Abstract: Introduction: The scarcity and inequalities in the geographical distribution of physicians challenge the consolidation of the right to health and create migratory flows that increase health inequities. Due to their complex and multidimensional characteristics, they demand multisectoral political approaches, considering several factors related to the availability and area of practice of medical doctors, as well as the social vulnerability of local populations. Objective: This study aimed at analysing results of the “Mais Médicos” (More Doctors) Program Educational Axis in Brazil. Methodology: A documental research was conducted, highlighting the location and the public or private nature of new undergraduate medical school vacancies between the years 2013 until 2017, which were then compared to the goals and strategies outlined in the official Program documents. Results: The Educational Axis reached important milestones despite the resistance of some institutional actors. The Program extended its undergraduate vacancies by 7696 places, 22.48% of that in public institutions and 77.52% in private ones. Vacancy distribution prioritized cities in rural areas of Brazil, at the same instance bringing forward significant regulatory changes for undergraduate medical courses. However, political disputes with representatives of medical societies and stakeholders interested in favouring the private educational and healthcare sectors surface in the official discourses and documents. These factors weakened the program normative body, creating a hiatus between its core objectives and respective implementation. Evidence related to the concentration of vacancies in the Southeast regions allow the maintenance of a known unequal workforce distribution, despite a proportionally bigger increase in the Midwest, North and Northeast regions. Conclusion: The predominance of vacancies in private institutions and the weakening of the new undergraduate courses monitoring instruments can compromise changes in the graduate students’ profiles, which are necessary for the fixation of physicians in strategic geographic areas to promote Primary Healthcare.

From a theoretical and interpretive perspective, the present article aims to discuss the socio-political context of the proposal for training teachers for Rural Education from the pressures of rural movements and the involvement of institutional partnerships. So, how did the socio-political process for the involvement of the state and institutions to promote the training of rural teachers? For this, we seek to present the differences between the educational realities offered in the rural areas and in the city in Brazil; to discuss the emergence of the demand for a specific peasant education as a process of resistance to agribusiness interests in the 20th century; and to present the insertion of the social demands of the rural areas in the guidelines of the state through Pronera and adhesion of the public Universities in the formation of rural teachers. The study is qualitative, explanatory and bibliographic having as the theoretical basis the Rural Education as a space for social struggle. As a result, it became evident that the political and institutional actions aimed at training teachers in the field took place as a product of the pressures of social movements, with due emphasis on the MST, along with the state and public institutions, which met the demands through articulation between Pronera and public universities. From this scenario, from the decade of the 1990s, Licenciatura do Campo courses emerged in response to the demands for teachers of specific training in rural schools, representing the increase in the representativeness of peasant wishes in the midst of debates on educational policies in Brazil. Advances that, due to the actions created during the first term of the Lula government, were established, giving continuity to new offers of vacancies in LeDocs courses in Brazil in the last decade.

Problem setting. Leasing out property that is involved in educational, academic, training and production, scientific activities by the public institutions of higher education often leads to violation of the rights of other participants in educational activities. They are sure to be a result of violating the limits, established by the current legislation, of exercising the rights to leasing out property by the public institutions of higher educational. Analysis of recent researches and publications. The issues of state property lease have been studied by many scholars. Basic research in this area has been conducted by I. Spasibo-Fatieieva, O. Lipetsker, Ye.Kazarenko, V. Steshenko, M. Pronina, S. Puhinsky, T. Potapenkova, Yu.Basin, D. levenson, N. Khashchivska, N. Milovska and other scientists. Target of research. The aim of the paper is a comprehensive study and analysis of the limits of exercising the rights by the public institutions of higher education to leasing out their own property. To achieve this goal the following tasks should be solved: 1) to define the limits of exercising the rights by the public institutions of higher education to leasing out their own property; 2) to determine the legal consequences of concluding lease agreements by the public higher educational institutions in violation of current legislation. Article’s main body. The article conducts a general study and analysis of the right of the public institutions of higher education to lease property. The author emphasizes that public higher educational institutions have the right to lease out only real estate and other individually identified property. The legal consequences of concluding lease agreements by public higher educational institutions in violation of the current legislation have been studied. Conclusions and prospects for the development. Summarizing the results of the study we can formulate the following conclusions. The public institutions of higher education have the right to lease out real estate and other individually determined property in the manner prescribed by law and subject to statutory restrictions (without the right of redemption and sublease, when it does not worsen the social and living conditions of persons studying or working in the educational institution). While leasing the property, the public higher educational institution realizes primarily their own property interests, at the same time, indirectly realizing the property interests of the state. If the lease agreement of real estate and other individually determined property of higher educational institutions is recognized as invalid, it may be recognized as invalid only for the future.

