AbstractElectronic reverse auctions (e-RAs) are considered to be an effective tool for negotiating tender prices and achieving cost savings. Furthermore, if multicritera evaluation is used, it can be expected that e-RAs will also contribute to achieving benefits in other areas, e.g. helping to minimize life-cycle costs. This study aims to analyse the mutual relationships between selected e-RA variables. More specifically, correlation analysis is applied to explore real e-RA data representing public tenders for construction work. This study’s findings reveal that the correlations examined are generally weak or very weak. Furthermore, it has been found that the value of correlation coefficients varies depending on the type of structure, and that public tenders are usually evaluated solely on the basis of the criterion of the lowest bid price. Recommendations for public authorities in using e-RAs in the role of the buyer are also provided at the end of this paper.

The article focuses on highlighting the role of life cycle costing (LCC) in the preparatory and implementation phase of residential projects. It involves the evaluation of several investment scenarios in the pre-investment phase, the choice between variants of the design of the entire building or its parts, and the choice of variants of structures and equipment with acceptable parameters. An innovative method of evaluating the life cycle of buildings is described in the article. This method was tested in selected residential projects realized by Skanska in the Czech Republic. Experience from construction practice shows that the choice of variants, constructions, or equipment of buildings only on the basis of the lowest acquisition costs (lowest bid prices) is wrong. The LCC calculation tool has been designed to model life cycle costs of individual variants of construction designs with different input parameters. It is possible to analyze the components or equipment that have the greatest impact on total life cycle costs. The article presents a tool that evaluates the long-term economic efficiency of the proposed residential buildings in terms of analysis of life cycle costs. The article will also expand the knowledge of the professional and general public about the importance of examining investment and operating costs already in the phase of construction preparation.

<p>RESUMO:  A contratação integrada é um novo regime de execução de obras e serviços de engenharia que integra as responsabilidades pela elaboração do projeto básico e pela execução da obra, em oposição ao modelo tradicional, presente na Lei n. 8.666/1993, que separa essas duas atribuições. A utilização desse regime tem se expandido com base em certos pressupostos, entre quais a suposta redução de custos decorrente de sua utilização. O presente trabalho, por meio de revisão bibliográfica, pesquisa em atos normativos e análise de estudos empíricos objetiva testar esse pressuposto, demonstrando que os principais estudos empíricos realizados no Brasil vão de encontro ao que constantemente doutrina e Poder Público como vantagem da contratação integrada. Demonstra-se que os custos, na verdade, são majorados tanto em comparação à ao regime licitatório tradicional quanto (e especialmente) em relação aos demais regimes do RDC.</p><p>PALAVRAS-CHAVES: Contratação Integrada; Licitações e contratações; Design-build.</p><p> </p><p> </p><p>ABSTRACT: The Brazilian EPC Model, or “integrated contracting” is a new public engineering regime that integrates the project making, or conception, and the execution of the public construction work, in opposition to the traditional model, which separates these two attributions. The use of this scheme has been expanding based on certain assumptions, such as cost reduction. This work, through bibliographic review, research in normative acts and analysis of empirical studies, intends to test this assumption, demonstrating that the supposed cost reduction (argument used by public authorities and doctrine) does not occur. The article deals with complex and controversial issues related to the uprising and liberation of Prague in May 1945. Interpretation of the events became acute and caused lively discussions in connection with the demolition of the monument to Marshal I. V. Konev on April 3, 2020 by the order of the local municipality. The Czech Republic is also discussing the idea of «perpetuating the role of other liberators» of the capital – soldiers of the ROA division, which for two days (May 6-7) provided assistance to the rebels. Using new documents from the Central archive of the Ministry of defense of the Russian Federation, the author draws a conclusion about the limited influence of the Vlasov units. They, indeed, brought confusion to the German ranks, but early in the morning of May 8, they themselves left Prague on a rapid march. After that, fighting and negotiations between the rebels and the German command continued. The article emphasizes that the main goal of the Soviet military operation from 6 to 11 May 1945 was the defeat of the German Army Group Center. The liberation of Prague was only part of a powerful offensive by three Soviet fronts. Heavy battles for Prague did not happen, but the entry of Soviet tanks into the Czech capital and the subsequent jubilation of local residents became a symbol of the end of the war in Europe. The author concludes that the demolition of monuments to Soviet soldiers and commanders is a manifestation of internal political struggle in the countries where it occurs, and the Czech Republic is only one of these examples.

