This paper applies upper echelons theory to investigate whether chief information officers (CIOs) and boards of directors affect the development of AI orientation, which represents firms’ overall strategic direction and goals regarding the introduction and application of artificial intelligence (AI)technology. We tested our model using a dataset drawn from 1,454 publicly listed firms in China. Our findings show that the presence of a CIO positively influences AI orientation and that board educational diversity, R&D experience, and AI experience positively moderate the CIO’s effect on AI orientation. Our post hoc analysis further demonstrates that these board characteristics represent contingencies that impact AI orientation but not conventional IT orientation. This paper contributes to the upper echelons literature and IT management research by offering contextualized arguments that explain new business and IT strategies such as AI orientation. Further, our findings suggest important implications about how to build top management teams and boards capable of effectively developing AI orientations

In April 2000, soon after taking office, the Labour-Alliance coalition government announced the establishment of the Tertiary Education Advisory Commission (TEAC) with a brief to develop a strategic direction for tertiary education. After a decade of neoliberal policies of decentralisation and marketisation, this heralded a new policy direction that has been described as New Zealand’s version of the Third Way. The new direction was to take account of economic globalisation, technological change and the need for New Zealand to become a knowledge-based society. To this end, the TEAC produced four reports before completing its work at the end of 2001. This article reviews and critiques those reports and concludes that the TEAC’s proposals could produce a highly centralised and regulated system with the potential to destroy the independent role of the universities within a democratic society.

Purpose This paper aims to review the latest management developments across the globe and pinpoint practical implications from cutting-edge research and case studies. We study one of the varieties of legal nihilism – the legal nihilism of civil servants, which undermines the role of law as the main regulator of public relations, harms the socio-economic, moral, cultural and other activities of the state. We analyze official statistical data confirming the prevalence of legal nihilism among civil servants, which arises in the field of administrative management and replaces legalized public relations. We point out that the personnel policy is one of the ways to minimize the legal nihilism of civil servants, since it determines the effectiveness of the implementation of goals and tasks facing civil servants. In accordance with the regulatory legal acts, the basic requirements for the formation of the personnel of the civil service are analyzed. We substantiate that one of the effective means to reduce the level of legal nihilism among civil servants may be the adoption of a unified Concept of personnel policy in the field of public service, fixing the funda-mental principles (principles, areas of activity, goals, objectives, strategy for the formation of personnel of public servants), as well as the creation of ap-propriate Concepts in each department, taking into account the specifics of the functions being implemented. We note that only consistent and competent actions can have a positive impact.

A quarter-century after the collapse of the USSR, authoritarian politics dominates seven of the fifteen successor states. Placing the post-communist authoritarian experience in the broader frame of nondemocratic governance, this essay explores the origins and operation of personalist rule in the region; the relationship between time and power; and the role of Soviet legacies in shaping the agenda and tools of leadership. It also examines the efforts of post-communist authoritarians to enhance personal and regime legitimacy by claiming to rule beyond politics. Within the post-communist world, the essay finds significant variation among authoritarian leaders in their approaches to personnel policy and to the use of policies, symbols, and narratives to address the ethnic and religious awakening spawned by the collapse of Soviet rule. The essay concludes with a brief assessment of the trajectories of post-communist authoritarian leadership.

In the article it is defined the notion of musical policy as a consistent concept of state activities which influence the support and development of music, music education, music facilities, economics of music life etc. The constituent parts of the music policy of modern Germany are determined. It is analyzed the impact and the importance of Leo Kestenberg’s reformation activity for the development of the music policy of Prussia in the 1920s, it is explained the role of the music policy in modern FRG and its overall state control of the country’s music life in particular. It is outlined a strategic direction of the activity of German Music Council (GMC; Deutsche Musikrat –DMR) – organization of music life and formation of the music policy in a new social context. It is established that the music policy is also a social policy which strives for preservation of general national state interests. The tasks and directions of the implementation of the music policy of FRG are singled out.

In this paper, we present a methodology and results of the study aimed at identifying the role of university libraries in the implementation of Project 5-100 and the line of their development. Issues of the government’s policy strategy concerning development of library science are addressed. Results of monitoring of university roadmaps for the implementation of Project 5-100 found in open sources and anonymous questioning of representatives of libraries of these universities are given. Participation of university libraries in the development and implementation of Project 5-100 is considered. In conclusion, the question is raised about the need to find ways to adapt traditional library technologies to new realities and change the personnel policy in the library field.
