SOCIALIZATION AND SOCIAL QUALITY AS INSTRUMENTS OF THE STATE POLICY OF SOCIO-ECONOMIC DEVELOPMENT

Self-realization of the individual in the conditions of using the policy of “social quality” as a modern tool of public administration in a transitional society is largely related to overcoming the existing limitations of the individual in acting in such a society and economy transitioning to a market character. Given that, in particular, in Ukraine the market is hybrid (and this is especially important), the existing limitations in self-realization of the individual must be overcome, including, and perhaps primarily, through transformations in the processes of socialization, which differ from European practices and institutions that ensure its implementation. Thus, it is a matter of overcoming not only and not so much the natural selfish interests of the individual, but the existing gap in skills, which are an invisible asset to ensure the endogenous nature of economic growth. It is shown that there is an inverse relationship between the formation of socialization and the policy of “social quality”, which is characterized by the dialectic of interaction between the individual and the group and which is a process of increasing the degree of socialization. The latter, due to interdependence, will serve to increase the effectiveness of interaction between the individual and the group, which expands the possibilities of self-realization of the individual in terms of European policy of “social quality” as a tool of public administration, whose successful application causes new challenges and content of the so-called secondary sociology. The logic of Ukraine's current development shows that new approaches are needed to achieve the social development goals set out in the Association Agreement between Ukraine and the European Union and to minimize the potential risks and threats that accompany current reforms in Ukrainian society. They should introduce new forms of public administration to create policy interrelationships of all dimensions, as proposed, in particular, by the social quality approach to socialization, the nature of which has been revealed in the author's previous publications. As a result, the socio-cultural (social) dimension will fundamentally change, the structure of which must include the transformational processes of socialization of a person, thanks to which they will learn the basics of life in the new social reality and intensify their social and economic interaction on the basis of self-realization, thereby contributing to the success of state policy of social quality and achieving stable socio-economic development.

Twenty years ago, at a public ceremony in Amsterdam, a group of European academics made a solemn declaration on the future of the European Union (EU). Eventually over 1000 scholars and policy makers signed the Amsterdam Declaration on the Social Quality of Europe and it was translated into sixteen languages. The main intention behind the declaration was to remind policy makers and citizens about the unique nature of the western European model of development, comprising aspirations for economic growth, competitiveness and social justice. The risk being warned against was that, in the process of Economic and Monetary Union, the politics of integration would neglect what was then labelled the ‘social dimension’ and, among other far-reaching consequences, this would lead to a loss of legitimacy for the whole European project. As the Comité des Sages put it, bluntly, in 1996, ‘Europe will be a Europe for everyone, for all its citizens, or it will be nothing’.

The article summarizes the manifestations of social responsibility of economic entities and employees in trade as a tool of state policy for the implementation of social dialogue in the context of socialization. Social dialogue in trade is a means of state policy of forming a favorable systemically and structurally balanced environment in the social and labor sphere of the industry, focused on improving the quality of working life, implementation of socio-economic development programs, providing preconditions for natural sustainable socio-economic development. interests of all subjects and participants of social dialogue. Obviously, social dialogue is a prerequisite for creating a new conceptual model of social and labor relations, based on the development, adoption and implementation of partnership socially-oriented management decisions. Also, social dialogue allows by achieving a balance of interests, opinions and positions to find mutually acceptable solutions for the parties. Social responsibility is defined as independent, proactive, systematic activity of business entities to form relationships with society, government, the public, partners in order to coordinate and / or meet the social, economic, financial, ethical interests of all groups of interested users on mutually beneficial terms to achieve both economic and social results. The necessity of socialization in trade, the influence of psychological factors and the satisfaction of employees’ needs on the formation of the institutional system of social responsibility are substantiated. The concept of social dialogue and social responsibility in trade are determined, and that the result of social dialogue of its subjects, which are the state, trade unions and employers, is a balanced achievement of goals of staff, management, the state in particular on social responsibility. The relationship between the concepts of social dialogue and social responsibility in trade is specified. It is proposed to strengthen the work motivation and social protection of employees through collective bargaining regulation of the use of such an institutional tool as the “social package”. An effective mechanism for the implementation of social dialogue in the form of collective bargaining has been developed.

