Under the new law of decentralization, namely Law No. 14/2014 on Local Governance, the national government shifts the governance of three main sectors related to natural resources from being city or regency’s authority to be the provincial government’s domain. This paper discusses possible advantages and drawbacks of the law in local level in the mining sector. This paper compares cases in Kebumen, Pati and Rembang in Central Java province to see the complexities of mining policy prior and after the issuance of the new law based on document analysis and interviews with local government apparatus and people concerned with mining issue in the local areas. While Law No. 4/2009 on non-oil mining strongly asserts the role of the district government, Law No. 14/2014 asserts that mining sector together with marine/fisheries and forest policy no longer become regency’s policy domain. They are withdrawn to be the provincial government’s authority. The former law was issued to respond to the strengthening demand of decentralization from the local regions but then was proven to merely result in the rising of new oligarchs in local mining governance. The later was meant to be a revision for the past. Yet, after about four years implemented, it is not free from other potentials of problems and complexities. Learning from the stagnancy of the mining problems in Central Java, it is clear that clarifying each government institution’s roles, and strengthening inclusion from the people are crucial.

The principle of good governance is difficult and controversial. Governance opens new space which provides a concept that allows us to discuss the role of government in coping with public issues and the contribution that other players may make. It opens one’s mind to the possibility that groups in society other than government. Good governance is responsive to the present and future needs of society. Strengthening local governance can be ensured through the importation of the component of good governance at the local level. This paper intent to  examine spaces where principles of good governance are required to apply to ensure better service delivery system at Union Parishad. This paper has been followed by social survey method. The data collection technique of this study has covered quantitative technique. Union Parishad as a local self government body ensuring community participations, people can approach and communicates clearly to their representatives and regularly issuing its progress report to the people for their transparency. Besides, dealing with convicted corruption was found most effective in manner.

Background: The population growth rate of Central Java Province is considerably above the ideal. Therefore, the Provincial and Regional Governments need to carefully plan the development programs by analyzing the family knowledge of population issues. This study aims to determine the family knowledge of population issues.Design and Methods: This research used the secondary data analysis (SDA) method. The data were taken from the 2019 Performance and Program Accountability Survey (SKAP) of the Population of KKBPK (Population of Family Planning and Family Development), Central Java Province. The data included in the 2019 SKAP Keluarga on population issues will be analyzed using descriptive quantitative analysis.Results: According to the research data, 51.5% of respondents understood population issues. The commonly recognized issues are unemployment (95.5%), employment (97.1%), and poverty (97.1%). The source of information widely used by respondents is the television (91.9%). Additionally, officers or communities that provide abundant information about population issues are friends, neighbors, and relatives (72.8%). Furthermore, formal educational institutions, including schools (47.8%), and community organizations (youth organizations, PKK/Family Welfare Program, Integrated Health Service Post, and religious organizations) (49.6%) provided information.Conclusions: In conclusion, efforts to increase the knowledge about population issues can be done by optimizing the function of television, close circles, the role of formal educational institutions and social organizations.

The marine ecosystem on the coast of Nusa Lembongan is one of the tourist attractions such as coral reefs, mangrove forests and others. The high number of tourist visiting the island also impacts tourism facilities. Increased tourism also has the opportunity to damage the marine ecosystem. Therefore needs a collaboration among stakeholders in maintaining the sustainability of the marine ecosystem                . The purpose of this research is to find out and analyze also to find a collaborative model of stakeholders such as government, private sector, community and traditional institutions in preserving the marine ecosystem in Nusa Lembongan. The research is using a qualitative descriptive approach with determining informants technic is purposive sampling. Local government collaboration model in conserving marine ecosystems by strengthening the role of stakeholders at the local level such as: 1) signing memorandum of understanding for creating regional regulations as a policy of the Klungkung Regency; 2) writing in to a local wisdom (awig-awig) as a local policy of the local wisdom institutions (adat); 3) writing into the policy of the tour operator; 4) implement the Tri Hita Karana concept and creating a memorandum of understanding for all parties.