The provision of water services has traditionally been considered a responsibility of the state. During the late 1980s, the private sector emerged as a key actor in the provision of public services. Mexico City was no exception to this trend and public authorities awarded service contracts to four private consortia in 1993. Through consideration of this case study, two main questions arise: First, why do public authorities establish partnerships with the private sector? Second, what are the implications of these partnerships for water governance? This article focuses, on the one hand, on the conceptual debate of water as a public and/or private good, while identifying new trends and strategies carried out by private operators. On the other hand, it analyzes the role of the state and its relationships with other actors through a governance model characterized by partnerships and multilevel networks.Spanish La provisión del servicio del agua ha sido tradicionalmente considerada como una responsabilidad del Estado. A finales de la década de 1980, el sector privado emerge como un actor clave en el suministro de servicios públicos. La ciudad de México no escapa a esta tendencia y en 1993 las autoridades públicas firman contratos de servicios con cuatro consorcios privados. A través de este estudio de caso, dos preguntas son planteadas: ¿Por qué las autoridades públicas establecen partenariados con el sector privado? ¿Cuáles son las implicaciones de dichos partenariados en la gobernanza del agua? Este artículo aborda por una parte, el debate conceptual del agua como bien público y/o privado, identificando nuevas tendencias y estrategias de los operadores privados. À travers cette étude de cas, nous nous interrogerons sur deux aspects : pourquoi les autorités publiques établissentelles des partenariats avec le secteur privé ? Quelles sont les implications de ces partenariats sur la gouvernance de l'eau ? Cet article s'intéresse, d'une part, au débat conceptuel sur l'eau en tant que bien public et/ou privé, en identifiant les tendances nouvelles et les stratégies menées par les opérateurs privés. D'autre part y sont analysés le rôle de l'État et ses relations avec d'autres acteurs à travers un modèle de gouvernance, défini en termes de partenariats, et des réseaux multi-niveaux.

The article considers smuggling as economic crime in the Soviet-Polish border in the interwar period. The reasons for smuggling activities are studied and summarized. Range of smuggled goods is shown. The number of arrested smugglers, their nationality, the value of seized goods both from Poland and the Soviet Union are investigated. Smuggling as a political phenomenon in the Soviet-Polish border in 1921-1939 is under study. The use of smugglers by the intelligence agencies of both Poland and the USSR are emphasized. The role of public authorities of both abovementioned countries in the fight against smuggling, namely Border Guard Corps from Poland; border guards, customs, security services and local Soviet authorities on the part of the USSR are studied. The influence of anti smuggling measures (increased criminal liability, limitation of private capital in trade, strengthen of the state borders protection) on its amount decrease is studied. Potential environmental impacts as a result of large-scale farming system in the Czech Republic have created a great deal of concern in recent years. This concern has led to several studies to identify the role of new regulations, directives and other legislative issues in the field of water pollution control. The set of legislative tools related to watershed management policy to promote better agricultural practices is shortly reviewed. The paper emphasises the running water law system amendment with respect to European community water quality regulations.

Recently, the role of non-governmental organisations (NGOs) in Poland and the Czech Republic has increased, which has translated into a growing tendency to change the procedures for social assistance provision. However, the relationships between public administration and non-governmental organisations differ in both countries. The Najam Four-C’s Model is used in this paper to describe how NGOs and public administration approach the problem of homelessness in the Czech Republic and Poland. To explore this issue, the authors conducted interviews with public servants and NGOs’ mangers in both countries. The findings show that, as far as homelessness is concerned, NGOs and state authorities function on the basis of complementarity in Poland as well as in the Czech Republic.
