Psychotechnologies for preventing destructive coping strategies are important not only for employees of the moral and psychological support unit of the Ministry of Internal Affairs of Russia, but also for the leaders and employees of internal affairs bodies of the Russian Federation who are interested in their psychological health and in effectively solving the tasks facing the Ministry of Internal Affairs of Russia. Despite the fact that a significant amount of research by both foreign and domestic scientists is devoted to the study of personality coping, comprehensively preventive work to prevent and correct destructive coping strategies is not carried out. The formation of destruction in coping behavior is characteristic of the professional activities of law enforcement officers, the most prone to this psychological phenomenon, are leaders. Destructions in the coping behavior of employees of the internal affairs bodies are a consequence of the state of emotional, mental and psychophysical exhaustion, determined by the conditions of professional activity, excessive workload and emotional interpersonal communication. Coping behavior is of a destructive nature and adversely affects the professional activities of the policeman and his personality. To prevent and correct the destruction in coping behavior, the heads and employees of the internal affairs bodies offer an algorithm of psychotechnological actions in the article.

The article is devoted to the formulation of the problem of studying of the level and characteristics of the subjective vitality of employees and heads of internal affairs agencies of the Russian Federation, as well as the need to increase the overall potential of vital energy. The object of the research is the degree of severity of subjective vitality among employees and heads of internal affairs agencies of the Russian Federation. The subject is the level of subjective vitality among representatives of various professional communities. The article focuses on the results of studying the level of subjective vitality as a consciously experienced life energy. The author connects low indicators of the phenomenon being studied with excessive stress, stress, conflict of professional activities of employees and heads of internal affairs agencies of the Russian Federation, unsatisfactory psychological self-awareness and negative emotional states. Subjective vitality as a constituent of professional activity in the law enforcement area, on the one hand, is an energy component and an important element in the performance of official tasks by employees of the internal affairs bodies of the Russian Federation, on the other hand, increased requirements are imposed on the subjective vitality of specialists (which is manifested in the prevalence of this phenomenon in this professional community). Such problems require the organization of constructive psychological assistance.

The article is devoted to the psychological peculiarities of the manifestation of coping-resources of educators. The teaching profession belongs to the category of professions especially vulnerable to stress, since the teacher has to solve various professional tasks in the absence of time and information, constant open contact with people, which entails considerable emotional energy. The professional activity of a modern teacher requires constant and maximum mobilization of their personal resources. Maintaining or enhancing a person's stress resistance is associated with finding and using resources well enough to help the educator overcome the negative effects of stressful situations. The article reveals such characteristics of personality and social environment that facilitate or make possible adaptation to life stresses, promotes the development of a means of overcoming it, and increases stress resistance. These personal structures help a person cope with threatening circumstances and facilitate adaptation. The author analyzes the scientific and psychological approaches to understand personal resources, determinants of the choice of coping-strategies, and the influence of the characteristics of professional activity on the behavior of the individual. Questions about structure, functions, and types of coping behavior are raised. According to the majority of modern researchers, the generalized classification of the methods of mastering stressful circumstances is analyzed: coping aimed at evaluation; problem-oriented coping; coping aimed at emotions. Also presented were the most up-to-date and most modern models of coping resources, which can be viewed from different angles to look at the choice of coping-resources by the personality of the teacher, taking into account the conditions of his professional activity. The organization and methods of conducted research of the features of manifestation of coping-resources in teachers are described. The presented quantitative and qualitative results are disclosed according to the stages of the study. In particular, the analysis of teacher’s coping-strategies depending on the level of emotional burnout, ways of overcoming difficult life situations, as well as the methods of coping-behavior of the respondents. Relationships between teachers' coping-resources and emotional and mental stress as well as the monotony of professional activities are also identified. Adaptive and non-adaptive coping behaviors are differentiated in terms of cognitive, emotional, and behavioral coping strategies are analyzed separately. Based on the theoretical analysis of the scientific literature and empirical research, the author substantiates the relevant conclusions and recommendations for school educators on the effective use of their own coping resources.

