Policy, practice and racism: social cohesion in action

This chapter considers some questions related to policy development, as policy impacts all areas of community life. In particular, it explores the concept of social cohesion in neighbourhoods, which is currently a key policy issue. The context for this includes internal conflicts between groups competing for the same scarce resources, structural inequality, housing and environment neglect, crime, and disorder, creating segregation and a culture of ‘us and them’. Moreover, this chapter finds that arts methodology is a tool for ethnic minority women and young people to negotiate boundaries and hostile territories and to engage in policy questions on community cohesion through photography, portraits, and poetry.

Abstract The concept of ‘inclusive growth’ (IG) is discussed in a political economy framework. The article reports comparative analysis of economic and planning policy documents from Scotland, England and the UK and findings from expert workshops held in Scotland, which identify four key policy areas for ‘inclusive growth’: skills, transport and housing for young people; city-regional governance; childcare; and place-making. These policies share with the ‘Foundational Economy’ an emphasis on everyday infrastructure and services, but add an emphasis on inter-generational justice and stress the importance of community empowerment as much as re-municipalisation. Factors enabling IG policy development include: the necessary political powers; a unifying political discourse and civic institutions; and inclusive governance and participatory democracy.

Purpose Government attention to women’s entrepreneurship has increased in the past two decades; however, there are few cross-cultural studies to inform policy development. This paper aims to draw on gender and institutional theory to report on the status of female-focused small and medium-sized enterprises/entrepreneurship policies and to ask how – and to what extent – do women’s entrepreneurship policies differ among countries? Design/methodology/approach A common methodological approach is used to identify gaps in the policy-practice nexus. Findings The study highlights countries where policy is weak but practice is strong, and vice versa. Research limitations/implications The study’s data were restricted to policy documents and observations of practices and initiatives on the ground. Practical implications The findings have implications for policy makers in respect of support for women’s entrepreneurship. Recommendations for future research are advanced. Originality/value The paper contributes to extant knowledge and understanding about entrepreneurship policy, specifically in relation to women’s entrepreneurship. It is also one of the few studies to use a common methodological approach to explore and compare women’s entrepreneurship policies in 13 countries.

Abstract Introduction{Fazel, 2011 #25}Worldwide, the rates of infectious and non-infectious diseases in prisons is generally higher than that of the general population. Although Zambia has adopted international and local guidelines to address prisoners’ health, the disease burden remains high in Zambian prisons. This study therefore explored barriers to translation and implementation of the legislative acts and guidelines that deal with health for inmates in correctional facilities. MethodsThis was a case study. Data was gathered through key informant interviews with stakeholders supporting inmates’ health in Zambia. These included the Ministry of Home Affairs, Ministry of Health (MoH), Ministry of Justice, Zambia Correctional Service, NGOs and UN agencies. The policy triangle was used to guide data collection, organization and analysis. Data was analysed using thematic analysis. Nvivo software version 12 was used for data coding. ResultsContext: There was political will and commitment to address inmate’s health in Zambia but was constrained by inadequate resources, infrastructure and trained Health Care Workers. Actors: Many key actors were not aware of key policy documents and guidelines addressing inmates’ health in Zambia. Coordination among partners was poor and efforts were underway to address lack of coordination in providing good health services to inmates. The role of the Ministry of health, as the lead partner, was emphasised going forward. Process: It was revealed that the policy development and implementation process was not consultative. There was weak inter-ministerial collaboration and lack of completion of the domestication process of the international guidelines, and this resulted in poor coordination and implementation of legal provision on inmates’ health.ConclusionDespite the existence of key legal and policy guidelines to address prisoners’ health in Zambia, there remain several barriers to implementation. These include lack of resources, lack of awareness and poor coordination among partners working in this sector. It will be important for the Ministry of Health to provide leadership and resources to raise awareness about prisoners’ health and a policy provision to support this process. Resources and infrastructure will be key to addressing the current challenges related to providing quality care for inmates in Zambia.

This article summarizes key findings from a strengths and needs assessment of media work by Lesbian, Gay, Bisexual, Trans*, Queer (LGBTQ) and Two-Spirit organizations in the United States, conducted in 2014–2015. This mixed-methods participatory research included a nationwide organizational survey with 231 respondents, 19 expert interviews, and a series of workshops with project partners and advisers. We found that despite scarce resources, many LGBTQ and Two-Spirit organizations have an intersectional analysis of linked systems of race, class, gender, sexual orientation, and other axes of identity and structural inequality. Many seek to do media work that develops the critical consciousness and leadership of their communities, create media in ways that are deeply accountable to their social base, use participatory approaches to media making, are strategic and cross-platform in their approach, and root their work in community action. We call this combination of characteristics transformative media organizing, and we believe it describes an emerging paradigm for social movement media practices in the current media landscape.

