China is currently designing a regional economic layout for high-quality urban development, shifting its focus from the primary stage of beautifying cities to the next stage of profound urbanization aiming at strengthening industry. This is of high importance given that the urbanization rate of permanent residents by the end of 2019 was 60.60%, according to the National Bureau of Statistics of China. In the face of various factors such as the need to economize the intensive use of resources, urban stock development, and the need for urban constructions to maintain harmony with the surrounding ecosystem, regeneration has emerged as an efficient means to repurpose old residential districts. It conforms to the policy of stock planning and is one of the important methods to ensure the sustainable development of a city. Prioritizing the right attributes in renovation is one of the critical steps in the regeneration of old residential districts—instead of merely focusing on their selection and scoring by experts, more attention should be paid to the resident satisfaction (or the lack thereof) arising from them. Therefore, in this study, we have proposed a collaborative approach that requires communities to prioritize the appropriate aspects in urban renewal. This study employed the three-factor theory of customer satisfaction, to investigate the five attributes namely geographical location, infrastructure, traffic, residential management, and living facilities, of satisfaction and dissatisfaction of residents in the old city. This includes 327 samples based on the residents of Yanta old town in Xi’an. The asymmetric impact-performance analysis technique was used to explore, and quantify the asymmetric relationship between the attributes of old residential districts, and residents’ satisfaction. The results proved that attributes were divided into three: excitement factors, performance, and basic factors, based on the asymmetric influence of attributes on residents’ satisfaction. Residential management was into excitement factors, living facilities were categorized into basic factors, and the remaining three attributes were categorized into performance factors. The satisfaction of the residents regarding the renovation was maximized by comprehensively considering the performance of given attributes, adjusting the improvement strategies of each attribute, and further determining the focus of the renovation of the old residential districts. Simultaneously, it helped planners make more rational choices in urban renewal and sustainable development.

In the process of urbanization and globalization, urban conservation reinforces the links among past, present, and future, which enhances local identity and is indispensable for urban sustainability. The concept of Historic Urban Landscape (HUL), as both a notion and an approach, has been playing an increasingly important role in urban conservation discourse. Prioritizing actions is one of the pivotal procedures to perform the HUL approach. Instead of simply focusing on values selected and graded by experts, more attention should be paid to local residents’ satisfaction. A collaborative approach involving communities to prioritize actions in urban conservation and regeneration is proposed. Using the data from residents in the old town of Dandong, China, this study pioneers the application of the Asymmetric Impact-Performance Analysis (AIPA) technique in the urban conservation field. HUL attributes are categorized into basic factors, excitement factors, and performance factors based on their potential asymmetric impact on residents’ satisfaction. By taking performance levels of the attributes into consideration, this study further identifies improvement priorities for HUL, which helps planners and city managers to make rational choices in managing historic cities.

This paper compares various mechanisms of resource curse leading to a potentially inefficient use of resources; it is demonstrated that each of these mechanisms is associated with market imperfections and can be "corrected" with appropriate government policies. Empirical evidence seems to suggest that resource abundant countries have on average lower budget deficits and inflation, and higher foreign exchange reserves. Besides, lower domestic fuel prices that are typical for resource rich countries have a positive effect on long-term growth even though they are associated with losses resulting from higher energy consumption. On top of that resource abundance allows to reduce income inequalities. So, on the one hand, resource wealth turns out to be conducive to growth, especially in countries with strong institutions. However, on the other hand, resource abundance leads to corruption of institutions and to overvalued real exchange rates. On balance, there is no solid evidence that resource abundant countries grow more slowly than the others, but there is evidence that they grow more slowly than could have grown with the right policies and institutions.

AbstractAchieving the Sustainable Development Goals (SDGs) is a long-term task, which puts forward high requirements on the sustainability of related policies and actions. Using the text analysis method, we analyze the China National Sustainable Communities (CNSCs) policy implemented over 30 years and its effects on achieving SDGs. We find that the national government needs to understand the scope of sustainable development more comprehensively, the sustained actions can produce positive effects under the right goals. The SDGs selection of local governments is affected by local development levels and resource conditions, regions with better economic foundations tend to focus on SDGs on human well-being, regions with weaker foundations show priority to basic SDGs on the economic development, infrastructures and industrialization.

BACKGROUND: Many companies are forced to restructure themselves by right sizing due to unexpected fall in demand for their products and services created by the COVID-19 pandemic. COVID 19 not only affected the health of human beings but also their wealth across the world. Global economic parameters are showing a sign of positive growth with decreased number of COVID 19 cases across the world. Many companies are in a dilemma to rehire their former employees or to hire the new candidates to meet the increased demand. OBJECTIVES: The objectives of study are i) to analyze the key drivers for boomerang hiring and ii) to develop a conceptual process for boomerang hiring. METHODS: An exploratory methodology was designed to identify the key drivers of boomerang hiring by studying the various successful stories of those companies which had rehired their former employees. Various papers were reviewed to develop the process for boomerang hiring. RESULTS: Study showed that knowledge about the culture of the company, cost of hiring, morale booster for the existing employees, and customer retention, are the key drivers for boomerang hiring. This hiring process requires special skills from HR Managers, as this decision will impact long term success of the company. CONCLUSION: The process of boomerang hiring cannot be standardized as each organization culture is different and companies cannot have the same strategy for each candidate as every individual is different. Boomerang hiring will work as the right strategy during pandemic situation as former employees would have built relations with the customers. The customers will be happy to see the former employees who had served them better.

AbstractThe 2030 Agenda for Sustainable Development contains a very ambitious poverty reduction schedule: According to Sustainable Development Goal 1 extreme poverty shall be completely eradicated within the next 15 years (SDG 1.1), and also other forms of poverty shall be reduced within the same period at least by half the proportion of men, women and children of all ages (SDG 1.2). Governments are requested to “(i)mplement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable” (SDG 1.3). The authors of the Agenda refer to the concept of so-called social protection floors which has been identified as an important instrument in the fight against extreme poverty and therefore has attracted much attention in recent development policy debates. In June 2012 the General Conference of the International Labour Organization (ILO) had adopted the Social Protection Floors Recommendation. In this document ILO members are urged, as a first step, to establish basic social security guarantees, including access to essential health care and basic income security for all residents of their countries and, as a second step, to systematically extend these basic social security guarantees into more comprehensive strategies. If we look for legal answers to the global challenge of extreme poverty, then social protection law – and in particular the human right to social security – deserves special attention. Based on the research framework which has been presented by Haglund and Stryker in their book Closing the Rights Gap. From Human Rights to Social Transformation (2015) this article will try to analyze which role the legal systems in the Global South will play in implementing SDG 1 at the national level and in closing the “right to social security-gap”. Haglund and Stryker describe, inter alia, two models for social rights realization which represent alternative approaches to the MDG/SDG concept: (a) the so-called multistage spiral model whose main focus lies on the different phases which new norms have to go through when they are implemented in a state’s society, and (b) the “policy legalization model” which highlights the role of litigation in ensuring social rights compliance. Furthermore the article will deal with the responsibility of the international community in this area of development policy.