the article deals with the management activities of the head of the internal affairs bodies of the Russian Federation. The main professionally important qualities of the head influencing his professional activity are highlighted. An ideal model of the pedagogically cultural personality of the head of the internal affairs body of the Russian Federation is proposed, which is a set of those properties that must be formed by the head. This model consists of a number of subsystems that are the main dialectically interconnected and interdependent structural elements; pedagogical skills, active life position, knowledge and understanding of pedagogical phenomena, pedagogical conviction. The article discusses the views of a number of scientists regarding the pedagogical culture of the leader. The pedagogical culture is considered as an integral element of the set of professionally important qualities of the head of the internal affairs body of the Russian Federation. The authors conclude that the mere presence of professionally important qualities in a person cannot ensure the high efficiency of managerial activity if, in the process of training and preparation for managerial activity, they were not developed to the highest level - professionalism.

The article considers the problem of satisfaction with work and results of work on the example of the professional activity of the penal system employees. In this regard, the purpose of the study, reflected in this work, is to analyze the professional activities of the penal system staff of the Russian Federation. The objective was achieved by analyzing scientific sources devoted to the problem of work, professional activity, and satisfaction with their results, as well as the study and comparison of the results of research conducted in the penal system. During the research, such general scientific methods and techniques as analysis, synthesis, comparison, induction, and deduction were applied. The study draws a parallel between satisfaction with professional choices and satisfaction with one’s own life in general, emphasizing the existential nature of the discussed issue. In conclusion, the authors describe the levels of perception of professional activities results by penal system staff. The obtained results can be used for preventive, educational, and corrective measures with penal system staff.

The Russian Federation has established and introduced a tax on professional activities (NAP) as part of the development of special tax systems, but the competitiveness of the professions offered by the tax legislation is not taken into account. The authors determined the purpose of the study: the expediency of using the professions specified in the tax legislation to provide services for personal, domestic and (or) other similar needs, For this purpose the following tasks were solved: the place of the NDP in the aggregate of all existing special tax regimes of the Russian Federation was considered; a comparative analysis of the application of taxation of self-employed citizens in Russia and abroad, in particular, in Germany, is carried out. The study uses methods of statistical observation, comparison, and analysis. It is revealed that during the period of use of the NDP, although the number of entrepreneurs has increased, but budget revenues are insignificant. The comparison of the lists of professions showed that the professions allowed for use by self-employed citizens (freelancers) in Germany differ from the Russian ones established by law: they are competitive in the economy. Self-employed citizens must confirm their professions with diplomas, belong to professional associations, associations, be sure to study at advanced training courses, compete with an employee. The analysis of the reasons for the use of the NAP regime by individuals in Russia showed that professional activity within the regime is forced and is aimed at obtaining additional, rather than basic, earnings, as in GermanAs a result of the study, it was found that the professions specified in the legislation of Russia are not competitive. It is proposed to change the list of NPA professions taking into account special professional education and competitiveness in the labor market.

The article examines the existing restrictions associated with the development of a national system of qualifications (recognition of qualifications of qualifications internationally, the coexistence of elements of the old and new qualification systems, the gap between the labor market and the system of vocational education). It is noted that in the field of pharmacy, along with existing restrictions, the development of the industry qualifications framework is hindered by the lack of descriptions of professional activities performed by pharmaceutical personnel at the legislative level. In this regard, the authors conducted a comparative analysis of the content of groups of occupations described for pharmaceutical personnel, in accordance with the Russian Сlassifier of Occupations (as a document that is the basis for the development of the sectoral qualifications framework) with the types of activities carried out by subjects of circulation of medicines (production of medicines and pharmaceutical activities) in order to define the boundaries of professional activity of pharmaceutical personnel at the national level. The international experience of research of the content of professional activity of pharmaceutical personnel and the main factors contributing to the appearance of labor functions in the professional activity of pharmaceutical personnel that are not fixed at the legislative level (in accordance with the ISCO) are studied. In order to eliminate the existing restrictions that prevent the development of a unified system of professional qualifications in the field of pharmacy in the Russian Federation, the article concludes with an approach to describing the professional activities of pharmaceutical personnel used by FIP industry experts.

