During the late 1930s Los Angeles' public sphere was radically transformed through the actions of a little known citizens' organization which created and deployed a sophisticated surveillance apparatus to pursue reform of the city government. That group—CIVIC—labored to convince the voting public that municipal officials had provided police protection to organized gambling and prostitution operations in exchange for campaign contributions. In their efforts to dismantle an economic and political status quo, CIVIC operated both surreptitiously and in plain sight, all the while seeking the participation of the people of Los Angeles in what was publicized as a citizens' crusade to purge the city of its corrupt political and criminal leadership.

Governability is quite ofien used as an "umbrella concept", under which both the capacity of governance (manner in which power is exercised in the management of a territory) and the governability in the strict sense of the word (acceptation of the social and political status quo by the people) are subsumed. The first part of this article underlies the difference between these two concepts The second part examines facts in relation to governance and governability problems in Rio de Janeiro, and discusses some ideologically generated current exaggerations about the governability crisis in this metropolis, as suggested by the experience of the 1980s and 1990s.

One of the applications of e-government in Indonesia is the Assessment Information system implemented in the city of Bandung since 2014 where. This e-government innovation is technology-based which makes assessment instruments for leaders and the people of Bandung to assess the performance of the sub-district and village heads. It's just that the lack of community participation makes this application not work according to its function, with qualitative research methods and using the theory of the author's vision to see the readiness of the apparatus and society in implementing this program. This research shows that the performance of the SIP application has not provided the maximum expected output. The not optimal SIP application is due to several factors. There is a need for comprehensive evaluation and improvement, building intensive communication and collaboration between operators and verifiers at the city government and sub-district levels.

Keywords: Decision-making, E-Government, Policy Innovation, Readiness, Performance Information System

This chapter tells the story of public speaking in Russia from the imposition of greater restrictions on the public sphere in 1867 through to the eve of Alexander II’s assassination in 1881. It shows that in this period the focus of the Russian public switched from the zemstvo to the courtroom, where a number of high-profile trials took place (and were reported, sometimes in stenographic detail, in the press). The chapter examines the careers and profiles of some of Russia’s leading courtroom orators. It also explores the activities of the Russian socialists (populists), in particular the ‘Going to the People’ movement of 1873–4 and later propaganda efforts in the city and the courtroom. It ends by considering the intensification of public discourse at the end of the 1870s: the Russo-Turkish War saw a surge of patriotic mobilization, but at the same time the populist adoption of terrorism seized public attention.

AbstractThis article asks how and why bells maintained their central place in political culture between 1660 and 1832, a question that can best be approached from the perspective of histories of the emotions and senses. Such a consideration of bells allows us to extend the concept of “emotives” to encompass material culture. Often believed to “speak,” bells were fundamental to a binary emotional regime: the joy and sorrow they expressed and created were essential to perceptions of deference, community, and national feeling. But they could also be inverted and used a form of resistance. For those outside the religious or political status quo, bells could instantiate forms of emotional suffering. Tracing the “listening public” of which bells were part demonstrates the importance of the freedom to hear in the eighteenth-century public sphere. In this context, the ascription of material and emotional agency to bells was a useful rhetorical tool. Its deployment in newspaper reports of ringing, which served to encourage certain ways of listening, points to the importance of both text and sound in creating a “listening public.” But this listening public was also marked by forms of emotional suffering and exclusion that trouble the place of practices of celebration in any nascent “English” or “British” identity.

The concept of public policy is present and develops as an instrument for the state that aims to prosper the people. In Kediri, there was a public policy called Prodamas. Prodamas is a grant program that is actually presented by the Kediri City government to increase community participation in infrastructure and human development in the City of Kediri. But with a distributive political perspective, Prodamas is seen as a political tool for incumbents, Abdullah Abu Bakar. The indicator, the incumbent campaign program for the Kediri City elections in 2018 is to increase the number of Prodamas funds up to twice (Prodamas Plus), although in practice Prodamas still has many implementation problems. Secondly, the Socialization of Prodamas Plus has been socialized long before the momentum of the Kediri 2018 regional election. Third, Prodamas social assistance which is only given to a number of Kelurahan without clear indicators. Fourth, Prodamas have similarities with other participatory development mechanisms, namely 'Planning and Development Consultation' (Musrenbang). From these indicators, the authors conclude that Prodamas is not only a public policy that is only present for the welfare of the community, but incumbents political tool for political interests in the Kediri City elections 2018.
