowledge of the language is absolutely essential. Also, I think my type of practice—that is practice with Asia—illustrates something that has happened in American law practice during the last ten years. The causes are primarily the revolution in transportation and something called the telex machine. Before 1960 it was impossible to get to Tokyo from New York in less than 26 hours. Now I go almost every month; it takes 16 hours. If you are representing Japanese clients in the United States it is necessary, I think, to meet the people in the Tokyo home office. Japanese abide greatly by this type of personal contact. It also helps to eliminate misunderstanding between a lawyer and his client. More and more lawyers, especially out of New York, Chicago, Los Angeles, San Francisco, and Washington are traveling around the world with their practices following them. If you have support services in various cities, there is usually no problem. You can travel, especially if your secretary and the people you work with out of the office from which you originate can handle the minor problems that come up. The telex machine has become extremely important. This is partly because of the time lag. Japan is almost exactly twelve hours opposite from the United States. My clients’ legal departments can handle minor negotiations and telex questions to me or ask me to draft particular positions. By getting background by telex, I can do this on an overnight basis so that in effect their legal department works 24 hours a day. This has the added benefit that sometimes the Japanese clients are able to disguise from the opposing American side the fact that they are using a large New York law firm.

No reference was made in the Dumbarton Oaks proposals to colonial questions, and this, the most important omission among the subjects covered in the Covenant of the League of Nations, brought forth immediate comment. There was, first of all, the problem of those territories held under mandate as part of the League of Nations system. They were all under the administration of members of the United Nations, except for the former German islands in the North Pacific, which were under mandate to Japan. If the new organization was to supplant the League, some formal changes would, in any case, be required.A second problem was the disposition of such territories as had been taken from Italy and would be taken from Japan. If the self-denying ordinances of the Atlantic Charter and the Cairo Declaration were to be taken literally, there would be territories to dispose of which could hardly be turned into colonies.Finally, the unfortunate experiences of many European states during the earlier years of the war in the Asiatic and Pacific territories under their control had caused a large amount of discussion of colonial questions. The belief had been voiced in various quarters that colonial administration needed modernizing, that self-government of the natives was not always their goal, and that colonial problems should be considered as international problems and not merely problems of individual colonial powers. Some of these powers looked upon the United States as the center of anti-colonial feeling, and even went so far as to suspect the United States Government of a desire to force changes on them. It was held by some groups in the United States that, as these colonies would be freed largely by American arms, the United States thereby would acquire some responsibility for their future. As the war situation improved and the colonial powers began to think about a peacetime future, they started to make tentative schemes for colonial reform which might avert any sort of outside intervention or internationalization. The British Colonial Development and Welfare Bill, the French proposal to unite all colonies in a “union” with the metropole, the Dutch proposal for a federalized state, all seemed related to the anti-imperial trend of the early days of the war.
