The appeals to minimize state intervention in the Russian economy are counterproductive. However the excessive involvement of the state is fraught with the threat of building nomenclature capitalism. That is the main idea of the series of articles by prominent representatives of Russian economic thought who formulate their position on key elements of the long-term strategy of Russia’s development. The articles deal with such important issues as Russia’s economic policy, transition to knowledge-based economy, basic directions of monetary and structural policies, strengthening of property rights, development of human potential, foreign economic priorities of our state.

Off-grid applications based on intermittent solar power benefit greatly from hybrid energy storage systems consisting of a battery short-term and a hydrogen long-term storage path. An intelligent energy management is required to balance short-, intermediate- and long-term fluctuations in electricity demand and supply, while maximizing system efficiency and minimizing component stress. An energy management was developed that combines the benefits of an expert-knowledge based fuzzy logic approach with a metaheuristic particle swarm optimization. Unlike in most existing work, interpretability of the optimized fuzzy logic controller is maintained, allowing the expert to evaluate and adjust it if deemed necessary. The energy management was tested with 65 1-year household load datasets. It was shown that the expert tuned controller is more robust to changes in load pattern then the optimized controller. However, simple readjustments restore robustness, while largely retaining the benefits achieved through optimization. Nevertheless, it was demonstrated that there is no one-size-fits-all tuning. Especially, large power peaks on the demand-side require overly conservative tunings. This is not desirable in situations where such peaks can be avoided through other means.

Sustainability in education is important in ensuring knowledge-based and innovation-driven development and human capital reproduction. Sustainability is particular important for the prevention of some economic and social problems that may arise in the future and raising the competitiveness of the country. Sustainability - the prevention as some of economic and social problems that may arise in the future is of particular importance in raising the country's competitiveness. The aim of the research is to estimate the economic-social benefits of regulation of sustainability in education and to give the suggestions in the direction of the improvement of the effectiveness of the regulation. The impact of continuity in education on the formation and development of human capital, knowledge-based society building, labour intelligence, competitiveness and the improvement of welfare are assessed cross-country in the article. In particular, in recent years, researches and politicians have analysed the ‘4th industry’ revolution (‘Industry 4.0’) ‘the benefits and losses in the medium and long-term perspective and its interaction with the sustainability of education. Here are two issues: 1) socioeconomic disadvantages of ensuring sustainability in education, 2) socioeconomic advantages of ensuring sustainability in education. Firstly, it is analysed the impacts of increased unemployment, reduction of employment income, declining social security and welfare that will be resulted as problems on economic development. Secondly, it is analysed (ensuring in sustainability condition) the distinguished factors of rapid technological innovation, labour productivity, repatriation of human capital, raising competitiveness on the international level, innovation-based development, economic benefits of knowledge and skills.

Abstract The previous article described a new approach methodology1 for work on the development of technology for the use of the SCR CRABE SCUBA2 type diving apparatus. However, after its publication numerous questions emerged regarding the genesis of the research undertaken, also from foreign partners using the same rebreather. The work on changing the technology of use was preceded by analyses, which were available only to people involved in the decision-making process. Demonstrating all the details of the decision-making process may be tedious, but failing to present them at all might raise justified doubts about the advisability of conducting a long-term research cycle. This article only presents preliminary analyses. The necessity to perform them resulted from the specific requirements for military technologies3 which, as broadly as possible, should be knowledge-based. The knowledge-based approach by its very nature allows continuous improvement of the adequacy of the predictions made, the estimation of the level of risk when diagnosing deviations from the repeatability or precision of the model, and the possibility of adapting the technology to the changing requirements of the user resulting from tactical considerations of its use.

Mammalian brain development commences during foeto-placental development and is strongly influenced by the epigenetic regulation of imprinted genes. The foetal placenta exerts considerable influence over the functioning of the adult maternal hypothalamus, and this occurs at the same time as the foetus itself is developing a hypothalamus. Thus, the action and interaction of two genomes in one individual, the mother, has provided a template for co-adaptive functions across generations that are important for maternal care and resource transfer, while co-adaptively shaping the mothering capabilities of each subsequent generation. The neocortex is complex, enabling behavioural diversity and cultural learning such that human individuals are behaviourally unique. Retrotransposons may, in part, be epigenetic mediators of such brain diversity. Interestingly some imprinted genes are themselves retrotransposon-derived, and retrotransposon silencing by DNA methylation is thought to have contributed to the evolutionary origins of imprint control regions. The neocortex has evolved to be adaptable and sustain both short-term and long-term synaptic connections that underpin learning and memory. The adapted changes are not themselves inherited, but the predisposing mechanisms for such epigenetic changes are heritable. This provides each generation with the same ability to make new adaptations while constrained by a transgenerational knowledge-based predisposition to preserve others.

Image retrieval system becoming a more popular in all the disciplines of image search. In real-time, interactive image retrieval system has become more accurate, fast and scalable to large collection of image databases. This paper presents a unique method for an image retrieval system based on firefly algorithm, which improve the accuracy and computation time of the image retrieval system. The firefly algorithm is utilized to optimize the image retrieval process via search for nearly optimal combinations between the corresponding features as well as finding out approximate optimized weights for similarities with respect to the features. The proposed method is able to dynamically reflect the user’s intention in the retrieval process by optimizing the objective function. The Efficiency of the proposed method is compared with other existing image retrieval methods through precision and recall. The performance of the method is experimented on the Corel and Caltech database images.

Firms in developed economies have been purchasing from firms in emerging economies for years, but they typically purchase low value, low margin items. Opportunities have arisen for emerging economy manufacturers to supply higher value products and services to firms in developed economies. In today’s global, knowledge based economy, suppliers must have cutting edge knowledge, and they must constantly upgrade their knowledge to maintain a competitive advantage. When supplying high-value products, complex knowledge based interactions between the buyer and supplier are necessary. A conceptual model is developed in this chapter, proposing that if suppliers in emerging economies are committed to long term relationships with developed economy customers, they can increase the level of knowledge integration in the relationship, and in turn, improve performance. The primary contribution of this chapter is to show that firms in emerging economies can achieve sales growth by becoming critical links in today’s global, knowledge based supply chains.

In health research and services, and in many other domains, the authors note the emergence of large-scale information systems intended for long-term use with multiple users and uses. These e-infrastructures are becoming more widespread and pervasive and, by enabling effective sharing of information and coordination of activities between diverse, dispersed groups, are expected to transform knowledge-based work. Social scientists have sought to analyse the significance of these systems and the processes by which they are created. Much current attention has been drawn to the often-problematic experience of those attempting to establish them. By contrast, this chapter is inspired by concerns about the theoretical and methodological weakness of many studies of technology and work organisation—particularly the dominance of relatively short-term, often single site studies of technology implementation. These weaknesses are particularly acute in relation to the analysis of infrastructural technologies. The authors explore the relevance to such analysis of recent developments in what they call the Biography of Artefacts (BoA) perspective—which emphasises the value of strategic ethnography: theoretically-informed, multi-site, and longitudinal studies. They seek to draw insights from a programme of empirical research into the long-term evolution of corporate e-infrastructures (reflected in current Enterprise Resource Planning systems) and review some new conceptual tools arising from recent research into e-Infrastructures (e-Is). These are particularly relevant to understanding the current and ongoing difficulties encountered in attempts to develop large-scale Health Infrastructures.