Indigenous and place-based communities worldwide have self-organized to develop effective local-level institutions to conserve biocultural diversity. How communities maintain and adapt these institutions over time offers lessons for fostering more balanced human–environment relationships—an increasingly critical need as centralized governance systems struggle to manage declining fisheries. In this study, we focus on one long-enduring case of local level fisheries management, in Kahana, on the most populated Hawaiian island of O‘ahu. We used a mixed-methods approach including in-depth interviews, archival research, and participation in community gatherings to understand how relationships with place and local governance have endured despite changes in land and sea tenure, and what lessons this case offers for other communities engaged in restoring local-level governance. We detail the changing role of konohiki (head fishermen) in modern times (1850–1965) when they were managing local fisheries, not just for local subsistence but for larger commercial harvests. We also highlight ways in which families are reclaiming their role as caretakers following decades of state mismanagement. Considerations for fisheries co-management emerging from this research include the importance of (1) understanding historical contexts for enhancing institutional fit, (2) enduring community leadership, (3) balancing rights and responsibilities, and (4) fostering community ability to manage coastal resources through both formal and informal processes.

In the Majapahit royal government all elements including culture in the lives of the people, such as sculpture, literary arts, and stage art must all be religious. One of the very unique and specific relics of the Majapahit Kingdom is the Sukuh temple in Central Java, the uniqueness of the temple relief depicting the symbol of human reproduction. Sukuh Temple is a Hindu temple in Majapahit era located in Central Java, located in Sukuh Hamlet, Berjo Village, Ngargoyoso District, Karanganyar Regency, Central Java Province. The reason for choosing the title of Sukuh Temple has a feature that is not found in other temples, especially temples in Java especially. The aim is that the specialty and uniqueness of the Sukuh temple as one of the relief of the heyday of the Majapahit Kingdom This research aims to examine the functions and meanings of the depicting reliefs as a symbol of Hinduism found in Sukuh Temple. Relief findings contained in the Sukuh temple are manifestations of the gods glorified by Hindus so that they are highly sacred. The reliefs included lingga and yoni, garuda reliefs (garudeya stories), head reliefs, and turtle statues. The functions and meanings that are very prominent in the Sukuh Temple are symbols of lingga and yoni, believed to be a symbol of fertility, because it is believed that the origin of life originated from the meeting of two genitals, male and female.

The purpose of this research was to analyze the issues and problems in lobster fisheries for establishing strategies to achieve sustainable lobster management. This study was conducted from November 2018 to January 2019 in coastal waters of Wonogiri Regency, Central Java Province. Data collection were made using the triangulation method. In addition, data analyses were performed using AWOT (Analythical Hierarchy Procedure and Strenght-Weakness-Opportunity-Threats) which was the combination of SWOT and Analytical Hierarchy Process (AHP) techniques. The results showed that the problems of lobster management in Wonogiri Regency was the unreported catch and the unwillingness to release small-size- and berried-female lobsters. The best strategy for lobster management in Wonogiri Regency was shown in the 2nd quadrant (strategi Strength-Threats). Thus, the priority strategies would be the development of friendly lobster fishing gear with score a value 35.4% and the second priority is strengthening the role of collectors in controlling catches with a value of 30.5%.

Beef cattle development based on regional planning approach is one of efforts to increase the role of beef cattle in Central Java Province, by synergizing between its commodity and the region potency. This study aims to analyze the role of beef cattle in the economy of Central Java and its potential development based on regional planning. The analysis instrument used to answer the aim of this research is descriptive analysis, LQ (Location Quotient), KPPTR (Ruminant Population Increased Capacity) and schallogram analysis. The results showed that the role of beef cattle in Central Java Province make a positive contribution to fulfill the demand for beef, but the beef cattle contribution for GDRP and labor is still relatively small. Central Java has considerable potency for the development of beef cattle since it is even now able to increase the ruminant population amounting 5.232.130 AU (Animal Unit) based on TDN (Total Digestible Nutrient), which scattered in 17 districts of the 21 districts designated as the development regions of beef cattle. The base region of beef cattle in Central Java Province located in 7 (seven) districts, but based on the results of the physical assessment of services capacity of these regions considered remain relatively low and middling. The strategy to increase the role of beef cattle in the economy of Central Java is by classifying the regions into 4 groups: namely based on the source of forage, the region base of beef cattle, and the level of service capacity of beef cattle development.