This is a case study of political struggles over early care and education in the USA using a combination of archival, interview, and observational data from a study conducted in the US state of Arizona. This case analysis illustrates how a combination of the episodic nature of public attention paid to early care and education in the USA, internal tensions within US early care and education between its educational and caring purposes, and competition over scarce resources has worked to undermine the development of universal early care and education in the USA. The study is framed by Dorothy Holland and Jean Lave’s ideas of enduring struggles and locally contested practice, and uses an analytic strategy informed by Bakhtinian theory to illustrate how understanding the cultural logics involved in locally contested practice can be of use to the practice of policy advocacy, specifically engaging adversaries with what Bakhtin called an “excess of seeing” - understanding beneath the surface. While focused on one state in one national context, this analysis may have transnational relevance by raising comparative questions about early care and education policies and policy practice in other localities.

The objective of the present paper is to draw lessons from policy development on sustainable diets. It considers the emergence of sustainable diets as a policy issue and reviews the environmental challenge to nutrition science as to what a ‘good’ diet is for contemporary policy. It explores the variations in how sustainable diets have been approached by policy-makers. The paper considers how international United Nations and European Union (EU) policy engagement now centres on the 2015 Sustainable Development Goals and Paris Climate Change Accord, which require changes across food systems. The paper outlines national sustainable diet policy in various countries: Australia, Brazil, France, the Netherlands, Qatar, Sweden, UK and USA. While no overarching common framework for sustainable diets has appeared, a policy typology of lessons for sustainable diets is proposed, differentiating (a) orientation and focus, (b) engagement styles and (c) modes of leadership. The paper considers the particularly tortuous rise and fall of UK governmental interest in sustainable diet advice. Initial engagement in the 2000s turned to disengagement in the 2010s, yet some advice has emerged. The 2016 referendum to leave the EU has created a new period of policy uncertainty for the UK food system. This might marginalise attempts to generate sustainable diet advice, but could also be an opportunity for sustainable diets to be a goal for a sustainable UK food system. The role of nutritionists and other food science professions will be significant in this period of policy flux.

Background. As the Philippines moves toward universal health coverage, it is imperative to examine how to eliminate inefficiencies, particularly misuse, overutilization, and risks of fraudulent claims. This position statement aimed to identify health services requiring copayments for cost-efficient health financing for the Universal Health Care Act. Methods. A qualitative study was employed using a systematic review of literature, and thematic analysis of policy roundtable discussion (RTD) was conducted. The systematic review of literature generated evidence for the policy brief and critical points for discussion in the stakeholders’ RTD forum. The RTD was organized by the UP Manila Health Policy Development Hub (UPM HPDH) with the Department of Health (DOH) and was participated by key stakeholders of the policy issue to attain consensus recommendations and develop criteria for identifying services requiring copayments. Results. An algorithm is proposed by the UPM HPDH based on collective expertise as a guide for policymakers to assess each benefit package in terms of overutilization, the danger of depleting government funds, and the risk of fraud. The use of clinical pathways is suggested to assess the misuse and overutilization of health services. In addition to copayments, benefits packages prone to fraudulent activities should be subjected to fraud prevention processes. Copayment should be linked inversely to the preventability level of the disease or condition. Conclusion. There were gaps in the current policies to identify services requiring copayment services. Copayment schemes should be carefully determined to prevent misuse, overuse, and fraud of appropriate and necessary health services, while at the same time not limit access to needed care.

In light of the unexpectedly high turnout in the 2019 European Parliament election, we explore how major transnational policy issues mobilize voters in European electoral contests. Based on the analysis of two data sets, the Eurobarometer post-election survey and the RECONNECT panel survey, we make three important observations. First, European citizens show a higher tendency to participate in European Parliament elections when they attribute greater importance to the issues ‘climate change and environment’, ‘economy and growth’, and ‘immigration’. Second, having a more extreme opinion on the issue of ‘European integration’ increases people's likelihood to vote in European elections. Third, the mobilizing effect of personal issue importance is enhanced by the systemic salience that the respective policy issue has during the election campaign. These findings show the relevance of issue mobilization in European Parliament elections as well as its context-dependent nature.

Policy as Practice: A Guide for Music Educators explores how policy impacts the lives of teachers, arguing that policy participation can matter greatly to how educational experiences are constructed. Articulating a progressive view of policy and its intersection with music education, the book helps the reader to see how policy as a concept and practice has permeated the deepest recesses of civil society and has had particular impact on the lives of those who are actively connected to the educational process. Indeed, for teachers, policy often evokes images of a forbidden or alien environment; it has been seen as above their pay grade, beyond their duties and responsibilities, or outside the reach of their capacities. Nothing, however, could be further from the truth. Challenging these assumptions, the book serves as a guide to those interested in the potential of policy and concerned with rethinking its meaning. Just as critically, it aims to help music teachers understand policy more broadly while providing doorways into policy practice. The goal is not to add policy conceptualization and practice to the myriad other requirements that befall teachers today. Rather, the book aims to position policy thinking and practice as already part of what they do and value, providing tools for music educators to own their place as participants and contributors to the policy process. The book offers a measured argument, providing conceptual and research-based findings in balance with practical exemplification, strengthening music teachers’ impact within learning and professional communities.
