ESCALATION OF IMPORT SUBSTITUTION AS A REALITY AND A NECESSITY FOR IMPROVING THE STRUCTURE OF THE DOMESTIC ECONOMY

The article highlights the importance of a balanced structure of the economy in terms of the ratio of the production of goods and the provision of services; the history of specialization of the Russian Federation as a state and territorial entity, the key features of its structure are considered. Modern aspects of import substitution in Russia are described. A comment is made on the program “Import Substitution 2.0”, which is based on quotas for public procurement from Russian suppliers. Some problems and negative aspects of the state of implementation of the import substitution program in the Russian Federation are reflected. It is concluded that the measures for the development of import substitution were largely unsystematic, were of a fragmented nature, and in some cases even contradicted each other. Their implementation failed to optimize the structure of the economy. A set of measures to escalate import substitution is proposed, including the priority development of specific types of goods with a certain share of sales abroad and the coverage of import substitution in the sphere of services.

The activity of state statistics throughout the revolutionary period of 1917 is uncharted territory in the history of Russian statistics. Using documents from the State Archive of the Russian Federation, the authors examined for the first time the last year of the Central Statistical Committee. Unlike other state structures of the previous government, it was not dissolved after the events of October 1917 and continued to operate after the Soviet government moved to Moscow. The article contains information on the first «Soviet» Head of the Central Statistical Committee of the Commissariat of Internal Affairs V.A. Algasov and outlines the work of Professor M.A. Sirinov, who was offered a position of the Head of the Central Statistical Committee by the People’s Commissar of Internal Affairs G.I. Petrovsky. Archive records helped establish the fact that both the authorities of the Central Statistical Committee and some statisticians came up with an idea of founding a new statistical service based on the Central Statistical Committee and gubernia (provincial) statistics. The authors revealed the role of V.V. Stepanov in relocating the Library of the Central Statistical Committee to Moscow. The article describes the clash of opinions that preceded the establishment of the Soviet state statistics, to be specific the inauguration of the RSFSR Central Statistical Board, which was envisaged to be an independent body, not subordinate to any agency, to ensure the independence of the country’s statistical service.

The authors of this article aimed at reconstructing the biography of B. I. Fuks in the context of the history of the Soviet era and its most important events. Boris Ilyich (Ber Eljich) Fuks (1897–1973) was a Doctor of Medical Sciences, Professor, a surgeon, the founder of Novokuznetsk Surgical School. His scientific and pedagogical activity was primarily connected with the Tomsk State University and the State Institute for Advanced Training of Doctors, consistently located in Tomsk, Novosibirsk, Stalinsk (Novokuznetsk). The research is based on the documents found in the State Archives of the Russian Federation, the State Archives of Tomsk Region, the State Archives of Kemerovo Region, the State Archives of Kemerovo Region in Novokuznetsk, and the Archives of Novokuznetsk State Institute for Advanced Training of Doctors, and some publications in the central and local periodicals. The documents from the personal archive and memoirs of B. B. Fuks, the son of B. I. Fuks (Boston, USA), made up a separate important set of sources.

Purpose. The aim of the study was to assess the problems of providing patients with HIV in the Russian Federation with antiviral drugs of the ATС group – J05AF (nucleosides and nucleotides - reverse transcriptase inhibitors) included in the list of strategically important drugs, and the prospects for its improvement. Materials and methods. The scientific research was carried out sequentially and included four interrelated stages. The objective of the first stage was to analyze the auctions for public procurement of antiretroviral drugs of the ATС- J05AF group for 6 INNs included in the list of strategically important drugs. The task of the second stage of the work was a comparative analysis of the dynamics of the range of antiretroviral drugs and substances for their production, registered in the Russian Federation, of the ATС group - J05AF by 6 INN. At the third stage, an analysis was made of the availability of interchangeable drugs for each INN. The objective of the fourth stage was to analyze the registered prices for domestic and foreign medicines for each INN. Results. It was found that by 2020 the share of domestic drugs was 63% of the planned 90%. In the Russian Federation, only 4 manufacturers in a limited range produce drugs for the treatment of HIV-infected patients. For individual INNs, domestic substances are completely absent, or are produced in insufficient quantities, which forces manufacturers to purchase pharmaceutical substances from the same enterprises, mainly in China and India. In the State Register of Medicines by 2020, for various INNs, interchangeable medicines appeared, the price of which does not differ statistically significantly, nevertheless, 91% of auctions in 2018 were held with a single supplier. Such a result of the auctions is difficult to explain, since the price of interchangeable drugs in the ATС - J05AF group does not differ statistically significantly between domestic and foreign manufacturers. Conclusion: In order to increase the level of import substitution of strategically important antiretroviral drugs, it is necessary, first of all, to solve the problem of providing Russian manufacturers with domestic pharmaceutical substances.

