Abstract At the beginning of the 21st century, we co-edited a book called Technology and In/equality, Questioning the information Society. In that book, we focused on access and control of media technology, education and skills with a particular focus on gender and global economic development. The editors and contributors were all committed to approaching teaching and research about digital technologies and society from an interdisciplinary perspective. In this article, we reflect on how the debates about digital inequalities have developed over the past 20 years, and on our current understanding of “technology” and “in/equality,” the key terms in the title of the book. In this article, we examine what has stayed the same and what has changed, through the lens of gender. We argue that while digital technologies have clearly changed, inequalities have persisted. Contrary to popular belief, access is still an issue for the global south, as well as for marginalised communities throughout the world. We also show how gender inequalities and hierarchies are reproduced in digital spaces, demonstrating that even where women have equal access, possibilities for discrimination and oppression remain. We conclude by arguing that there remain important tasks for scholars of technology and new media, namely to monitor the material and symbolic significance of new technological developments as they emerge and to examine the ways in which they may reflect and re-produce social inequalities.

The call for an expanded, critical and socially-constructed view of literacy in response to contemporary semiotic and technological developments is not new. However, an under investigated area relates to the impact and influence of new media in the teaching and learning of English to speakers of other languages (ESOL). Following an overview of some key terms and concepts in the fields of Multimodal Composition and Communication, we describe and critique a number of the multimodal elements in ESOL textbooks. Subsequently, we present a case for cultivating a ‘personal’ sense of semiotic awareness and illustrate this with a brief analysis of an ESOL teacher’s exploration of meaning making through digital storytelling. Finally, we end by listing several benefits of introducing multimodality into ESOL supporting the irreducible viewpoint that envisages teachers as designers of apt learning environments in contrast to the static and immutable realms of content- and skills-based language instruction.

During the past decades media technologies for producing and consuming popular music have gone through major changes. The digitalization of older media and so-called new media has transformed the landscape for music use. Technological developments in radio, television, the internet, computers, mobile phones and mp3 players shape the ways in which popular music is consumed today. This article examines two intersecting aspects of how today's media landscapes are interwoven into and shape teenage girls' uses of popular music. First, it argues that media technologies shape the girls' uses of music in the context of their everyday lives and the spaces they inhabit. Second, media technologies take part in the girls' practices of gender. For example, through their relations with their brothers and new media technology in the home, the girls are negotiating how to be 'girls', 'daughters' and 'sisters'.

Data are no longer simply a component of administrative and managerial work but a pervasive resource and medium through which organizations come to know and act upon the contingencies they confront. We theorize how the ongoing technological developments reinforce the traditional functions of data as instruments of management and control but also reframe and extend their role. By rendering data as technical entities, digital technologies transform the process of knowing and the knowledge functions data fulfil in socioeconomic life. These functions are most of the times mediated by putting together disperse and steadily updatable data in more stable entities we refer to as data objects. Users, customers, products, and physical machines rendered as data objects become the technical and cognitive means through which organizational knowledge, patterns, and practices develop. Such conditions loosen the dependence of data from domain knowledge, reorder the relative significance of internal versus external references in organizations, and contribute to a paradigmatic contemporary development that we identify with the decentering of organizations of which digital platforms are an important specimen.

Decentralization is a cornerstone of health policy reforms across Europe and beyond. This article analyses some of the effects of decentralization using the Italian National Health System (NHS) as a case study. The authors evaluate the risks of welfare state retrenchment and the rise of territorial inequalities in accessing healthcare, using document analysis, secondary sources and micro-data elaboration. The analysis does not confirm an overall welfare state retrenchment, but reveals an increase in territorial inequalities. The results highlight a paradox: if decentralization is to be implemented in a country with strong territorial socioeconomic divides and a critical financial situation, it needs a strong central government in order to support and control local authorities. Otherwise, decentralization may cause a zero-sum game where the gains for the better-off regions counterbalance the losses in performance of the weaker ones; a situation which could lead to the growth of social inequalities, including gender inequalities.

This chapter contextualizes the book’s historical analyses within more recent media developments. It emphasizes the continuing relevance of the book’s analyses of news media and public opinion in the 21st-century technological environment. The chapter connects durable tendencies in corporate news to newer commercial and technological developments in online communication and social media. It explains how emerging forms and uses of media technology often provide new means of influence for corporate media and other centers of concentrated political-economic power. The chapter also presents an empirical analysis of neoliberal news coverage during the 2017 debate over repealing the Affordable Care Act. It ends by discussing possible media reforms that focus on institutional and systemic changes in U.S. political communication.

This chapter focuses on sex/uality in the context of so-called new media and, specifically, digital discourse: technologically mediated linguistic or communicative practices, and mediatized representations of these practices. To help think through the relationship among sex, discourse, and (new) media, the discussion focuses on sexting and two instances of sexting “scandals” in the news. Against this backdrop, the chapter sets out four persistent binaries that typically shape public and academic writing about sex/uality and especially digital sex/uality: new-old, mediation-mediatization, private/real-public/fake, and personal-political. These either-or approaches are problematic, because they no longer account for the practical realities and lived experiences of both sex and media. Scholars interested in digital sex/uality are advised to adopt a “both-and” approach in which media (i.e., digital technologies and The Media) both create pleasurable, potentially liberating opportunities to use our bodies (sexually or otherwise) and simultaneously thwart us, shame us, or shut us down. In this sense, there is nothing that is really “new” after all.

The new artificial pancreas system includes a body-attached blood glucose sensor that tracks glucose levels, a worn insulin infusion pump that communicates with the sensor, and features new software that integrates the two systems. The artificial pancreas is purportedly revolutionary because of its closed-loop design, which means that the machine can give insulin without direct patient intervention. It can read a blood sugar and administer insulin based on an algorithm. But, the hardware for the corporate artificial pancreas is expensive and its software code is closed-access. Yet, well-educated, tech-savvy diabetics have been fashioning their own fully automated do-it-yourself (DIY) artificial pancreases for years, relying on small-scale manufacturing, open-source software, and inventive repurposing of corporate hardware. In this chapter, we trace the corporate and DIY artificial pancreases as they grapple with issues of design and accessibility in a content where not everyone can become a diabetic cyborg. The corporate artificial pancreas offers the cyborg low levels of agency and no ownership and control over his or her own data; it also requires access to health insurance in order to procure and use the technology. The DIY artificial pancreas offers patients a more robust of agency but also requires high levels of intellectual capital to hack the devices and make the system work safely. We argue that efforts to increase agency, radically democratize biotechnology, and expand information ownership in the DIY movement are characterized by ideologies and social inequalities that also define corporate pathways.

The arrival of the new media era has a certain impact on the teaching environment of universities in China. The rapid development of new media has also profoundly affected the thinking mode, behavior style and psychological consciousness of college students. This paper puts forward some innovative teaching modes under the background of new media information technology, including the online simulation court, the construction of interactive dynamic teaching website and so on. It realizes the deep integration between law teaching and modern new media technology, and gradually forms an open and diversified teaching mode. The research content of this paper has far-reaching significance for promoting the teaching of new media technology and enhancing the pertinence and effectiveness of College Students’ legal education.