The Land and Building Tax Imposition Base (NJOP) is used to determine the basis for Land and Building Taxes. But in reality, NJOP sometimes does not match fair market values. By land valuation experts, a method was formed which approached real land prices, namely the Land Value Zone (ZNT). ZNT in its application and development raises diverse responses. For that, we need to study variables affecting the implementation of ZNT in the community. Therefore, the city of Semarang is considered suitable for case studies on the implementation of ZNT because it is the center of economic activity in Central Java Province. This research is expected to provide benefits regarding the implementation of ZNT as a method to determine the amount of NJOP. The level of acceptance of ZNT implementation in society is measured by 10 variables. The data in this study were obtained using a questionnaire sampling to community. Questionnaire results are then analyzed so as to help further explain statistical results that have been obtained. Facts on the ground show that the people of Semarang City feel the ease and accuracy as well as the fair transparency of market prices for land in ZNT. The analysis results that have been found, there are 3 variables that most influence, namely politics, communication with the parties concerned, and socialization of ZNT. Those improvements are needed on the internal and external factors of the ZNT method and coordination, communication and cooperation between the government and the community.

As a country with high risk of disasters, the people of Indonesia have to prepare and anticipate these calamities. One of the most important aspects of disaster risk reduction at the local level is social capital. This paper discusses the role of social capital in strengthening community disaster preparedness for effective respond and its potential for building back after recovery, focusing on local wisdom, prior experiences and re-establishment of community livelihoods. Local wisdom plays an important role in raising community efforts to find relief and recover from the impact of the earthquake in Bantul and floods in Jambi. The spirit of community-self, mutual help and fundraising help the Javanese in Bantul to be strong and care among neighbors. The community that supported by the local leaders and institutions agreed to set up priority for affected people who need more help. Meanwhile, experiences of the people in Jambi on regular floods made them aware and assisted them to develop self-efficacy beliefs in disaster preparedness, including making plans as well as increasing skill to get ready for and respond to this disaster. This paper also shows that in addition to economic recovery programs from the government and donor in Bantul and Aceh, the community in Jambi used floods as a source of their alternative livelihood through fishing and its related activities, and perceived floods as economic opportunities. This paper utilises empirical evidence from cases across Indonesia that are collected from my research results under LIPI and Human Ecology research activities. Data is also collected from secondary sources that largely rely on desk reviews of relevant books, documents, papers, and other references.

The spirit of reform encourages the State Civil Apparatus to carry out renewal and improvement of the system in the development, improvement and service of the community in order to encourage the community and support the implementation of good governance in public administration. Supervision carried out by. The Government, has determined the Functional Position of Auditors who have the scope, duties, responsibilities, and authority to carry out internal supervision on government agencies, institutions or other parties in it. For this reason, this research has two problems. First, how is the role of JFA in improving the performance of bureaucrats in the Central Java Province Inspectorate. Second. What obstacles were encountered by JFA in the supervision process of the performance of Bureaucrats in the Central Java Province Inspectorate. This problem was examined using a sociological juridical approach. In the sociological juridical approach, law as law in action is described as an empirical social phenomenon. The results of this study confirm that: First, there are 2 (two) roles of JFA in improving the performance of bureaucrats in the Central Java Province Inspectorate, namely: Improving the system of internal supervision and control, and improving the quality and professionalism of resources. Secondly, there were several factors encountered by JFA in the supervision process of the performance of bureaucrats in the Central Java Province Inspectorate that had to be immediately corrected to support good governance in public administration.