Human society is not a history of ideas, as such, of the activities or the vicissitudes of destinies, the so-called historical personalities acting according to the arbitrariness of their mind and heart. The history of society has its “earthly basis”. This is, first of all, the history of the development of people, their existence, traditions of the people, spirituality, moral values, economic development, rules of conduct, laws of the country in which you live, in short, the ideology of the state and how it is presented by the authorities through the media.  But in Russia, as stated in article 13 of the Constitution of the Russian Federation, "No ideology can be established as a state or mandatory." The same Constitution recognizes “ideological diversity”.  Subsequent postulates of the same Constitution of the Russian Federation refute the foregoing.

The anti-monopoly practice concerning agreements prohibited by the Federal Law “On Protection of Competition” traditionally defines the so-called collusions at tenders. Depriving the state of the opportunity to save budget funds, collusions at auctions do not only violate the procedure established by the law, but, by limiting competition, adversely affects the country’s economy.For collusion at an auction, both administrative (Article 14.32 “Conclusion of an agreement restricting competition, the implementation of concerted actions restricting competition, coordination of economic activities” of the Administrative Code of the Russian Federation) and criminal responsibility (Article 178 “Restriction of competition”, as well as Articles 159, 285, 286 of the Criminal Code of the Russian Federation) is set.However, the current version of Article 178 of the Criminal Code of the Russian Federation, which is supposed to be the main one in the fight against anti-competitive agreements, has significant drawbacks that make the fight against these dangerous anti-competitive agreements ineffective. The damage from the activities of all cartels (in the commodity markets, during the procurements by state-owned companies and the state, during the bidding for the alienation of state property) is estimated at 1.5-2% of GDP.Meanwhile, when carrying out public procurement and procurement of companies with state participation consume up to 30 trillion rubles a year. If the bidding is held under collusion, the reduction in the initial (maximum) contract price hardly reaches 1%; if the bidding is held in a competitive environment, the price decline reaches 20-30%. Perhaps not so obvious, but this does not mean that the collusion at auctions has a negative effect on competition. Companies compete neither in price nor in quality. Access to the state order, and therefore, an undoubted competitive advantage in the commodity markets, is obtained not by those companies that are better and more efficient, but by those that have been able to come to an agreement. Only in 2016, due to the low level of competition in trading, the budgets of all levels lost more than 180 billion rubles. Moreover, the Federal AntiMonopoly Service (FAS) considers this number underestimated — the application of the methodology adopted in OECD countries brings the figure of damage up to 1 trillion rubles per year.The current situation requires an appropriate response, in particular, introducing changes into the legislation of the Russian Federation that reflect the substantially increased public danger of anti-competitive agreements and will also contribute to the development of the practice of countering them.

More than half a century the way passed the sanitary-epidemiological service of the Lipetsk region in a united service of the Russian Federation. Over the years the gossanepidsluzhby region happened a lot of changes in its structure, personnel potential in the service name of institution, but remained a single function – is the provision of sanitary and epidemiological welfare of the population, the rights and interests of citizens, society and the state to a safe environment and disease prevention, fixed laws.