The purpose of the article is to summarize the experience of developing tools for the implementation of amalgamated territorial communities. The European countries’ experience helps to improve the system of public administration in such a way that it acts in the interests of the individual-citizen and is under the control of civil society. The important factors in the dynamic development of the state is effective public administration at all levels of the administrative and territorial structure of the country are investigated. The main links in this section are the district and regional levels, within which the main socio-economic, political and cultural links are realized and estableshed. The main task of effective regional public administration is to ensure the socio-economic development of the region and to meet the needs of citizens. Methodology. The survey is based on a comparison of data from the EU countries. The competences of local governments in the EU countries are examined. Results. Implementation tools for amalgamated territorial communities have been identified to assess the socio-economic development of the community for investment attractiveness. It has been proved that the amalgamation of territorial communities should be based on the principle of multicriteria, since the main participants in the formation, functioning and further development of the community are people who are united in a team to achieve a common goal, which is to develop the territorial community in order to improve the quality of life. Practical implications. Society will be able only if each of its members clearly understands the possibility of improving the standard of living within the community than existence outside of it. The study has shown that there are the number of criteria, including spatial, temporal, demographic, labor, cultural, historical, financial, that should be considered when amalgamating territorial communities. It is proved that the main instruments of implementation of amalgamated territorial communities are area, population (including demographic structure), income level, level of spending, financing structure, structure of economic entities by types of activity and level of income, number of objects of social infrastructure, employment and community unemployment, etc.

It is established that the technologies of artificial intelligence determine the state of implementation of digitalization and socio-economic development of the state. In view of this, it is proved that it is necessary to study the peculiarities of the legal regulation of digitalization and the state of public policy. With this in mind, the greatest attention is paid to the analysis of the provisions of the Concept of Artificial Intelligence Development in Ukraine (2020). It was found that the Concept contains a number of terms that require clarification, namely: "artificial intelligence industry", "state policy in the field of legal regulation of artificial intelligence industry", "public administration" and so on. It is reasonable to consider "industry" in the context of "sphere", and "public policy" as a component of "public administration". In addition, it is recommended to bring the legal terminology (defined in the Concept) in line with its scientific and theoretical characteristics.

In the last few years, the financing of responsibly operating small and medium-sized enterprises (SMEs) has become the focus of attention of several national and international bodies. Consequently, a number of policies and support programmes have been established aimed at supporting SMEs that take a responsible approach concerning the company and its operations. Against this background, this article presents a comprehensive international overview of support programmes for financing responsible SMEs. Based on systematic desk research, documents of national governments as well as supranational and international organisations have been investigated. The findings reveal that there are strong regional differences in terms of support policy approaches, intensity, and criteria. The largest part of the identified programmes has been launched by the European Union and/or its member states. Additionally, the findings clarify that the primary focus of extant programmes is on the environmental dimension of sustainability, mainly energy-related questions. The social dimension has been neglected so far in the programmes.

The degree of effectiveness of the Association Agreement between Ukraine and the European Union in various branches and spheres has been determined. The problematic aspects and contradictions of the state policy of development of various branches and spheres in the context of the implementation of the Association Agreement are highlighted. The ways of transformation of the state policy of development of various branches and spheres in the conditions of European integration of Ukraine are determined.

This article examines the socio-economic development of monotowns in Kazakhstan on the example of Zhezkazgan city. The authors analyzed the satisfaction of citizens with the living conditions in monotowns, as well as identified the problems of sustainable development and prospects for socio-economic transformation of this region. The results of the study showed that the main problem of a monotown is its dependence on the city-forming enterprise. At the same time, respondents expressed a high desire to migrate to other regions (78% of respondents).

Subject. This article analyzes the effectiveness of public administration in the social sphere. Objectives. The article aims to standardize the decision-making process for managing the region's social development through statistical analysis techniques. Methods. For the study, we used correlation and cluster analyses. Results. The article highlights weaknesses in the development of the social sphere and assesses the relationship between the individual areas of its development, and the effectiveness of its financing. It offers algorithms that take into account the patterns of social development and the specifics of certain types of economic activity. Conclusions. The results obtained were used to develop algorithms to optimize the development of the social sphere at the regional level. The socio-economic differentiation of the Russian Federation subjects in a number of regions requires an analysis of the specifics of the development of the social sphere of the region under consideration and adjustments to the proposed algorithms.