Background: Exchanges between scientists and nonscientists are critical to realizing the social value of basic research. These exchanges rest in part on the willingness and ability of scientists to engage effectively in science communication activities. In this paper, we discuss the perception and willingness of basic scientists in the biological and biomedical fields to engage in science outreach. Methods: The analysis is based on qualitative data collected as part of a survey on the social value of basic research and is framed by the theory of planned behavior. This is a well-established theory of human behavior that relies on the premise that a person’s intention to engage in a behavior is the single best predictor of whether that person will in fact engage in that behavior. Results: Our data show that, while bioscientists maintain a positive attitude towards science communication, their intentions are influenced by some negative feelings with regard to how nonscientists react to science communication efforts. Interactions with institutional actors, governmental bodies and the public are particularly problematic. On the other hand, interactions with clinicians and patients are framed in positive terms. Finally, some study participants raised concerns as to their ability to communicate science effectively, the availability of time and resources, and the lack of proper rewards, particularly in terms of career advancement, for those who engage in science efforts. Conclusions: Our findings suggest that bioscientists' intentions to engage in science communication efforts must be better studied to develop empirically-informed interventions to increase scientists’ participation in science outreach efforts.

Neste artigo será apresentada uma perspectiva histórica dos acentuados índices de desigualdade socioeconômica observados atualmente no estado de Santa Catarina. Em seguida, serão descritos os eventos Semana do Contestado e Congresso Nacional do Contestado, bem como, estes contribuíram para o debate sobre esta problemática. No ano de 2018, o Instituto Federal de Santa Catarina, Prefeitura Municipal de Caçador e Museu do Contestado propuseram a criação de uma agenda de atividades em rede, como metodologia de abordagem para ações de educação, ciência e tecnologia. Portanto, este projeto teve como objetivo ampliar a divulgação científica e o debate sobre as desigualdades no Contestado. A comunidade organizada foi convidada para construir e executar diversas ações. Participaram instituições públicas, instituições privadas, coletivos de artistas e representantes de grupos sociais. Desta forma, o principal resultado obtido foi o sinergismo entre as atividades realizadas e o seu impacto no público de diversos segmentos. As ações em rede demonstraram maior capacidade de alcançar principalmente estudantes da educação básica, assim como, maior cooperação dos grupos e núcleos de pesquisa das instituições envolvidas em torno do Contestado. Palavras-chave: Ensino Fundamental; Desigualdades; Educação   The network of education, science and technology in the Contestado and the action to reduce inequalities Abstract: This article will present a historical perspective of the accented socioeconomic inequality rates observed in the state of Santa Catarina today. Then, the events “Semana do Contestado” and “Contestado Nacional Congress” will be described and as they contributed to the debate on this problem. In 2018, the Federal Institute of Santa Catarina, the city hall of Caçador and the Contestado museum proposed the creation of an agenda of network activities as a methodology for approaching education, science and technology actions. Therefore, this project aimed to expand scientific dissemination and debate about inequalities in the Contestado. The organized community was called upon to construct and execute various actions. Public institutions, private institutions, collectives of artists and representatives of social groups participated in these actions. In this way, the main result obtained was the synergism between the activities and their impact on the public of different segments. The actions in network demonstrated a higher capacity to reach mainly students of basic education, as well as, higher cooperation of the groups and research centers of the institutions involved around the Contestado. During February  2021, a protest was organized by Mexican medical students through social media. About 200 interns, social service physicians and physicians protested peacefully in front of the city hall of Monterrey, Nuevo Leon, the capital of Mexico's second largest metropolitan area. Due to the current contingency situation, it was requested to attend with face shield and masks. The reason for the protest was to raise their voice due to the precarious situation where social service physicians are sent to rural areas of the country in which they have all the obligations of workers but without belonging to the working class - lacking the the benefits of this same as a living wage or fair working hours. The protesters were in limbo between student and worker. The protest also demanded justice for the sensitive death of young doctors due to malpractice situations of the Mexican authorities. We believe that a total reform of the social service in medicine is necessary. It is the responsibility of the authorities to cover the rural areas with permanently trained doctors without depending on recently graduated doctors. It is always important to assert our fundamental rights, including the right to protest in a peaceful manner.