Purpose. To study the impact of the COVID-19 pandemic on the professional activities and health of ophthalmologists in the Russian Federation. Material and methods. The All-Russian online survey of ophthalmologists «Impact of the COVID-19 pandemic on the professional activity, lifestyle and health of ophthalmologists in the Russian Federation» was conducted. The results are presented in % of those respondents who are engaged in the relevant activity. Results. The survey involved 582 ophthalmologists from various regions of Russia. In April 2020 (in the first month of non-working days throughout the Russian Federation), the work load as a whole became less than usual for 54.8% of respondents. In addition, 18.4% of respondents stated that they did not work during the entire April 2020. The number of face-to-face consultations decreased in 74.3% of the surveyed ophthalmologists. The number of telemedicine consultations decreased in 27.0% of respondents, and increased in 34.1%. The number of emergency and urgent surgery decreased in 25.0% of respondents, and increased in 23.2%. The number of planned surgery decreased in 80.4% of respondents. 23.9% of respondents began to provide medical care in an additional and new profile of ophthalmological care (which they do not usually do). Salaries in April 2020 decreased for 66.7% of respondents, in August 2020 – in 41.4% of respondents. Ophthalmologists have become more engaged in the study of professional literature on ophthalmology and coronavirus, as well as writing scientific products (articles, patents, etc.), preparing reports and presenting them. In 57.8% of cases of infection of ophthalmologists with COVID-19 was associated with their professional activities and 37.3% of infection with an ophthalmic patient. In 83.3% of cases, ophthalmologists were treated for COVID-19 on an outpatient, in 16.7% of cases – in an inpatient. In 66.7% of cases the health status of ophthalmologists after the coronavirus infection COVID-19 was poor. Conclusion. The COVID-19 pandemic had negative impact on the professional activity and health of ophthalmologists in the Russian Federation. The article proposes the creation of personal electronic offices within the ISOD of the Ministry of internal Affairs of Russia for law enforcement officers who are able to solve gaps in the methodological support of official activities. The basic problem directions of methodical maintenance of professional activity of employees of expert divisions are considered. Part of the article deals with the organization of methodological support of new relevant types of forensic examinations, such as: construction and technical, video, automotive, computer, radio, describes the basic functionality of a single system of information and analytical support of the Ministry of internal Affairs of the Russian Federation (ISOD MIA). The author noted that one of the main criteria, the presence of which must necessarily be contained in the virtual offices of ATS experts is relevant information. So it is offered to reflect in private offices the following information: data on the tolerances available for the employee on independent production of judicial examinations; data on improvement of qualifications, with possibility of their increase in the mode on-line; actual information on the latest and already existing techniques on examinations on the right of production of which the expert has the confirmed admissions; information on instrument base on each type of examinations on which there is an active admission (with indication of the nearest availability); electronic library of literature, including secret, corresponding to the level of admission to it from the expert, with the possibility of acquaintance; electronic collections of forensic objects (if possible 3D models), with examples of their descriptions, the main features and in some cases the functional purpose, the exact size.

the review article presents a historical and pedagogical retrospective of Suvorov military education in educational organizations of the Ministry of Internal Affairs of Russia from the 40s of the XX century to the present, identifies problems and trends in the training of pupils of the Suvorov military schools of the Ministry of Internal Affairs of Russia, defines the essence of professional orientation of graduates-Suvorov service in the internal affairs bodies of the Russian Federation. The genesis of Suvorov education from the depths of cadet training and upbringing, the state and social nature of Suvorov education: the preparation of a statesman and the care of orphans of the dead servicemen and employees of internal affairs bodies. It has been determined that the Suvv military schools exercise the individual's right to choose an individual educational trajectory, on the one hand, and are obliged to fulfill the state order for training personnel for the activities of the internal affairs bodies of the Russian Federation, on the other. Such dualism gives rise to the contradictory interpretation of constitutional norms associated with the right of a citizen to choose not only the direction of education, but also the direction of professional activity.

