The scientific article presents the results of monitoring of modern Crimean mass media of the temporarily occupied territory (hereinafter –TOT) of the Autonomous Republic of Crimea and the city of Sevastopol. The aim of the work is to study and analyze the process of formation and content of the main messages regarding the events in Ukraine, which are presented in the modern media of the temporarily occupied Crimea and Sevastopol and provided to the audience in informational and analytical publications. The subject of the study is the most common in the Crimean media content groups and the main ideas of messages about Ukraine. The study used a chronological approach to the analyzed events; the systematization of information was carried out using sociological, statistical methods, including content analysis. Methods of observation, comparison and generalization are used at different stages. The results of the study can be used to develop the principles of information policy, implementation of measures to inform the population and establish communication with residents of the temporarily occupied territories of Ukraine. During the monitoring, the information segment of the six Crimean mass media was analyzed: the most widely circulated newspaper «Crimean Pravda», the official publication of the so-called Crimean Council of Ministers «Krymskaya Gazeta», the Crimean Information News Agency, «RIA Novosti Crimea», and Internet sites «Crimean Echo» and «Crimean News». The scientific article is an integral part of a comprehensive study of the transformation of the media space of Crimea after the occupation of 2014 and the basics of information policy and information reintegration of temporarily occupied territories of Ukraine. The article contains terminology banned in Ukraine regarding the territorial integrity of the state, as well as negative emotional statements addressed to Ukraine and the Ukrainian people. All of them belong entirely to the Crimean media and have been used as examples. The author does not share the views of the authors of the Crimean media. The latest information on Crimean media monitoring has been put into scientific circulation. The results of the study can be used in the formation of principles and principles of information policy, implementation of measures to inform the population and establish communication with residents of the temporarily occupied territories of Ukraine.

А new approach to policy-making in the field of economic reforms in modernizing countries (on the sample of SME promotion) is the subject of this article. Based on summarizing the ten-year experience of de-bureaucratization policy implementation to reduce the administrative pressure on SME, the conclusion of its insufficient efficiency and sustainability is made. The alternative possibility is the positive reintegration approach, which provides multiparty policy-making process, special compensation mechanisms for the losing sides, monitoring and enforcement operations. In conclusion matching between positive reintegration principles and socio-cultural factors inherent in modernization process is provided.

The article investigates the Bank of Russia information policy using a new approach to measuring information effects on Russian data, including the analysis of the tonality of news reports, as well as internet users’ queries on Google. The efficiency of regulator’s information signals is studied using EGARCH-, VAR- models, as well as nonparametric tests. The authors conclude that the regulator communicates effectively in terms of the predictability of interest rate policy, the degree to which information signals affect the money and foreign exchange markets.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. The relationship that exists between design, policies and governance is quite complex and presents academic researchers continuously with new opportunities to engage and explore aspects relevant to design management. Over the past years, we have witnessed how the earlier focus on developing policies for design has shifted to an interest in understanding the ways in which design contributes to policy-making and policy implementation. Research into policies for design has produced insights into how policy-making decisions can advance professional impact and opportunities for designers and the creative industries. This research looked into how design researchers and design practitioners themselves can benefit from specific policies that support design activities and create the space for emerging design processes.