This paper analyzes the current EU space strategy and confronts it with existing global challenges in the space sector. The ultimate aim of this research is to recommend a well-adjusted space policy for the European Commission to ensure effective and sustainable exploration and use of outer space for the benefit of all EU member-states. In order to draft the most efficient space policy, the uniqueness of Europe’s space sector is studied. This paper argues that the EU space policy has to focus on guaranteeing European autonomy in access and use of outer space. The author extensively analyzes the challenges and opportunities related to dynamic development of private space sector’s activities. Emphasis is made on the significance of symbiotic cooperation between the public institutions and private companies regarding mutual benefits. The paper concludes that it is the right time for the European Union to build a bold and prospective space policy.

Legal reasoning is increasingly quantified. Developers in the market and public institutions in the legal system are making use of massive databases of court opinions and other legal communications to craft algorithms to assess the effectiveness of legal arguments or predict court judgments; tasks that were once seen as the exclusive province of seasoned lawyers’ obscure knowledge. New legal technologies promise to search heaps of documents for useful evidence, and to analyze dozens of factors to quantify a lawsuit’s odds of success. Legal quantification initiatives depend on the availability of reliable data about the past behavior of courts that institutional actors have attempted to control. The development of initiatives in legal quantification is visible as public bodies craft their own tools for internal use and access by the public, and private companies create new ways to valorize the “raw data” provided by courts and lawyers by generating information useful to the strategies of legal professionals, as well as to the investors that re-valorize legal activity by securitizing legal risk through litigation funding.

Institutions shape how citizens think about the social problems they handle, repelling public awareness and involvement by performing tasks in ways that neutralize the citizen’s role. Democratic professionals seek to change this dynamic by building access points and infusing citizen agency at critical junctures throughout major public institutions. The kind of citizen–professional collaborations democratic professionals aim to foster directly address the kinds of counter-democratic tendencies that reinforce callousness and make social problems difficult to handle. The motivations of democratic professionals can be understood through the theory of participatory democracy, which draws attention to the hazards representative governments create by thinking and acting for citizens. Participatory democrats acknowledge the difficulties of fostering civic agency in modernity and attempt to theorize how citizens can occupy a more active role in contemporary political culture and take up a civic responsibility for the public goods and social harms produced by their institutions.

Neoliberal market logic positions youth as either commodities produced and marketed by private institutions or consumers for whose business those institutions are competing, a paradigm that narrows pathways for youth participation in civic and political institutions by restricting youth agency to participation in markets. However, youth organizing groups recast what we imagine as the public domain, how public institutions are governed, and who takes part in this governance. In this life histories study of youth organizers, the participants’ organizer identities occupied intellectual, emotional, social, and temporal space in their life worlds, mediating their agentive participation in an increasingly neoliberalized world. This article considers the implications of how youth involvement in social movements shapes identity and agency in a neoliberal sociopolitical context.