В статье рассматривается проблема формирования готовности к межличностному общению курсантов МВД России в процессе организации внеаудиторной деятельности. Решение проблемы является стратегической задачей для правоохранительной деятельности, поскольку практическая сторона полицейской службы опирается на принцип взаимодействия и сотрудничества с большим количеством субъектов. В процессе работы полицейский должен обеспечить права и свободы человека и гражданина Российской Федерации независимо от пола, возраста, национальной принадлежности и т. п. Соответственно, задача подготовки будущего специалиста правоохранительной деятельности к межличностному общению является приоритетной в системе МВД. Анализ психолого-педагогической и юридической литературы позволил разработать и апробировать Программу организации внеаудиторной деятельности курсантов по различным направлениям учебной и профессиональной деятельности с учетом специфики правоохранительной службы и особенностей подготовки курсантов в условиях поликультурной среды ведомственного вуза. В контексте исследований В. А. Сластенина готовность курсантов МВД России к межличностному общению рассматривается как совокупность качеств личности, которая способствует успешному выполнению учебно-служебных функций. В исследовании доказана гипотеза о том, что эффективному процессу формирования готовности курсантов МВД России к межличностному общению будет способствовать комплекс условий: нормативно-правовых, мотивационных, информационных (содержательных), организационных, научно-методических, кадровых и материально-технических, которые обеспечивают включение курсантов в разные виды внеаудиторной учебной и профессиональной правоохранительной деятельности: практической, научно-исследовательской, нравственно-патриотической, социально-культурной и спортивно-оздоровительной направленности. В процессе экспериментального исследования, которое проводилось на базе ФГКОУ ВО «Нижегородская академия Министерства внутренних дел Российской Федерации» в 2018–2020 годах, выявлена положительная динамика готовности курсантов к межличностному общению, проявившаяся в уменьшении направленности на себя, увеличении проактивного типа реагирования, способности осознанно управлять своим поведением в процессе коммуникации, эмоциональной доброжелательности к собеседнику. Перспективными направлениями профессиональной подготовки курсантов в условиях внеаудиторной деятельности является развитие у них таких качеств личности, как гибкость в общении, высокая ответственность за результаты своей деятельности; формирование ценностей, интересов, убеждений, навыков межкультурного общения, которые соответствуют требованиям профессии и условиям прохождения службы и практической деятельности в правоохранительных органах. The article treats the issue of developing interpersonal communication skills in students of educational institutions of the Ministry of Internal affair of the Russian Federation in the process of extracurricular activities. The solution to the problem is a task strategically important to law-enforcement bodies, for the practical part of police work is based on the principles of cooperation and collaboration with a great number of people. Police officers ensure that the rights and freedoms to which all citizens of the Russian Federation are entitled irrespective of their gender, age, nationality, etc. are respected. Therefore, the development of interpersonal communication skills in novice officers of the Ministry of Internal Affairs is a priority for the Ministry of Internal Affairs. The analysis of psychological, pedagogical and legal sources enables the authors of the article to investigate and test various academic and vocational extracurricular activities for military students in the multicultural environment of a military university. The investigation of V. A. Slastenin’s research shows that the scholar treats military students’ readiness to interpersonal communication as a complex of personal qualities that ensure successful performance. The research proves the hypothesis that the interrelation of legal, motivational, informative (content-oriented), organizational, methodological, research, material and technical factors ensures efficient development of interpersonal communication skills in students of educational institutions of the Ministry of Internal Affairs. The aforementioned factors ensure military students’ involvement in academic and vocational extracurricular activities: research activities, patriotic activities, social and cultural activities, athletic activities. Experimental research conducted at Nizhny Novgorod Academy of the Ministry of Internal Affairs of the Russian Federation in 2018–2020 revealed a positive dynamics in military students’ readiness to interpersonal communication which is manifested through a decrease in self-centeredness, an increase in proactive communication, an ability to regulate one’s behavior in the process of communication, amicability towards one’s interlocutors. Prospective trends of military students professional training through extracurricular activities are the development of communicative flexibility and high level of responsibility for the results of one’s actions as well as the development of values, interests, convictions, and interpersonal communication skills which enable military students to meet professional requirements and cope with the tasks presented by their service in various institutions of the Ministry of Internal Affairs of the Russian Federation.
